To find Hubble proposals, use MAST’s HST Abstract Search or its annual accepted-proposal catalog. For JWST, start with STScI’s Approved Programs directory and select the relevant cycle or program category. You can often read public program details and observing summaries, but a complete scientific-justification PDF is not always public—especially for JWST.
Find Hubble proposals
MAST offers two ways to locate accepted Hubble Space Telescope (HST) proposals: search individual titles and abstracts, or browse the annual catalog.
Search by title, topic, investigator, or ID
Open the HST Abstract Search to search proposal titles and abstracts. You can also filter by investigator name, proposal ID, cycle, and proposal type. Search is case-insensitive. Comma-separated terms match any listed term by default; put + before a term to require it or - to exclude it. The results can include additional proposal information and links.
Browse the accepted-proposal catalog
MAST’s HST Proposal Abstracts Catalog is useful when you want to scan or download accepted proposals rather than search one at a time. It lists proposal type, science category, proposal ID, title, principal investigator (PI), and abstract, sorted by descending proposal ID. IDs beginning with a letter designate GTO-reserved programs. MAST says the catalog is constructed annually; the version current on October 7, 2026 was constructed on August 3, 2026.

Distinguish the archive from the current call
The archive helps you find proposals and their information; a cycle call explains rules and deadlines for applying. HST’s Cycle 34 call covers November 1, 2026 through October 31, 2027. Its Phase I deadline was April 16, 2026, at 8:00 p.m. EDT, so that deadline has passed. The HST proposal policy index links to the Call, Primer, Phase I and Phase II roadmaps, and peer-review information; check the active cycle call for cycle-specific requirements.
Find JWST proposals
Start with the approved-program directory
Use STScI’s JWST Approved Programs directory. It organizes program information by cycle and category, including General Observer (GO) cycles 1–5, joint programs, Director’s Discretionary programs, and calibration and other groups. If you know a program ID or distinctive title, use it to find the relevant cycle or category entry, then open the linked program information. The individual record is the place to check what details are actually available.

Check archive context and possible duplicates
The JWST documentation portal links to proposal resources, program documentation, MAST, and the Duplicate Observation Search Tool. MAST provides archive and observation-record context; the duplicate-search tool is relevant if you want to compare a proposed observation with observations that are proposed, scheduled, or completed. A program listing alone does not establish that every planned observation was carried out.
Know what may be public
Finding an approved program does not guarantee access to its complete scientific proposal PDF. STScI’s Cycle 6 guidance says the full approved-program list will be made public after selection; as of October 7, 2026, it expected notifications in early to mid-March 2027. Separately, STScI’s JWST proposal-information documentation distinguishes public proposal information and an observing description from the attached scientific PDF. The accepted proposal’s Proposal Observing Description is public, while the PDF’s scientific-justification material remains confidential. Check a specific program page rather than assuming the full narrative can be downloaded.

How to read a proposal
Read from the identifying metadata to the science case, then to the operational plan. What appears and what is required can vary by observatory and proposal type.
- Identify the record. Note the observatory, cycle, program or proposal ID, title, proposal type or category, science category or keywords, and PI if shown. HST catalog entries provide type, science category, ID, title, PI, and abstract. JWST proposal information can include title, abstract, category, cycle, science category, keywords, and proposal-document links.
- Read the abstract. It gives the central science goal and reason for requesting observing time. Treat it as a concise overview, not the complete technical plan.
- Read the scientific justification. Where available, this explains the background, goals, significance, and relevance to astronomy or a subfield. It is the argument for why the investigation matters.
- Look for the observation description. Check which targets, instruments, observing modes, exposure strategy, and special requirements are proposed. JWST’s Proposal Observing Description is a short operational overview; a fuller Description of Observations may be included in the scientific PDF, whose access is restricted as described above.
- Check the analysis plan when relevant. Archival and calibration proposals may describe how existing or calibration data will answer the question and what products or analyses are planned. Required sections vary by proposal type.
- Verify status separately from intent. A proposal records a plan and scientific case; it does not, by itself, prove that observations were scheduled or completed. Consult the observatory’s program information and MAST observation records for status. For JWST comparisons with other proposed, scheduled, or completed observations, use the Duplicate Observation Search Tool.
Compare proposals by their plans, not just their abstracts
When evaluating two or more proposals, compare the scientific question and claimed contribution alongside the design choices that could answer it:

- Proposal type and cycle, so the records are being compared in context.
- Targets or sample selection, including what is included or left out.
- Requested instruments, observing modes, and special requirements.
- Observation strategy, such as exposure design, and any stated analysis or data-product plan.
This is a practical reading framework, not an official ranking system: a proposal’s metadata and sections help explain its approach but do not establish which project is scientifically superior.
