A certificate usually documents completion of a course or program; a certification recognizes assessed knowledge or skills; and a license grants legal permission to work in a regulated occupation. The name alone can mislead: check who issued the credential, what it recognizes, whether it expires, and whether the state where you work requires it.

How certificates, certifications, and licenses differ

These are practical U.S. distinctions, not guarantees based on a credential’s title. The Bureau of Labor Statistics (BLS) advises classifying credentials by their purpose, issuer, and duration. A government-issued credential called a “certificate,” for example, may function as a license.

The BLS describes the central difference between certifications and licenses as who issues them: certifications come from nongovernmental bodies, while licenses are awarded by government agencies. It also explains that a license conveys legal authority to work in an occupation, whereas certification alone does not (BLS, Monthly Labor Review).

What an educational certificate means

In the BLS occupational framework, an educational certificate is issued by a school or training provider to show completion of an occupation-specific program of study. It typically does not expire. It can demonstrate that you completed training, but it does not, by itself, establish that you passed a separate professional certification assessment or gained legal permission to practice.

A certificate of attendance or participation is not automatically an occupational credential. The Institute for Credentialing Excellence (ICE) distinguishes an assessment-based certificate program—which focuses on education or training and checks whether its learning objectives were met—from a certification program, which assesses a person against a professional standard (ICE FAQs).

What a professional certification means

A professional certification typically comes from a non-governmental organization, such as an industry or professional association. It recognizes that a person has demonstrated defined occupation-related knowledge or skills. The issuer may require an examination or another assessment, and the credential may have renewal or recertification requirements.

Certification is not automatically a license. It may be voluntary, preferred by an employer, or included as one requirement in a licensing pathway. In some fields, a person may obtain a license first and pursue a specialist certification afterward. The sequence depends on the profession and jurisdiction (BLS, Monthly Labor Review).

What an occupational license means

A license is issued or sanctioned by a government agency and gives legal authority to perform a regulated occupation within a specified jurisdiction and scope. Licensing requirements are occupation- and state-specific. A license commonly requires periodic renewal, and the regulator’s rules—not a course provider’s description—determine eligibility, examinations, continuing education, and permitted work.

Labels are not conclusive. The BLS notes that teaching credentials called “certificates” may be issued by state education departments and count as licenses under its framework. Look at the issuing authority and legal effect rather than assuming that “certificate” always means education or “certification” always means a private credential.

How to find out what a credential means for your job

  1. Identify the exact credential and issuer. Use the official name and verify the organization that awards it, not just the course seller or a résumé shorthand.
  2. Check the issuer’s role. Determine whether it is an educational provider, a professional certification body, a government licensing agency, or an authorized agent of one.
  3. Read the official rules. Confirm eligibility, assessment, renewal, expiration, and any continuing-education requirements with the issuer or regulator.
  4. Check the state where you will work. Search the relevant licensing agency for the occupation and jurisdiction. CareerOneStop’s License Finder can help locate state requirements; requirements vary by state.
  5. Ask the employer or regulator how it is treated. Find out whether the credential is legally required, preferred, or simply one way to show preparation.

Before paying for training or an exam, confirm that the credential fits the job and location you have in mind. Completing a course does not guarantee certification, and certification does not automatically authorize practice.

What U.S. job requirement figures show

In 2025, BLS Occupational Requirements Survey estimates found that 22.9% of civilian workers were in jobs requiring a license or certification, 6.5% were in jobs requiring an educational certificate, and 1.2% were in jobs requiring an apprenticeship (BLS, Credentials factsheet). These figures describe job requirements for critical tasks—not the percentage of workers who personally hold those credentials. The license-or-certification figure combines two categories and should not be read as a count of licenses alone.
