The change, announced in October 2026, is a controlled expansion for verified organizations—not a blanket removal of cyber restrictions for Claude users.
What changed in October 2026
Anthropic now offers three CVP tiers—Defense Access, Red Team Access, and Specialized Access—for Claude Opus 5.5, Claude Sonnet 5.5, Claude Mythos 5.1, and future models. All three tiers are intended for verified defenders. The expansion does not switch off safeguards for everyone: Anthropic’s Usage Policy still applies to approved users, and the company can review, narrow, or withdraw a grant. The published sources do not provide a complete, tier-by-tier list of authorized actions or a full matrix of every deployment platform. Access depends on the application and approval; for example, Amazon Bedrock access is limited to customers with Enterprise Frontier Safeguards. Existing CVP and Project Glasswing members transition to the described tiers without reapplying; existing Project Glasswing members move to Specialized Access for current models. What Claude can do without CVP access
Anthropic says generally available models remain suitable for routine defensive work, including code review, patching known issues, finding vulnerabilities in source code the user owns, and triaging security alerts. Some dual-use tasks—such as certain malware analysis or exploit validation—may still be interrupted by safety classifiers without program access. The CVP is therefore aimed at work that requires a different access decision, not at making ordinary security hygiene unavailable. Anthropic’s announcement
How an organization applies and stays eligible
- Apply through Anthropic’s Verification Portal. Describe the organization’s cyber work and request the relevant access tier.
- Attest to the applicable security controls. Requirements depend on the tier and deployment route; approval is not automatic.
- Wait for verification and review. Anthropic says it considers the organization’s work, whether it can verify the organization, and the controls in place.
- Use an eligible deployment route. First-party access includes Claude.ai, Claude Code, and the Anthropic API. Some supported cloud and third-party routes have additional limitations.
- Maintain compliance. The Usage Policy remains in force, and Anthropic may review or change access if circumstances warrant.
For phishing-resistant MFA where required, Anthropic accepts a FIDO2/WebAuthn security key, a passkey, or a smartcard/PIV. SMS, voice calls, emailed codes, authenticator-app codes, and push approvals do not qualify under the stated requirements. A physical security key is one option, not a universal requirement. Defense Access has until December 15, 2026 to adopt phishing-resistant MFA and stop using API keys, according to the Help Center requirements. Anthropic says data retention for the program supports monitoring for cyber misuse. Its current program information says eligible organizations may use zero data retention in stated circumstances and describes Enterprise Frontier Safeguards as a forthcoming option for eligible organizations to store data in cloud infrastructure they control. Anthropic describes CyScenarioBench as a test of multi-stage cyber operations under realistic constraints. For Claude Opus 5.5, the company reports 10 challenges with five attempts per challenge in each tier. In the no-CVP condition, all tasks were blocked on the first prompt. With Defense Access, 46 of 50 trials were blocked at some point and four succeeded. With Red Team Access, no trial was blocked and 34 of 50 tasks succeeded; Anthropic says that result was effectively equivalent to the model’s 67.6% success rate without safeguards. These are Anthropic’s own evaluation results, not independent validation of real-world outcomes. The contrast illustrates why tiering matters: reducing blocks can enable more work, but fewer blocks do not mean every task succeeds or that a benchmark establishes safety in every deployment.
Anthropic also reports that Project Glasswing partners found at least 129,000 verified software vulnerabilities from April through July 2026, and that its own open-source scanning efforts found an additional 5,500 from April through October 2026. It says more than 33,000 vulnerabilities were rated critical or high through October 2026. These are company-reported figures, not independently audited totals or counts of vulnerabilities already patched. Anthropic says the critical/high tally is likely an undercount, based on partial data from 33 partner reports and open-source partnerships; fewer than half of partners had disclosed patched counts, often because fixes were still in progress.
