These are different tasks: the GST Portal also lets taxpayers download e-invoice details for their own GSTR-1 return, but that is not a general service for downloading any supplier’s invoice PDF.
First, choose the right download or verification task

Not every GST invoice is an e-invoice. The signed-data and QR verification steps apply when the document has the relevant signed data or e-invoice QR code.

How to get a copy of a purchase invoice
Ask the merchant or supplier that issued the invoice to send or reissue a copy. Include enough information for them to locate the transaction, such as the purchase date, order or receipt number, and the email address or account used. A GSTIN or invoice number can also help if you have it.
Do not assume that signing in to a general GST Portal account lets a buyer retrieve an individual supplier’s invoice PDF. The GST Portal guide documents a taxpayer workflow for downloading e-invoice details into GSTR-1, not a universal buyer download facility.

How to download e-invoice details for your GSTR-1
This workflow is for taxpayers accessing their own return data. The GST Portal’s GSTR-1 user guide documents an Excel download of details auto-populated from e-invoices. For a file that takes time to generate, use the “E-invoice Download History” area to check its status and retrieve the prepared download.
- Sign in to the GST Portal and open the relevant GSTR-1 return period.
- Use the e-invoice details/download option documented in the portal’s GSTR-1 user guide to request or download the Excel file.
- If the file is not ready immediately, open “E-invoice Download History” and retrieve it after processing.
- Check the downloaded details against your books and the invoices reported for that return period.
Portal labels and workflows can change. Follow the current on-screen labels if they differ from the guide. This download provides return data; it should not be treated as a way to obtain a supplier’s original PDF.
How to verify an e-invoice’s signed data or QR code
GSTN describes checking an e-invoice by uploading its signed JSON file or entering its signed QR-code string in the e-invoice system’s “Verify Signed Invoice” function. GSTN also describes an official QR verification app/tool. Use the official route, then compare the details it returns with the invoice copy.
- Locate the signed JSON file or the signed QR-code data associated with the e-invoice. If you only have a paper copy, scan the QR code with the official verification tool, where supported.
- Open the e-invoice system’s “Verify Signed Invoice” function, or use GSTN’s official QR verification app/tool.
- Submit the signed JSON or QR-code string as the verification route requires.
- Compare the returned information—such as supplier, recipient, invoice number, date, and value—with the document and the transaction.
If the tool returns details that do not match, or cannot verify the data, do not treat that result as proof of fraud by itself. Check that you used the correct signed data and contact the supplier for clarification or a corrected document. GSTN’s e-invoicing overview and guidance explains the system and verification route.

CBIC’s invoice rules specify identifying particulars for a tax invoice. Use them as a completeness and consistency check, not as standalone proof that an invoice is genuine.
- Supplier: Check the supplier’s name, address, and GSTIN against the business you dealt with.
- Invoice number and date: Look for a consecutive serial number unique for the financial year and the issue date.
- Recipient: Check the recipient details where applicable, including whether they match the transaction.
- Supply: Confirm the description of goods or services and other supply details against what was purchased.
CBIC sets out invoice particulars in its CGST Rules. A document can contain the expected fields and still require further checking; for an e-invoice, verify the signed data or QR code as well.
What an e-invoice and IRP do—and do not mean
Under GSTN’s explanation, e-invoicing means reporting specified GST documents to a government-notified Invoice Registration Portal (IRP) to obtain an Invoice Reference Number (IRN). Applicable businesses prepare invoices in their own accounting, billing, or ERP systems, report the required details to an IRP, and receive signed invoice data with an IRN and QR code.
As GSTN puts it, “It doesn’t mean generation of invoice by a Government portal.” The IRP registers and authenticates the reported data; it is not where every business’s invoice is created. Which businesses must use e-invoicing depends on current government notifications, so check current official guidance for applicability.
