In Cities: Skylines, a successful city depends on connecting roads, zoning, utilities, services, transport, and policy—not on following one universally correct layout. Start with the game’s basic sequence, then expand in response to the needs your city develops. Features such as pedestrian streets, specialized industries, and additional transit modes require specific expansions.
How to start a city
The official manual’s introductory sequence is to connect a road to a highway, zone residential, commercial, and industrial land, and establish electricity and water. It is a starting point, not a required blueprint: the manual does not prescribe a universal grid or road layout. Paradox’s game description frames the challenge more broadly, as managing a growing settlement alongside services, policies, the economy, and residents’ changing needs. The official user manual calls the player “the creator of your own city.”
- Connect a road to the highway so the starting area has access.
- Zone residential, commercial, and industrial land as the manual’s basic setup describes.
- Provide electricity and water infrastructure.
- As the city grows, respond to changing needs with services, transport, and policies rather than assuming the initial setup will remain sufficient.
How to plan roads, zoning, and local traffic
Think of roads as both access routes and connections between different parts of the city. The publisher describes planning road networks, bus lines, and parks as part of the game, and identifies local traffic simulation among its features. That makes it useful to consider how residents and goods move between housing, commercial areas, industry, and services—not just where each zone fits on the map.
There is no official best road hierarchy, block size, or grid established in the cited game materials. Treat layout choices as decisions to test against your city’s needs: where trips begin and end, which connections carry traffic, and whether public transport can serve the same destinations. Avoid treating a particular pattern as a guaranteed solution.

How to connect transport to the city
Road access and public transport address different parts of city movement. The game’s official description lists buses, trains, and subways among the planning toolkit. Plan lines around useful connections between where people live and the destinations they need to reach, and consider how routes connect with one another. The publisher also describes district-level policies, including free public transport, as tools for shaping how the city works.
In the Remastered product description, Paradox lists 25 buildable tiles. That figure applies specifically to the Remastered description; it should not be assumed to describe every edition or platform.

What the expansions add
Base-game planning covers roads, zoning, utilities, services, policies, and transport. The following systems are expansion features, not requirements for the basic starting sequence. The official pages describe what each adds, but do not establish a general ranking of which expansion is best.

When a pedestrian district or industrial chain makes sense
Pedestrian areas
Plazas & Promenades adds pedestrian streets and policies specific to those areas. Its Slow Driving policy sets a 20 km/h speed limit on roads in a pedestrian area, except highways, according to Paradox’s expansion page. That is an in-game rule, not a real-world planning standard. The expansion also adds three district specializations: offices, high-density residential, and high-density commercial.

Resource industries
Industries is aimed at managing resource-based production rather than simply placing a generic industrial zone. Its four area types are farming, forest, ore, and oil; the documented chain runs from extraction through processing, storage, production, and transport. Consider how those stages connect to the road and freight network, since production and movement are part of the system the expansion adds.
Additional transit options
Mass Transit adds modes and facilities beyond the transport options described for the base game: ferries, monorails, cable cars, blimps, and transfer hubs. It also includes new road types and traffic-focused scenarios. These features expand the available toolkit; the official product page does not claim one mode or network design is best for every city.

Choose features by the problem you want to solve
- If you are still establishing a connected settlement, focus on the base-game sequence: highway access, zoning, electricity, and water.
- If passenger movement and connections are your priority, compare the base-game transport modes with the additional systems in Mass Transit.
- If you want pedestrian streets or the listed district specializations, those are Plazas & Promenades features, and Paradox says the full game is required.
- If you want to manage resource extraction and the stages that follow it, Industries adds the four resource-based area types and production chain.
- Before buying or installing an expansion, check its compatibility with the specific edition and platform you own. The feature descriptions alone do not settle current store availability or packaging.
Paradox identifies a Remastered version for PS5 and Xbox Series X|S, and the cited product entry is for PS5. Edition names, platform availability, and store listings can change, so confirm current details with the relevant platform store.
