To compare broadband plans, first check which providers serve your exact address, then compare each available plan’s full price, typical speeds, data terms, and contract conditions using its current broadband consumer label. Do not treat a provider’s advertised starting price or the FCC map’s maximum advertised speed as the whole story: neither tells you everything you will pay or the performance you can typically expect from a specific plan.
1. Check which providers serve your address
Broadband availability and offers vary by location, so begin with the exact service address rather than a provider’s national coverage claim. The FCC National Broadband Map shows providers reporting fixed service at an address, the reported technology, and maximum advertised download and upload speeds. Its fixed-service categories include fiber, cable, DSL, satellite, and fixed wireless.
Use the map to identify providers and plans worth checking, then confirm serviceability and current terms directly with each provider. The map is a starting point, not a guarantee that a provider will install service under the terms you expect. If the map’s information appears incorrect, the FCC provides a way to challenge it.
2. Compare the full cost, not just the advertised price
Open the current broadband consumer label for each plan. The label gives you a standardized starting point for comparing the offer’s price and fees. Record the recurring monthly price, any introductory price and how long it lasts, the price after the promotion, one-time charges, and equipment costs.

- Monthly charges: Check the plan price and applicable monthly fees. Some passthrough fees may be presented as an aggregate, including a maximum or location-specific amount, rather than as separate line items; read the fee explanation instead of assuming the base price includes everything.
- Promotional pricing: Note when an introductory rate ends and what rate applies afterward. A low initial price is not a like-for-like comparison with another plan’s ongoing price.
- Upfront charges: Look for installation, activation, or other one-time charges listed for the offer.
- Equipment: Check whether a modem, gateway, or router is required, whether rental is optional, and whether compatible customer-owned equipment is allowed. Compare an allowed device’s purchase cost with recurring rental charges over the time you expect to keep the plan. Do not assume a device is permitted or compatible without confirmation from the provider.
The FCC’s 2022 order notes that choosing to rent or buy equipment can change upfront or monthly charges. For that reason, a plan’s recurring price alone may not reflect what it will cost you to get connected and stay connected.
3. Compare typical performance with your household’s needs
For a plan-level comparison, use the label’s typical download speed, typical upload speed, and latency. Download speed matters for receiving data; upload speed matters for sending it, such as during video calls or large file uploads. Latency describes delay and can matter for responsive activities. Consider how many people and devices will use the connection at the same time, and which activities are important to them.

Keep these figures separate from the FCC map’s maximum advertised speeds. The map’s maximum advertised download and upload speeds help screen availability; they are not the same measure as a plan’s typical speeds. Compare like with like by using the label’s performance figures when weighing specific plans.
4. Check the data allowance and what happens when you reach it
Record the plan’s stated data allowance, then look up the consequence of reaching or exceeding it in the current plan terms. Depending on the offer, the consequence might be an overage charge, reduced speed, deprioritization, or another policy. Do not assume every plan has a cap or that all capped plans respond to usage in the same way.

5. Review the contract and exit terms
Check whether the plan requires a contract, how long it lasts, and whether an early termination fee applies. Read the relevant conditions in the label and contract, including how an early termination fee is calculated or when it may apply. A plan with a lower price may be less attractive if its commitment or exit terms do not suit your circumstances.
6. Put eligible plans side by side
After confirming availability, compare plans using the same fields. Include promotional and post-promotion pricing so the first bill does not obscure the ongoing cost.

There is no universally best plan in these criteria alone. The right choice depends on which services are actually available, how your household uses the connection, and how you weigh ongoing price and performance against flexibility.

Under the FCC’s final rule published August 13, 2026, a provider may place a clearly identified link or icon near an advertised plan instead of showing the entire label inline. That link must lead directly to the plan label or to a page where the plan is immediately identifiable without additional navigation, address entry, or searching. If you do not see the full label beside an offer, follow the nearby label link and verify you are viewing the plan you intend to compare.

The rule also allows certain passthrough fees to be presented in aggregate under specified conditions. In telephone sales, representatives must summarize material fields conversationally rather than read the label word for word. The required summary includes monthly price inclusive of monthly fees, introductory pricing and duration when applicable, typical download and upload speeds, latency, data allowance, contract duration when applicable, and early termination fees when applicable. The rule retains accessibility and language requirements; the existence of a required summary does not guarantee that every sales conversation will be equally clear. Why the terms deserve a side-by-side check
The FCC’s 2022 order explains that “Broadband service providers generally offer many different plans with different rates, contract terms, speeds, and data allowances to meet customers’ needs.” That variety is why checking the actual offer matters: the terms are plan-specific, and the best comparison starts with the options available at your address.
