Compare cloud providers’ sustainability claims only after aligning what each figure measures: the services and facilities in scope, emissions categories, electricity-accounting method, workload, location, time period, allocation rules, and assurance. A headline target or customer-footprint total is not, by itself, a like-for-like comparison.

Why provider carbon figures are not automatically comparable

Cloud-footprint figures depend on accounting boundaries as well as actual resource use. One provider may include certain hardware lifecycle emissions or facilities that another excludes; providers may also attribute shared infrastructure to customers differently. Even two Scope 3 totals may cover different value-chain activities.

Electricity accounting can also produce two distinct Scope 2 views. The location-based method reflects the emissions intensity of the grid where electricity is consumed. The market-based method incorporates eligible contractual electricity attributes or carbon-free energy purchases. A lower market-based figure does not mean the local grid has lower emissions. Where both are reported, keep them separate and compare like with like.

The methodologies described in AWS, Microsoft Azure, and Google Cloud documentation differ in their boundaries and disclosures. The comparison below summarizes those published descriptions as reviewed on October 7, 2026; it is not an independent measurement or a harmonized ranking.

What each provider says its figures cover

AWS AWS defines Scope 1 as direct emissions from owned or controlled sources, Scope 2 as purchased-energy emissions, and Scope 3 as other value-chain emissions. Its documented cloud estimate includes backup-generator fuel, refrigerants, and natural gas at included facilities. Selected Scope 3 items include upstream fuel and electricity activity, embodied carbon for IT hardware, data-center buildings, and non-IT equipment. The described boundary excludes warehouses, manufacturing facilities, offices, and some customer-facility deployments. Reports both market-based and location-based Scope 2 values. AWS provides customer emissions methodology and reporting resources; consult those materials for how customer results are attributed. AWS’s resources page links an independent assurance letter for its methodology. Do not infer from that description that every customer-specific result has been independently assured.
Microsoft Azure Microsoft says its methodology covers Scope 1, Scope 2, and selected Scope 3 emissions for Azure and Microsoft 365 core cloud services. The listed Scope 3 categories are 1, 2, 4, 5, 9, and 12. Its description includes hardware lifecycle phases such as raw-material extraction, component aggregation, and end-of-life management. Microsoft says storage, compute, and network usage time helps attribute emissions to customers. Its Scope 2 calculation considers data-center and server efficiency, grid emission factors, renewable-energy purchases, and infrastructure power use. The methodology page describes standards and calculations; the reviewed page does not establish an assurance status. It references a life-cycle evaluation for Scope 1 and 2 based on a 2018 study; that reference alone does not mean all current inputs date from 2018.
Google Cloud Google says it allocates infrastructure emissions to cloud products and customers based on usage and prepares reports according to the GHG Protocol. Reports location-based and market-based Scope 2 data. The methodology says location-based values do not account for Google’s carbon-free electricity purchases, while market-based values do. Google describes a bottom-up approach using machine-level power and activity monitoring, then allocating by product and customer usage. Customers can inspect data by service, project, region, and month and export it to BigQuery. Google says customer-specific data is not third-party verified or assured and may change with methodology or data-source updates. Its product page separately describes a third-party review statement about the methodology; that is not assurance of each customer’s result.

These are provider descriptions, not proof that any provider has a universally lower footprint. The boundaries, included Scope 3 activities, allocation methods, and assurance disclosures are not identical, so a single total or label such as “Scope 3 included” is insufficient for a ranking.

Build a comparison around the workload you may actually run

Choose a representative workload before comparing providers. Define its required services, expected resource consumption, performance and availability needs, and data-residency constraints. Then hold those requirements constant across the comparison. A result for a different architecture, region, or reporting period does not answer the same question.

  1. Fix the workload and period. Record the services it needs, the region, and the reporting dates. Keep those assumptions the same for each provider.
  2. Record the service boundary. Note which cloud services and facilities the provider includes, and list stated exclusions that could materially affect the result.
  3. Separate the electricity views. Capture location-based and market-based Scope 2 values independently when both are available. Note the method and any disclosed energy-purchase assumptions.
  4. Inspect Scope 3 detail. Write down the categories and lifecycle stages included, especially hardware, buildings, fuel, and other infrastructure-related emissions. Do not treat a Scope 3 label as evidence of matching coverage.
  5. Check attribution and resolution. Find out how shared infrastructure is allocated to products, accounts, or workloads, and whether reported values are available at the service, project, region, and monthly level you need.
  6. Document data changes and assurance. Record whether results rely on estimates, whether historical values may change when methods or sources change, and whether assurance applies to the customer result or only a methodology review.
  7. Evaluate the result with operating constraints. Consider emissions alongside workload outcome, cost, and performance. Test whether reducing idle or oversized resources, changing service choices, or adjusting deployment improves the reported result without violating requirements.

How to use the result in procurement, reporting, and engineering

For procurement

Ask providers to explain boundary, allocation, electricity methods, Scope 3 categories, data granularity, and assurance in writing. Preserve the workload, region, and time-period assumptions with the figures. If a provider cannot disclose an item, mark it as not disclosed rather than treating it as zero or assuming it matches a competitor.

For an emissions inventory

Use the accounting method and boundary required by your inventory process, and retain provider methodology documentation alongside the exported or reported data. Do not combine market-based and location-based figures into one comparison without explicitly explaining the treatment.

For engineering decisions

Cloud footprint depends on services used, resource consumption, grid carbon intensity, and renewable-energy accounting. Google’s Well-Architected Framework documentation states, “Every resource that you create in the cloud has an associated carbon footprint.” Treat the reported footprint as an operational signal to investigate, not as a substitute for matching the workload and accounting assumptions.
