Teams can manage secrets without a SaaS provider by operating a central secrets service such as Vault or OpenBao, or by keeping configuration encrypted with SOPS and decrypting it securely during deployment. These are different operating models: a central service can authenticate consumers and broker access at runtime, while encrypted files mainly protect configuration in storage and transit. In either case, the team takes responsibility for access control, key custody, rotation, auditing, recovery, and preventing plaintext leaks.
Choose based on how applications need secrets
Start with the secret’s consumer and how it needs to obtain credentials. If workloads need a central API, identity-aware policies, auditability, or credentials issued on demand, evaluate a self-managed service. If secrets are principally configuration values that can be decrypted safely as part of a deployment, encrypted files may be simpler to fit into an existing code and release workflow.

These approaches are not interchangeable, and the documented capabilities do not establish a measured cost or maintenance comparison. Actual operating burden depends on the team’s environment and design.
When a central secrets service is the better fit
A central service is worth evaluating when access must be mediated at runtime rather than granted to anyone who can read a configuration file. Vault’s official Helm chart documentation describes development, standalone, high-availability, and external configurations for Kubernetes use. Those are deployment patterns, not a guarantee of production availability: the team still has to design and operate storage, sealing, backups, access controls, recovery, and monitoring.

Match the engine to the job
Vault secrets engines have distinct roles. Some store and return values; others connect to backing systems to issue dynamic credentials; still others provide encryption or certificate functions. Select and configure only the capabilities the use case needs. A central service does not automatically make every credential dynamic or provide every engine’s function.
OpenBao documents a similar set of broad capabilities and describes itself as a community-driven open source fork of Vault. Evaluate its actual feature fit and operational expectations directly; the cited project material does not substantiate claims about relative performance, maturity, support, or migration compatibility.

Understand what a lease does—and does not do
Dynamic credentials can reduce the lifetime of access when the backing service and workload support issuance, expiry, and revocation. A lease expiring is not by itself proof that a copied credential is unusable: the backing system must expire or revoke it. OWASP also cautions that stopping an application does not revoke credentials an attacker has already stolen.
When encrypted configuration files are enough
SOPS is a practical candidate when the primary need is protecting configuration files in source control or distribution, and the deployment system can decrypt them safely for their intended consumers. Encrypted files do not provide the same runtime brokering model as a central API: the team controls who can decrypt, where plaintext is created, and how the resulting credentials are used.

Scope decryption access
Keep encrypted secrets scoped to the environment and consumer that need them. OWASP advises against giving every developer the ability to decrypt every stored secret and recommends separate keys or variants for different environments. Reviewers may need a different access path from deployment identities; grant each identity only the access required for its role.
Plan for compromise and rotation
SOPS documents a compromised-key workflow: remove the compromised key from file access, update encrypted-file key metadata, rotate the data key, and then rotate the underlying credentials. Treat those as related but distinct actions. Re-encrypting a file does not, on its own, make an exposed database password or API token safe; rotate the credential with the system that issued or accepts it.

Build the operating controls before rollout
Self-hosting removes a SaaS operator from the service path, not the need for disciplined secrets operations. OWASP recommends documenting who can access each secret, how it rotates, which dependencies rotation may affect, and the impact of exposure.

- Inventory secrets and owners: Record each secret’s consumer, accountable owner, environment, permissions, rotation method, dependencies, and incident contact.
- Apply least privilege: Scope access for humans, CI/CD identities, workloads, and decryption keys. Anyone who can read or update a secret can create a path for leakage.
- Automate lifecycle work where practical: Define issuance, renewal, rotation, revocation, recovery, and emergency procedures. Test dependency behavior so a rotation does not silently break a service.
- Protect plaintext during use: Avoid exposing values in logs, shell history, command output, temporary files, or CI/CD diagnostics. Ensure deployment identities can decrypt only what their job requires.
- Make audit records trustworthy: Record access and administrative actions, use trustworthy timestamps, and protect the audit store against tampering. OWASP’s Secrets Management Cheat Sheet says, “You must implement auditing securely to be resilient against attempts to tamper with or delete the audit logs.” SOPS also offers optional PostgreSQL audit logging for file decryption; that is an additional component the team must configure and secure.
- Prepare recovery and incident response: Document how to recover service or key access and how to respond to a suspected compromise, including invalidating affected credentials and reviewing access records.
A practical way to make the decision
- Map consumers and access needs. Identify which people, workloads, and pipelines need each secret, and whether access must be granted dynamically at runtime or can be handled during deployment.
- Choose the operating model. Evaluate Vault or OpenBao for centralized identity-aware access and dynamic credential workflows. Evaluate SOPS when encrypted configuration files fit the delivery process and decryption can be safely scoped.
- Design the security and recovery path. Decide how identities and keys are provisioned, how access is limited, how audit records are protected, and how backups, recovery, rotation, revocation, and incident response work.
- Validate the full lifecycle. Exercise deployment, rotation, recovery, and compromise procedures in the actual environment. Check logs, command history, temporary files, and CI/CD output for plaintext exposure.
- Confirm product-specific constraints. For Bitwarden Secrets Manager, verify current Enterprise self-hosting eligibility and installation requirements with Bitwarden; its documented route is standard Linux or Windows, not the unified self-hosted deployment option.
