Before editing a Group Policy Object (GPO), create and verify a backup with Group Policy Management Console (GPMC) or the GroupPolicy PowerShell module. To undo an unwanted change in the same domain, restore the GPO from that backup. To reuse settings in another domain, copy the GPO or import its settings instead—restore is not a cross-domain migration method.
Back up the GPO before changing it
Microsoft recommends regular GPO backups as part of Group Policy operations. A backup preserves a recoverable version; it does not replace the live GPO until you perform a restore.
Back up a GPO in GPMC
- Open Group Policy Management and expand Forest, the relevant domain, and Group Policy Objects.
- To back up one GPO, right-click it and select Back Up. To back up every GPO in the domain, right-click Group Policy Objects and select Back Up All.
- Choose a writable destination folder, enter a description that identifies the backup, and start the operation.
- Review the completion summary. Check how many GPOs succeeded and note any failures before changing policy.
GPMC can retain multiple backup instances of the same GPO. In Manage Backups, you can choose to show only the latest instance; use descriptions and a consistent retention approach so the version you need is identifiable.
Back up with PowerShell
Run these examples in a session with the GroupPolicy module and appropriate permissions. Replace the UNC path with a writable backup location accessible to the administrator.

Backup-GPO -Name "Workstation Baseline" -Path "\servershareGPOBackups"
To back up every GPO in the selected domain context:
Backup-GPO -All -Path "\servershareGPOBackups"
Use -Domain to specify the domain and -Server to select a domain controller. If you omit -Server, Microsoft documents that the PDC emulator is contacted. If display names are duplicated, identify the GPO by GUID rather than relying on an ambiguous name. The examples and parameters here follow Microsoft’s Windows Server 2025 GroupPolicy module reference: Backup-GPO.
Keep the backup usable
Do not treat a GPO backup as a folder copy. GPO data is split between Active Directory and SYSVOL and stored in multiple locations and formats, so copying a folder in File Explorer does not correctly copy the GPO. Microsoft Learn cautions: “Don’t interact with archived GPOs directly through the file system.” Use GPMC or the supported cmdlets to manage backups. Choose the recovery operation that matches the situation
| Situation | Use | Effect |

| The GPO still exists, but a policy change needs to be undone | Restore from Backup | Replaces the existing GPO’s state with a selected backup in its original domain. |
| The GPO was deleted and needs to be recovered | Manage Backups, then select the backup and choose Restore | Restores the deleted GPO to the domain where its backup was made. |
| Settings are needed in a different domain | Copy or Import Settings | Creates a new GPO or transfers settings to an existing destination GPO; this is not a restore. |
A GPO backup can be restored only to the domain where it was originally backed up. For another domain, use the copy or import workflow and account for destination-specific references.
Restore a GPO in its original domain
Restore through GPMC
If the GPO still exists, right-click it in GPMC, select Restore from Backup, choose the backup instance, and complete the wizard. If the GPO has been deleted, right-click Group Policy Objects, open Manage Backups, select the backup, and choose Restore.
Restore with PowerShell
To restore from the latest backup of a named GPO:
Restore-GPO -Name "Workstation Baseline" -Path "\servershareGPOBackups"
To select a particular backup instance, use its backup ID:

Restore-GPO -BackupId <backup-guid> -Path "\servershareGPOBackups"
The backup ID is not the same as the GPO’s GUID. Use the backup ID when selecting a specific archived version. Microsoft’s Windows Server 2025 reference documents Restore-GPO -All as restoring all GPOs represented in the specified directory from their latest backups; use it only when that is the intended recovery scope. Specify -Domain when the domain context might otherwise be unclear. Microsoft documents that the PDC emulator is used when -Server is not specified. See Restore-GPO.
Reuse GPO settings in another domain
Use the operation that fits the destination you want. Restore is for recovery in the original domain; it cannot place a backup into a different domain.

Copy a current GPO when you want a separate, newly created destination GPO. During the copy workflow, you can preserve the source GPO’s discretionary access control list (DACL) or use default permissions, subject to your permissions and the workflow. Review destination security carefully rather than assuming source access settings are always appropriate.

Import settings into an existing GPO
Use Import Settings to transfer settings from a backed-up GPO into an existing destination GPO. Import does not change the destination GPO’s links or security filtering. Microsoft notes that this can be useful without a trust relationship: the operator needs access to the backup and edit permission on the target GPO.
Map domain-specific references
When copying or importing across domains, use the Migration Table Editor to map source security principals and UNC paths to destination values where needed. Microsoft says the destination values should already exist. References that may require attention include:
- User-rights assignments, restricted groups, and system services.
- File-system and registry security settings, relevant DACLs, and advanced folder redirection.
- Folder-redirection UNC paths and software-installation paths.
A script stored outside the source GPO is not copied with it; a script stored inside the GPO may be included. Confirm that required scripts and referenced files are available at the destination. The detailed distinctions and migration guidance are in Microsoft’s GPMC backup, restore, migration, and copy documentation.

Choose GPMC or PowerShell
GPMC is included with Windows Server and Remote Server Administration Tools (RSAT). It supports backup, restore, import, copy, reporting, Group Policy Modeling, and Resultant Set of Policy reporting. PowerShell is useful when you need repeatable commands or want to state the target domain and domain controller explicitly. Microsoft lists the GPMC procedures for Windows Server 2016, 2019, 2022, and 2025; see Group Policy Management Console in Windows.
Troubleshoot a restore or import that fails
One documented cause is a process holding a file in the GPO’s SYSVOL share. GPMC or Import-GPO may then be unable to obtain the exclusive handle required to replace that file. For this specific failure, identify the process using the file and investigate the target domain controller; Microsoft also advises trying a different target domain controller.
