Start by testing a representative sample: a moist-paper test checks germination, while a separate soil test shows whether seedlings can emerge. Those results help distinguish a seed-quality problem from a planting or storage problem.
Why are my paddy seeds not germinating?
There are several possible causes, and more than one can affect the same seed lot. The International Rice Research Institute (IRRI) describes good seed as pure and labeled, full and uniform, viable with good vigor, and free of weed seeds, seed-borne diseases, insects, and other matter.
Low viability or poor seed quality
Immature, damaged, discolored, undersized, or poorly stored seed may have low viability or vigor. Remove debris and select full, uniform grains. Use certified, labeled seed suited to your variety and region, or carefully selected farmer-produced seed.
Dormancy in freshly harvested seed
Some rice varieties have a period of dormancy soon after harvest. IRRI’s Seed Quality manual says dormancy in many varieties usually lasts up to about one month, during which germination may be low and variable. A low result from freshly harvested seed therefore does not automatically mean the lot is dead.

Moisture damage during storage
Seed can absorb moisture from humid air when stored in a non-airtight container. IRRI warns that re-wetting can deteriorate seed quality and contribute to mold or loss of germination. Its guidance gives two related but distinct figures: the good-seed fact sheet advises drying to 12–14% moisture before sealed storage, while its equilibrium-moisture guidance identifies below 12% as the safe level for seed storage. Follow local seed-storage standards and use the source-specific advice for your storage conditions.
Incorrect testing or pre-germination handling
A paper test can mislead if the paper is flooded: excess water can rot seed. For pre-germination in a bag, inadequate airflow or excessive heat during drying can also harm seed. Keep the process shaded and ventilated, and avoid temperatures above the limit in IRRI’s production guidance.

Germination without successful establishment
A seed that sprouts on moist paper may still fail to emerge in soil. Germination and field emergence are different checks: soil conditions and planting depth affect whether a sprout becomes an established seedling.
How can I test rice seed germination at home?
Use a representative sample rather than choosing only the largest or healthiest-looking grains. IRRI gives 200 seeds as an example combined sample collected from several small random samples; use 100 seeds from that sample for the paper test.

- Soak 100 seeds in water for 24 hours.
- Arrange the seeds on moist paper, ideally in a grid, then place the paper in a closed container or roll it with another damp towel. Keep it moist, not waterlogged.
- Count the seeds that have germinated on day three and again on day five. Calculate the percentage: germinated seeds divided by 100, multiplied by 100.
IRRI says good seed should have at least 80% germination in this test. A result below that benchmark is a reason to check seed age, maturity, storage moisture, and possible dormancy rather than assuming that changing sowing technique alone will fix the problem. The benchmark is IRRI guidance, not a guarantee of field establishment.
How do I check whether sprouts will establish in soil?
Run a separate soil test to assess emergence. IRRI recommends sowing two samples of 100 seeds, covering them lightly with about 5 mm of soil, keeping the soil moist, and counting after seven days. Compare the soil count with the moist-paper result. IRRI notes that emergence can often be 70% or less of germination, so a lower soil result may point to establishment conditions as well as seed viability.

How long should I soak paddy seeds before planting?
For the home germination test, soak for 24 hours. For pre-germination before sowing, IRRI’s Rice Production Manual: Plant Establishment describes soaking for about 24 hours or until small shoots appear, followed by about 24 hours of shade-drying in the bag with airflow. Sow before roots exceed 5 mm.
These timings describe IRRI’s guidance, not a universal recipe for every rice variety or sowing method. Follow local recommendations for the seed and planting system you use. The manual warns that bag temperature above 42°C can damage some seed.

Can freshly harvested rice seed be dormant?
Yes. IRRI’s seed-quality manual reports that many rice varieties show post-harvest dormancy, usually for up to about one month. It lists exposure to 40–42°C for 1–2 days and seed priming as treatments used to improve establishment. Those are manual-specific options, not universal instructions: confirm local advice for your variety before applying heat or another treatment.
How can I prevent paddy seed from failing next time?
- Choose sound seed: select full, uniform grains and remove weed seeds and other matter. Prefer seed that is properly labeled and suited to your region and variety.
- Test before sowing: use the moist-paper test to check germination, and a soil test when you need to assess emergence.
- Dry and store carefully: follow local storage standards, keep seed in a clean, sealed container in a cool, dry place, and prevent humid air from re-wetting it.
- Handle pre-germinated seed gently: use the method appropriate to your sowing system, provide shade and airflow during drying, and sow before roots become longer than the recommended limit.
For larger quantities, a moisture meter can help, but IRRI cautions that the meter must be suitable for paddy. Check its specifications and calibration for rice; do not assume a general-purpose meter gives an accurate paddy reading. IRRI’s cited moisture-tester page says its own tester is out of stock.
