To close the AI execution gap, turn AI principles into work that has an owner, a documented control, and ongoing evidence that the control operates. NIST’s voluntary AI Risk Management Framework (AI RMF) offers an organizing structure for doing that across the AI lifecycle; it does not prescribe a universal control set or replace an organization’s judgment about its risks.
“AI execution gap” is a useful description of the distance between governance intentions and day-to-day practice, not a formal NIST term or a measured statistic in the cited NIST materials. The practical test is whether your organization can identify its AI systems, explain who is accountable for their risks, and show how those risks are assessed and monitored.
What does closing the AI execution gap mean?
A policy can say that AI should be trustworthy, secure, or fair without specifying who checks a particular system, what they check, or what happens when the system changes. Execution means translating those aims into assigned responsibilities, documented decisions, resourced controls, and lifecycle monitoring.
NIST describes the AI RMF as intended for voluntary use to help incorporate trustworthiness considerations into the “design, development, use, and evaluation” of AI products, services, and systems. It is an organizing framework, not proof that an organization has implemented a control and not, by itself, a legal requirement. The framework page says AI RMF 1.0 is being revised; organizations using it should check NIST’s current status and materials.

How do you turn AI governance policy into operating controls?
Use the following sequence as a practical implementation approach informed by the AI RMF Core. It is an editorial synthesis, not a verbatim NIST checklist. Adapt the depth of review and controls to your organization’s priorities, risk tolerance, and use cases.

- Inventory AI systems and dependencies. Record systems in development and use, their purposes, affected users or processes, and relevant third-party resources. Include dependencies such as external models, software, hardware, and data where they matter to the system’s operation.
- Assign accountable owners and set priorities. Name the people or roles responsible for each system and for relevant risk decisions. Establish how the organization will prioritize work and what risks it is prepared to accept, escalate, or avoid.
- Assess impacts and trustworthiness needs. Examine the system in its intended context: how it is used, who may be affected, and what could happen if it produces unreliable or otherwise harmful outcomes. Record assumptions, limitations, and the reasoning behind risk priorities.
- Select, document, and resource controls. Choose practices that address the identified risks, assign responsibility for them, and provide the people, tools, and time to carry them out. Document what each control is meant to do and what evidence will show that it is operating.
- Evaluate and monitor through the lifecycle. Check systems and relevant third-party resources on an ongoing basis, not only before release. Define what will be reviewed, who reviews it, and how findings are recorded and escalated.
- Revise practices when conditions change. Revisit assessments and controls as the system, its use, its dependencies, or organizational expectations change. Keep the rationale and resulting decisions documented.
The AI RMF Core addresses organizational policies and processes, alignment with priorities and risk tolerance, impact assessment, defined practices and competencies, lifecycle coverage, system inventory, resourcing, and monitoring of third-party risks and benefits. The sequence above puts those concepts into an operating order; it does not imply that NIST mandates one workflow for every organization.
What evidence shows that controls are actually operating?
A framework, policy, checklist, or available tool can help an organization implement governance, but its existence does not establish that a control works in a particular enterprise. Keep evidence tied to the control and the system it covers. For example, an inventory should make it possible to identify the systems and dependencies it is intended to cover; a monitoring practice should leave records of reviews and the response to findings.

- Ownership: documented roles for system and risk decisions, including who is responsible for follow-up.
- Risk decisions: recorded impact assessments, priorities, assumptions, and decisions about accepting or addressing risks.
- Control operation: documentation of selected controls, their intended purpose, and records showing the assigned work was performed.
- Lifecycle and supplier coverage: evidence that relevant third-party resources are considered and that risks and benefits are monitored over time.
- Change response: records showing how material changes, findings, or revised expectations lead to reassessment or updated practices.
These are useful evidence categories, not a claim that NIST prescribes a particular record format. The organization should choose documentation that is proportionate to its needs and sufficient to explain what was decided and done.
How should enterprise teams prioritize the work?
Prioritize based on organizational risk priorities rather than treating every system as equally consequential. NIST’s Core calls for mechanisms to inventory AI systems and resource work according to risk priorities. A practical review can use these questions to identify where governance is least operational:

- Does the organization know which AI systems are in scope and what they are used for?
- Is a responsible owner identified, with a clear route for decisions and escalation?
- Are system impacts and organizational risk tolerance reflected in documented decisions?
- Are third-party software, hardware, data, or other resources considered where relevant?
- Can the team show which controls were selected, who performs them, and what evidence is retained?
- Does evaluation continue after deployment, including when the system or its dependencies change?
These questions synthesize themes in the AI RMF Core; they are not a NIST scorecard, maturity rating, or substitute for a risk assessment. An organization can use them to find missing owners, unrecorded decisions, or monitoring that stops at deployment, then direct resources toward the gaps that matter most in its own context.

NIST’s AI RMF Playbook offers suggested actions and documentation practices. Treat these as implementation aids: access to guidance or a tool is not evidence that a specific enterprise control is in place or effective.

For generative AI, NIST released NIST AI 600-1, the Generative AI Profile, on July 26, 2024. It is a companion profile proposing actions aligned with AI RMF goals for risks particular to generative AI. Teams can use it alongside the broader framework when their systems involve generative AI, while still assessing their own use cases and dependencies.
What the framework does—and does not—establish
The sources cited here are U.S. NIST materials. They describe a voluntary framework and associated implementation resources; they do not establish that every organization is legally required to use the AI RMF, that one control set fits all enterprises, or that an enterprise has closed its execution gap. Nor do they quantify an enterprise-wide AI execution gap. The useful outcome is operational: identifiable systems, accountable owners, risk-based and documented controls, and monitoring that continues across the lifecycle.
