Verify a Kerala GST notice through the GST Portal’s Verify RFN service and match it to the notice or order in your account before paying, clicking a message link, or sharing information. A missing RFN or an unsigned PDF is a reason to check carefully—not, by itself, proof that a notice is fake or genuine.
Verify the communication through the GST Portal
- Avoid links in the questionable message. Type the GST Portal address yourself or use a bookmark you already trust. Do not use a payment or login link that appears only in the message.
- Check the RFN independently. Use the GST Portal’s pre-login Verify RFN facility. Alternatively, sign in and go to Dashboard > Services > User Services > Verify RFN. GSTN supports both routes; neither is described as more authoritative than the other. See GSTN’s advisory of 25 September 2024.
- Compare the result with the document. Check whether the taxpayer, issuing authority, dates, form, subject, amount, and requested action match. These are practical comparison points; do not treat letterhead, a logo, or a plausible-looking PDF as verification.
- Check your portal notices and orders. Look for the corresponding record in your GST Portal account and compare it with the message and RFN result. If the record is missing, details conflict, or the RFN cannot be verified, pause before paying or providing credentials.
What an RFN means for Kerala State GST communications
Kerala State GST Circular 14/2023, dated 22 July 2023, directs that State GST communications—including emails—prominently carry a computer-generated Reference Number (RFN). Kerala’s circular explains that the State moved from a Model 1 to a Model 2 back-office system on 1 March 2022, where RFN is used instead of DIN. The circular also recognizes exceptions to the RFN requirement, so an absent number is a warning to verify directly, not conclusive evidence of fraud. Read the Kerala State GST Circular 14/2023.
Do not judge authenticity by the PDF’s appearance
Some taxpayers question portal-issued PDFs because they do not show a visible digital signature. GSTN’s 25 September 2024 advisory says that, for documents issued through the common portal, the issuing officer logged in using a digital signature and the system stores the communication and officer details. The advisory does not mean every unsigned PDF is authentic: verify the particular communication using its RFN and corresponding portal record.
Kerala’s process also explains why a notice may look manually prepared. Circular 04/2024, dated 30 March 2024, says State GST notices under sections 73 and 74 are prepared manually by the proper officer and uploaded to the portal with Form GST DRC-01; adjudication orders are prepared manually and uploaded with Form DRC-07. A manual-looking document is therefore not, on its own, a reliable test of whether the communication is genuine. See Kerala State GST Circular 04/2024.

What to do if the checks do not match
- Do not pay through the message, reply with sensitive details, or provide your GST Portal credentials.
- Independently locate contact information through an official GST or Kerala government website. Do not rely only on phone numbers, email addresses, or links included in the questionable message.
- If a portal-verified notice raises a substantive tax issue, consult a qualified tax professional about the response. Do not ignore a verified notice while trying to resolve a suspicious message.
