For a U.S. borrower who wants predictable principal-and-interest payments while market rates rise, a fixed-rate mortgage is generally the more protective choice. An adjustable-rate mortgage (ARM)—sometimes called a floating-rate home loan—may start at a lower rate, but its rate can reset after an introductory period. The right choice depends on the written loan terms and whether your budget could handle the ARM’s highest permitted payment; do not count on selling or refinancing before a reset.

What “fixed” and “floating” mean in the U.S.

In this comparison, “floating” means an adjustable-rate mortgage, or ARM. The term and the protections attached to these loans can differ by country, so the details here are specific to U.S. mortgages.

Fixed-rate mortgage

The interest rate is set when the loan is made and does not change during the loan term. That keeps the principal-and-interest portion of the payment predictable, although property taxes, homeowners insurance, and mortgage insurance may change separately.

Adjustable-rate mortgage

An ARM can have an introductory rate that stays fixed for a period, then adjusts at intervals. A common U.S. example is a 5/1 ARM: the initial rate is fixed for five years, followed by annual adjustments. Three-, five-, seven-, and ten-year introductory periods are also described as common, but the loan note—not the label or convention—sets the actual schedule. How rising rates can affect an ARM

After the introductory period, an ARM’s rate is generally based on a market index plus a lender-set margin, subject to the contract’s caps and any floor. The index can move with market conditions; the margin is specified in the loan agreement. If the index rises, the ARM’s rate and payment can rise when the loan resets. A fixed-rate borrower does not face that market-rate reset on the loan’s interest rate. Neither structure predicts where rates will go, and a lower ARM introductory rate alone does not establish that the loan will cost less over the time you keep it.

What ARM caps do—and do not—protect

Rate caps limit how much an ARM’s interest rate can change under the contract. CFPB guidance describes three types: an initial adjustment cap, a cap for later adjustments, and a lifetime cap. Its examples say initial caps are commonly two or five percentage points, later caps commonly one or two points, and lifetime caps commonly five points. These are examples, not guaranteed terms; the actual note controls, and a loan may also have a floor. See the CFPB guide to ARM rate caps.

A cap limits rate movement; it does not guarantee the resulting payment will be affordable. Ask the lender to calculate the highest payment you could have to make under the specific loan contract, then compare that amount with a realistic household budget.

Compare actual offers, not just starting rates

Request written Loan Estimates and compare offers on the same loan amount and term. Review the full terms and costs rather than treating the introductory ARM rate or the APR as a complete answer. CFPB recommends comparing offers and examining costs, payments, and loan features; see Shopping for a Mortgage and Compare and negotiate your loan offers.

  • Rate structure: Record the fixed rate or ARM introductory rate, the date of the first adjustment, and how often later adjustments occur.
  • Reset terms: For an ARM, identify the index, margin, initial cap, subsequent caps, lifetime cap, and any floor in the loan documents.
  • Payment risk: Ask for the maximum payment allowed by the contract and assess it against your budget. Do not use the initial payment as a stand-in for future payments.
  • Upfront and borrowing costs: Compare points and fees as well as the interest rate. APR includes costs beyond the interest rate, but an ARM’s APR does not show its maximum possible interest rate. Review the caps and payment scenarios too. The CFPB explains the difference between a mortgage rate and APR.
  • Total monthly housing outlay: Principal and interest are not the whole housing bill. Property taxes, homeowners insurance, and mortgage insurance can change separately; CFPB describes different kinds of mortgage loans and housing costs.

The Loan Estimate’s five-year cost comparison for an ARM assumes the interest rate does not change. Treat it as a standardized comparison, not a stress test for rising rates.

Read the ARM fine print before choosing

Beyond the index, margin, and caps, check how the payment is recalculated at each adjustment, whether a floor can prevent the rate from falling, and whether early repayment carries a penalty. CFPB notes that most loans do not have prepayment penalties, but you should verify the terms of your own agreement. It also flags the possibility that a payment may be too low to cover interest, potentially increasing the principal through negative amortization. See the CFPB checklist for ARM fine print.

Do not treat a future sale or refinance as a guaranteed way out of an ARM. Your home’s value or financial circumstances could change before the reset. The CFPB cautions: “Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.”

Which mortgage fits your situation?

A fixed rate is generally the safer fit when

  • You value predictable principal-and-interest payments.
  • A higher payment after an ARM reset would strain your budget.
  • You want to avoid exposure to market-rate changes during the loan term.

An ARM may be worth considering when

  • You understand the reset schedule, index, margin, caps, and other contract terms.
  • You can afford the maximum payment permitted by the contract, not just the introductory payment.
  • You have compared the written offers, including fees, points, and payment scenarios, without relying on an assumed sale or refinance before the reset.
