A sharp fall in a public sector undertaking (PSU) share is a reason to investigate, not proof that the stock is cheap or that it will rebound. First establish what fell and when; then review the company’s business, financial statements, valuation, disclosures, ownership and current exchange restrictions. The method below is issuer-agnostic: without a named company and decline period, no cause, fair value or investment recommendation can be established.
1. Establish what fell—and when
Record the company’s ticker, exchange, starting and ending dates, and percentage decline. Review price and trading volume over the same period, and compare the share’s move with a relevant sector or broad-market index where possible. This helps separate an issuer-specific move from a wider market or industry decline; it does not, by itself, identify a cause.
Build a dated timeline using the company’s exchange announcements and results around the decline. Check whether any disclosed event coincides with the price move, but do not treat timing as proof of causation. SEBI’s investor due diligence guidance recommends checking current and historical price and volume data, corporate announcements, and economic conditions that may affect a company’s growth and share price. 2. Understand the business before choosing peers
Write down how the company earns revenue, what drives demand and costs, and what could change its competitive position. The PSU label describes ownership context, not a common business model: a power utility, a bank and an oil producer do not become directly comparable just because the government owns shares in each.

Choose peers with similar business drivers, then compare their competitive position and risks. SEBI’s checklist advises understanding the business model and comparing competitors. A peer group made up only of other government-owned companies may obscure important differences in industry economics.
3. Read the financial statements together
Review at least two years of the income statement, balance sheet and cash-flow statement, as SEBI recommends. Read them as a connected picture rather than treating one headline result as decisive. SEBI Investor’s due diligence checklist specifically calls for examining all three statements over at least the past two years.

- Income statement: Track revenue, operating margins and earnings. Ask what explains material changes and whether they appear tied to the business’s underlying activity.
- Balance sheet: Review borrowings, interest burden and working capital. Consider whether the company can meet its obligations while funding operations and planned investment.
- Cash-flow statement: Compare cash generated with reported earnings. Look for whether working-capital movements or other factors help explain a gap between profits and cash generation.
These are questions to investigate, not claims about any particular PSU. A trend should be described as a fact only when the issuer’s filings support it.
4. Test the valuation instead of anchoring on the old price
A lower share price does not establish undervaluation. Review the price-to-earnings (P/E) ratio using current earnings, and compare it with relevant peers and the company’s own historical range where reliable data is available. A comparison is only useful if the businesses and earnings assumptions are sufficiently alike.

Consider intrinsic value through explicit assumptions rather than a single supposedly universal PSU multiple. Examine how sensitive the valuation is to earnings, policy exposure, capital intensity and execution risks. SEBI lists P/E and intrinsic value among due diligence considerations, but does not prescribe a correct valuation multiple for PSUs. If the assumptions change materially, the estimated value can change too.
5. Check current trading restrictions and disclosures
Search the exchange’s current surveillance notices for the exact ticker, then review the issuer’s latest disclosures. Do not infer a security’s present status from an older notice or from the fact that it is a PSU.

Use the latest shareholding pattern and corporate governance disclosures for the specific issuer. Check the actual distribution of ownership and the company’s disclosures rather than assuming government ownership guarantees returns or protects shareholders from risk.

For a dated example—not a sector-wide figure—Power Grid Corporation of India Limited reported Central/State Government ownership of 51.34% for the quarter ended June 30, 2026, in its Q1 FY2026-27 filing. 7. Compare alternatives on relevant risks
When comparing companies with similar business drivers, use the same questions for each rather than relying on a single ratio:
- Earnings quality and cash generation.
- Leverage, working capital and balance-sheet resilience.
- Valuation against defensible earnings assumptions.
- Industry-specific policy, commodity, execution and competitive exposures.
- Governance and disclosure record.
- Liquidity and any current exchange restrictions.
This is an analytical framework, not a regulator-prescribed scoring model. It helps make comparisons more consistent while keeping company-specific risks visible.
What the checklist can—and cannot—tell you
This process can help establish whether the decline coincided with disclosed developments, whether the business and financial picture has changed, and what assumptions support a valuation. A price decline alone cannot establish its cause, a fair value or whether a share is suitable for a particular investor. A company-specific assessment requires the issuer, the exact decline window, current filings and peer and valuation data. This is educational information, not individualized financial advice.
