Post-quantum TLS changes how a TLS 1.3 connection agrees on session keys; it does not replace TLS or automatically make every connection to a website post-quantum. The IETF’s August 2026 Standards Track RFC 10024 defines three hybrid key-agreement groups that pair a conventional elliptic-curve exchange with post-quantum ML-KEM. A website uses one only when the relevant endpoints, protocol, and configuration support it and successfully negotiate it.

What changes between classical and post-quantum TLS?

In classical TLS 1.3, the client and server negotiate a key-agreement method to derive shared session keys. With the hybrid groups in RFC 10024, that exchange combines ephemeral elliptic-curve Diffie-Hellman (ECDHE) with ML-KEM, a post-quantum key-encapsulation mechanism. The TLS 1.3 protocol remains in place; the key agreement is what changes.

The groups are hybrid rather than purely post-quantum: each includes a traditional elliptic-curve component alongside ML-KEM. The purpose is to retain security if at least one component remains secure. The IETF’s RFC 9954 describes hybrid key exchange as combining multiple algorithms with the goal of preserving security if all but one component are defeated. That goal is not a guarantee that every algorithm, construction, or deployment is risk-free.

Which hybrid groups does the standard define?

RFC 10024 defines three TLS 1.3 hybrid key-agreement groups. Its stated considerations for each are:

Group Components RFC-described use consideration
X25519MLKEM768 X25519 and ML-KEM-768 X25519 is widely deployed; the RFC describes this as often the most practical choice for a single hybrid combiner.
SecP256r1MLKEM768 P-256 and ML-KEM-768 Supports use cases requiring both shared secrets to be generated by FIPS-approved mechanisms.
SecP384r1MLKEM1024 P-384 and ML-KEM-1024 Intended for high-security environments seeking FIPS-approved mechanisms with an increased security margin.

These are the RFC’s use considerations, not a blanket recommendation or a certification. Selecting a group alone does not establish that a system or implementation meets a compliance requirement.

Does a standard mean your website already uses post-quantum TLS?

No. RFC 10024 standardizes the groups, but a standards-track specification does not prove that a particular web server, TLS library, CDN, load balancer, client, or origin has implemented or enabled them. Support has to exist and be configured at both endpoints of the individual TLS connection.

A website may terminate TLS at a CDN or load balancer and use a separate TLS connection from that edge to its origin. Those are distinct segments: post-quantum key agreement on the visitor-to-edge connection does not establish that the edge-to-origin connection uses it, or vice versa. Cloudflare’s documentation, for example, describes its support for TLS 1.3-based protocols including HTTP/3, while noting that visitor-to-edge use requires a client that supports PQC and edge-to-origin use requires an origin that supports it. That is provider-specific guidance, not evidence of universal support across hosting providers.

How should website operators assess and enable it?

  1. Map every TLS termination point. Include CDN or edge services, load balancers, reverse proxies, origin servers, and service-to-service links. Record which connections are separate TLS segments and which software or provider terminates each one.
  2. Check actual TLS 1.3 and group support. Consult the documentation for the deployed endpoint software or provider and verify whether the hybrid groups are implemented and enabled. A published standard alone is not sufficient evidence of product support.
  3. Test negotiation with representative clients. Check the configurations and client populations relevant to your site, including any older browsers or other clients you need to support. The available standards and provider guidance do not supply a universal compatibility matrix for every stack.
  4. Roll out configuration changes cautiously. Follow your provider’s or software’s configuration instructions, then monitor handshake failures and other TLS errors. Keep a recovery path to the prior negotiation settings in case affected clients cannot connect.
  5. Review requirements with security and compliance teams. If you need FIPS-oriented mechanisms, assess the full implementation and its validation status; choosing a P-256 or P-384 group does not by itself certify the system.

Does post-quantum TLS require new certificates?

Not solely to use these hybrid key-agreement groups. Key agreement and authentication are separate parts of TLS. The groups in RFC 10024 change key agreement; RFC 9954 does not address post-quantum authentication. A hybrid key exchange therefore does not make the certificate or signature used to authenticate the server post-quantum. Certificate and signature migration must be evaluated separately.

What security benefit should operators claim?

A hybrid key agreement is intended to help protect recorded traffic from future decryption if the post-quantum component and the hybrid construction hold. It does not, by itself, establish post-quantum authentication, cover every TLS segment, or prove that every visitor negotiated a hybrid group. Describe the protection by connection segment and negotiated capability rather than calling the entire website “post-quantum secure.”
