Start with the law and materials you need
An AI system cannot retrieve authority that is outside the content available to it. Before comparing answer quality, list the jurisdictions and source types your work depends on. For a litigation team, that may include particular courts and decisions; transactional or regulatory work may require different statutes, regulations, guidance, or secondary sources. Confirm both coverage and the date through which content is updated.
- Primary law: Check the relevant states or countries, courts, statutes, regulations, and date ranges—not just a general claim of broad coverage.
- Secondary sources: Ask whether treatises, practice guidance, headnotes, or editorial enhancements are searchable and included in your license.
- Your organization’s knowledge: If internal documents are part of the workflow, establish what can be used, how it is handled, and whether the resulting answer distinguishes internal materials from public authority.
- Access and licensing: Confirm which features and content are actually included in your firm’s proposed subscription. Pricing, plan limits, and availability are not established on a comparable basis here and may depend on geography and contract terms.
What a citation does—and does not—tell you
A link to an authority makes an answer easier to inspect; it does not establish that the authority supports the sentence, that the law remains good law, or that the system found relevant contrary authority. For every material proposition, open the cited source, read the relevant passage in context, check its status, and search for controlling or contrary authority using the workflow your jurisdiction requires.

Thomson Reuters’ CoCounsel product description says that each citation is linked so attorneys can click through and verify the work. Treat that as a description of the vendor’s intended workflow, not as a guarantee that every citation is correct or complete. When comparing products, ask for a demonstration using a question from your practice and inspect whether each reference resolves to the actual authority and a useful pinpoint. Also determine whether the platform provides a citator or another current-status workflow, or whether that check must be done separately.

The abstract for the 2024 study Hallucination-Free? Assessing the Reliability of Leading AI Legal Research Tools reports that the study authors found hallucination rates of 17%–33% in the evaluated Lexis+ AI, Thomson Reuters Westlaw AI-Assisted Research, and Ask Practical Law AI systems. That range belongs to the systems and methods evaluated in that study. It is not a current error rate for every product named in this article, every later version, or every legal task, and it does not provide a head-to-head assessment of all current platforms.

Use such studies as a reason to test and verify, not as a shortcut to ranking products. Performance on a test set cannot establish whether a platform has the sources your matter needs or whether a particular answer is safe to rely on.

A practical evaluation checklist
- Write down your must-have coverage. Specify jurisdictions, courts, primary sources, secondary materials, and relevant date ranges.
- Use representative questions. Test realistic research tasks from your practice, including questions where the answer may depend on a specific court, date, or source type.
- Inspect the authorities, not just the answer. Open each important citation, verify the passage supports the proposition, check current status, and look for contrary authority.
- Test workflow fit. Determine whether the tool can use the materials your team needs, including licensed content and—where relevant—organizational knowledge.
- Confirm the actual offer. Get written details on included content, AI features, jurisdictional availability, licensing, and firm-specific pricing before comparing contracts.
- Set a verification standard. Decide which work may use AI assistance, what attorney review is required, and how sources and checks will be recorded.
