Evaluate mortgage operations technology vendors by first defining the workflows and obligations in scope, then comparing each finalist against the same documented evidence for risk, controls, integration, resilience, support, and cost. A feature list alone cannot show whether a provider fits your institution or whether its risks can be managed.
1. Define the workflows and scope
Start with the work your institution needs the technology to perform—not with a vendor’s product categories. Mortgage technology providers can serve distinct points in the lifecycle, including verification, loan origination and point of sale (LOS/POS), credit, collateral, loan delivery, and capital markets. Fannie Mae’s technology service provider listing illustrates that range.
For each workflow, record which teams and borrowers depend on it, what data it handles, which systems it must connect to, and which origination or servicing obligations it touches. Map interfaces and dependencies before comparing features; the same product label can conceal different operational responsibilities.
2. Assess the risk and perform due diligence
Determine the provider’s potential operational, security, compliance, reputational, and continuity impact. The depth of review should reflect the service and its consequences if it fails or is compromised.

Fannie Mae’s vendor oversight checklist recommends a process for risk assessment, due diligence before contracting, and ongoing monitoring or termination. FFIEC’s interagency guidance on outsourced technology services similarly describes assessing institutional needs, selecting a provider through due diligence, contracting clearly, and maintaining ongoing oversight.
3. Request evidence of controls
Ask for evidence relevant to the service and its risk tier, rather than relying only on sales assurances. Depending on the work, the review may include:
- Security assessments, relevant policies, and procedures.
- Audit and quality-control access, operational assessments, and performance reporting.
- Issue tracking, remediation records, and escalation processes.
- For borrower-facing servicing work, complaint-handling protocols.
Fannie Mae’s vendor oversight materials identify independent security assessments, audits, operational assessments, quality-control reviews, vendor policies, and complaint protocols as oversight considerations. For servicing vendors, its servicing guidance also calls for continuing audit, QC, and operational reviews.

4. Validate integration and operating fit
Test how the proposed service will work in your environment. Confirm required data flows and interfaces, how exceptions are handled, what reporting is available, how support operates, and which implementation tasks belong to your staff versus the provider. Check staffing assumptions and dependencies with other systems or third parties.

5. Review contracts, continuity, and exit
The contract should make responsibilities clear and address monitoring, incidents, changes, termination, transition, and continuity. FFIEC says written contracts should clearly outline the parties’ duties and obligations.

For critical servicing technology, Fannie Mae’s eligibility requirements point to business-continuity requirements. Its servicing guide addresses transition planning and cooperation in transferring servicing-related files and data. These requirements depend on the institution’s role, contractual relationships, and specific service; confirm the current applicable guidance rather than applying a checklist as a blanket rule.
Before signing, establish how the institution would maintain operations during a disruption and move data or work to another provider or back in-house. Make transition cooperation and access to needed files explicit enough to support an orderly exit.
6. Compare finalists with one decision matrix

Keep vendor assertions separate from verified evidence and unresolved gaps. The cited oversight guidance supports these comparison dimensions, but does not prescribe universal scoring weights. Set weights based on your institution’s priorities and risk assessment, document the rationale, and record what evidence would change the decision.

Selection does not end vendor management. Assign a relationship owner with appropriate expertise, document administration of the relationship, and schedule performance and risk reviews. Track remediation through closure and define escalation and exit triggers before an issue occurs.
FFIEC’s outsourcing guidance calls for assigning the relationship to personnel with appropriate expertise and documenting it. Freddie Mac’s Counterparty Operational Risk Evaluation (CORE) reviews assess counterparties’ internal controls and risk-management processes, including policies, management reporting, and control testing. CORE is useful context for seller/servicers preparing oversight evidence; it does not mean Freddie Mac has endorsed or approved a particular vendor.

What the official guidance does—and does not—establish
FFIEC summarizes the core approach this way: “Financial institutions should incorporate an outsourcing risk management process that includes a risk assessment to identify the institution’s needs and requirements; proper due diligence to identify and select a provider; written contracts that clearly outline duties, obligations and responsibilities of the parties involved; and ongoing oversight of outsourcing technology services.”
The cited official sources do not provide universal vendor score weights or quantified market-wide figures for mortgage technology adoption, cost savings, implementation duration, or comparative performance. Build the decision around institution-specific requirements and evidence, and confirm current guidance and applicability when evaluating a provider.
