Choose paddy seed in two stages: first select a variety suited to your farm’s water, season, local stresses and grain market; then verify that the specific seed lot is certified and meets the standards in your country or region. Certification and quality thresholds are jurisdiction-specific, and neither a certified label nor a variety’s advertised yield potential guarantees a particular harvest.

Choose a variety that fits your farm first

Start with the field and crop calendar, not a brand name. A variety that performs well under irrigation or in one season may not suit a rainfed field, another planting window or a different local stress.

  • Water and season: Identify whether the field is irrigated or rainfed, whether it faces wet- or dry-season conditions, and when the crop must mature for your local calendar.
  • Main field constraint: Prioritize the recurring problem—such as drought, flooding, salinity, typhoon exposure, lodging, or a prevalent pest or disease—and look for varieties recommended or tested for it.
  • Harvest and market fit: Compare maturity duration, harvest timing, grain quality, milling recovery, eating quality and local buyer or household preferences.
  • Local evidence: Consult agricultural services and adaptability trials from your area. A general claim of high yield is not enough to establish local suitability.

PhilRice’s PalayCheck guidance says a recommended variety should suit the environment, address a prevailing local field problem, or perform well in at least two seasons of adaptability trials. It also says seed of the recommended variety should be certified by BPI-NSQCS. These are Philippine recommendations; use your local authority’s guidance elsewhere. PhilRice’s Rice Breeding Operations Manual lists early maturity, lodging and pest or disease resistance, yield, milling recovery and eating quality as characteristics farmers and seed growers may consider. No single variety necessarily maximizes all of them.

Verify the particular seed lot, not just the seller’s claim

Certification applies within a local system and to identifiable seed classes and lots. A marketplace title or verbal assurance is not proof. Before buying, inspect the official tag or label and check the variety name, seed class, certification authority and lot or batch identity. Also review packing, test and expiry or retest information where supplied.

Confirm with a local extension officer, seed certification office or authorized supplier that the variety is recommended or registered for your area and season, and ask how to verify the lot if its tag is missing, unclear or inconsistent. In the Philippines, DA-PhilRice identifies BPI-NSQCS as the body that certifies seed classification. Its 2025 explainer, published August 6, 2025, describes breeder, foundation, registered and certified classes and their multiplication chain; its discussion of blue tags applies to the Philippine context, not to seed labels worldwide.

Certification is not a yield guarantee. Variety fit, weather, water, soil, management and pests also affect crop performance. If you are considering farmer-saved seed, follow local rules and arrange an appropriate germination retest; PhilRice specifically advises retesting farmer-produced seed in its 2020 advisory.

Check purity, germination and moisture against local standards

Read the label and compare the lot with the requirements of the relevant certification authority and seed class. Depending on the local system, quality checks can include physical purity, germination, moisture, inert matter, weed or other-crop seed contamination, and disease or varietal admixture. Do not apply a threshold from another country as if it were universal.

Example and seed class Purity and contamination Germination Moisture
Philippines: certified seed, as listed in PhilRice’s standard table 98% pure seed; no more than 20 grains of other varieties per 500 g; up to 0.1% weed and other-crop seed; 2% inert matter At least 85% 14%
Sikkim, India: certified seed, as listed by the state agriculture department At least 98% pure seed; maximum 2% inert matter; at most 20 other-variety grains/kg At least 80% Maximum 13%; separate allowance for vapor-proof containers

The Philippines figures are from the Philippine Rice Research Institute’s Rice Breeding Operations Manual. The Sikkim figures are from the state Department of Agriculture’s Seed Certification in Paddy page. They illustrate differences between two regional systems; confirm current requirements with the applicable authority before purchasing.

Compare candidate varieties and seed lots separately

Variety choice and lot quality answer different questions. A suitable variety can still be a poor purchase if its lot identity or condition cannot be verified; a well-documented lot can still contain a variety that does not fit the field.

  • When comparing varieties: weigh local recommendation and trial results, water regime, season, maturity, the farm’s main stress, lodging and pest or disease response, grain and market preferences, and availability.
  • When comparing lots of the chosen variety: compare certification authority and class, traceable variety and lot identity, applicable purity, germination and moisture results, packing and handling condition, seller reliability, and total delivered cost.

PhilRice reported in a 2020 advisory that high-quality inbred seed of a recommended variety “helps increase yield by 10-15%.” Treat that as an agency-reported statement, not a guaranteed increase or an effect established for every variety, farm or season. The advisory does not establish a result for an individual field.
