A semiconductor fabrication plant, or fab, can add a large, continuous electricity load, but its effect on the local grid depends on the facility and the power system serving it. Electricity runs both the wafer-processing tools and the systems that keep the cleanroom environment stable. Connecting a fab may require local planning for capacity, reliability and transmission upgrades; it does not automatically mean blackouts, higher household bills or a particular new power source.

How much electricity does a semiconductor fab use?

There is no single figure that applies to every fab. The U.S. National Institute of Standards and Technology (NIST) says consumption varies with facility size and energy efficiency. In a sample of 29 fabs, median energy use in 2021 was approximately 2.74 million megawatt-hours (MWh), according to NIST’s 2024 assessment. That is a sample median for annual energy use—not a standard for an individual plant or a forecast for a new one. NIST’s 2024 assessment

Annual energy and peak power are different measures. MWh describes energy used over time; megawatts (MW) describe the rate of power demand at a particular moment. The 2.74 million MWh median cannot be converted into a proposed fab’s peak MW without information about its operating schedule and load profile. A site assessment also needs the facility’s capacity, production mix and efficiency.

What uses electricity inside a fab?

The load includes manufacturing equipment and the infrastructure that supports it. NIST identifies lithography, etching and deposition among energy-intensive process steps. Supporting systems consume power too, including vacuum pumps, exhaust-abatement equipment, nitrogen generation and gas purification, cleanroom air circulation, and temperature and humidity control.

A historical EPRI survey of 14 fabs illustrates how that demand can be distributed: process tools used over 40% of electricity, chillers about 25%, and recirculating air units about 11% in the surveyed sample. Can a new fab strain the local power grid?

It can create a significant new load, but whether that strains the grid depends on local conditions. Utilities and grid operators need to consider the requested load, available generation and transmission capacity, the connection point, and how the facility will operate. A site with sufficient nearby capacity may have different needs from one that requires new substations, lines or other upgrades.

FERC’s large-load interconnection docket, RM26-4, raises questions about study timelines, flexible or curtailable service, upgrade costs, reliability, and generation located alongside large customers. The docket is a developing policy process, not a final rule that dictates the same treatment for every fab. FERC docket RM26-4

On June 18, 2026, FERC directed six regional grid operators to justify or revise tariffs addressing large users, including manufacturing facilities. The topics include transmission studies, transparent costs and prevention of cost shifting, co-located and behind-the-meter generation, flexible service, and studies for generation serving electrically nearby loads. These policy questions do not establish what will happen at a particular site. Determining whether a proposed fab would increase customer bills, require specific grid upgrades or affect reliability calls for local utility filings, rate decisions, resource plans and grid studies. The available national-level evidence does not support a universal outcome.

Why do fabs need reliable power?

Power quality matters as well as the total amount of electricity available. NIST says outages and voltage sags can interrupt manufacturing and waste batches. Many facilities use uninterruptible power supply (UPS) equipment to bridge short interruptions while utility power returns or generators take over. A UPS provides a limited bridge; it is not evidence that the system can power an entire fab indefinitely. NIST’s 2024 assessment

How can a fab reduce its electricity demand?

Efficiency improvements can reduce consumption per unit of production, but the effect depends on the facility. In EPRI’s historical survey, better energy performance was associated with factors including extensive monitoring, high-efficiency motors, variable-speed drives, and newer or minienvironment fabs. The survey does not establish a guaranteed savings figure for a specific plant. Efficiency can help manage demand, but it does not replace planning for an adequate, reliable grid connection. What should a community or utility examine for a proposed fab?

To understand a specific project, compare the facility’s requested peak power and annual energy separately, then examine how its demand would change over time. The local grid studies and project filings should also explain what connection work may be needed and how its costs would be allocated.

  • Requested peak demand in MW and expected annual use in MWh.
  • Expected ramp-up schedule and operating load profile.
  • Available local generation and transmission capacity.
  • Required connection upgrades and who would pay for them.
  • Plans for backup power, co-located generation or flexible demand.
  • Energy use per unit of production and planned efficiency measures.

These are useful comparison points, not a universal scorecard: their significance depends on the proposed site and the grid serving it. For example, the same annual MWh total can have different grid implications depending on peak demand and when the facility draws power.

What can be said about regional effects?

Grid impacts are local even though semiconductor manufacturing is international. The Taiwan Energy Administration’s National Electricity Supply and Demand Report page, updated July 23, 2026, confirms that a current report exists but does not itself provide fab-specific projections. Claims about Taiwan’s future demand, reserve margins or the contribution of fabs require the report’s relevant data, rather than an inference from its index page.
