Administrative Templates are the policy-definition layer that lets Group Policy tools display and configure many Windows and application settings. An .admx file describes the policy and its registry associations; a matching .adml file supplies the language-specific labels and explanatory text shown in the editor. In a domain, administrators usually place these files in a Central Store in SYSVOL so Group Policy tools use a shared set of definitions.
What are ADMX and ADML files in Group Policy?
Administrative Templates describe policy settings; they are not the policy settings or their resulting registry values themselves. The templates provide metadata—such as a setting’s category, presentation, and registry association—that the Group Policy editor uses to display and configure the policy. Microsoft explains the format and its role in Understanding ADMX policies.

The split lets one policy definition be presented in multiple languages. If an editor cannot find the language resources it needs, labels or definitions may not display correctly.
Where Group Policy tools read the definitions
Domain Central Store
For domain administration, the usual shared source is a PolicyDefinitions folder under the domain’s SYSVOL policies path. For example, the path for a domain named contoso.com is \contoso.comSYSVOLcontoso.compoliciesPolicyDefinitions. Add the language subfolders and matching ADML files needed by administrators. When present, Group Policy tools check this Central Store by default, and SYSVOL replicates its files to domain controllers. Local PolicyDefinitions
Windows also has local definitions under C:WindowsPolicyDefinitions. However, Microsoft says its downloadable Administrative Templates packages are intended for Central Store scenarios and warns that replacing files in the local folder is unsupported. Do not treat the local folder as a safe general-purpose destination for package updates.
Application templates
Applications such as Office and MDOP, as well as some third-party products, provide their own Group Policy templates. Microsoft recommends maintaining a repository of application ADMX and language-specific ADML files, then deploying the needed files to the policy-definition location. Keep these additions managed with the rest of the store rather than copying files ad hoc.

How to choose and update a template set
Use definitions appropriate to the Windows or application versions you administer, and preserve the matching ADML resources for the languages used by your policy editors. Microsoft’s Central Store page, last updated February 12, 2026, lists Administrative Templates and Group Policy Settings Reference spreadsheets for Windows 11 25H2, 24H2, 23H2, and earlier releases listed there. Check that page for current downloads and release coverage, since those can change.
- Identify your source and target. Decide whether you are updating the domain Central Store or managing application templates, and which Windows or application releases your administrators need to configure.
- Obtain the appropriate release files. Follow Microsoft’s placement guidance and use the download packages for the Central Store, not as a reason to replace the local
C:WindowsPolicyDefinitionsfolder. - Maintain a coherent set. Treat the Central Store as a versioned collection. Retain the matching ADMX definitions and ADML language resources; avoid indiscriminately overwriting files or combining unrelated template sets.
- Check the editor after the change. Confirm that the expected policy categories and settings appear and that the language resources render correctly before relying on the updated definitions.
Replacing existing ADMX and ADML files wholesale can cause duplicate namespace errors. Microsoft’s guidance on the known error recommends avoiding the problem by building a pristine PolicyDefinitions folder from a base operating-system release rather than layering arbitrary overwrites onto an existing collection. Troubleshoot missing or uneditable policy settings
Settings appear as Extra Registry Settings
If a policy appears as Extra Registry Settings and cannot be edited, the editor may lack the ADMX/ADML definition for the setting or be using a mismatched definition set. First establish which store the editor is reading, then check whether the relevant ADMX and language-specific ADML files are present and appropriate for the target version. Microsoft documents this issue in Group Policy settings show as Extra Registry Settings and can’t be edited.
Microsoft documents a registry option named EnableLocalStoreOverride that can make the editor use local PolicyDefinitions instead of the Central Store. Treat this as a targeted troubleshooting or testing option: before changing the source, determine which definitions the editor currently uses and why the shared definitions are insufficient.

Duplicate namespace or missing-resource errors
Review recent file changes if the editor reports a duplicate namespace or cannot find a resource. Such errors can follow overwriting existing template files. Restore a coherent template set instead of attempting to merge files blindly; Microsoft’s duplicate-namespace guidance describes using a pristine base-release folder to avoid known overwrite issues.
Check the language resources
Verify that the ADMX file exists and that its corresponding ADML resource is present in the language subfolder the editor uses. An ADMX file alone does not provide the localized display resources.

ADMX-backed policies and MDM
Microsoft documents that selected ADMX-backed settings can be exposed through the Policy Configuration Service Provider (Policy CSP) for mobile device management. This does not mean every Group Policy setting is available through MDM. For a specific setting, verify that it is included in the supported Policy CSP set in Microsoft’s ADMX policy documentation.
What about older ADM files?
ADM is the older administrative-template format. Microsoft says Windows 10 and later do not include ADM templates and recommends using later Windows versions to manage Group Policy with a Central Store, including in environments that still have older clients or servers.
