Short answer: small modular reactors (SMRs) are not proven to be universally cheaper, safer or faster to build than large nuclear reactors. Their potential advantages depend on repeat orders, factory production, financing, licensing and the specific reactor design. Large reactors can produce more power from one project, but require a larger upfront commitment and can face long permitting and construction schedules.

What counts as an SMR?

The OECD Nuclear Energy Agency defines small modular reactors as reactors with an electrical output of 10 to 300 megawatts (MWe). “Modular” refers to an approach that emphasizes standardised designs and factory manufacture of modules; it does not mean every SMR is built entirely in a factory or that all designs share the same technology. Large reactors rely on economies of scale: a single unit can deliver substantial generating capacity, but a project typically requires a large capital commitment. SMRs aim to make investment more incremental by allowing a utility or other customer to add units in stages. Whether that flexibility is valuable depends on the grid, demand, financing and the intended use of the plant.

Are SMRs cheaper than large nuclear reactors?

There is no established apples-to-apples dataset in the cited sources showing that SMRs currently cost less than large reactors. A meaningful comparison must distinguish a design estimate from a signed contract or realized expenditure, and account for project scope, country, financing, construction stage and estimate date. Overnight construction cost per kilowatt is also not the same as total project cost or the cost of electricity over a plant’s life.

Why SMRs could become less expensive

The proposed cost advantage rests on manufacturing many standardised components in factories, learning through repeat builds, and spreading fixed factory and supply-chain costs across enough orders. The U.S. Department of Energy describes the premise this way: “The case for SMR economic competitiveness is rooted in the concept that mass manufacture of modular parts and components will reduce the cost per kilowatt of electricity on par with current generating sources.” That is a conditional economic case, not evidence of a cost advantage already achieved across commercial projects. For the same reason, an early unit may not capture the savings expected from a mature production line. The OECD/NEA says the business case depends in part on a global market, while identifying technical, economic, regulatory and supply-chain challenges to large-scale deployment. What published cost figures do—and do not—show

The International Energy Agency’s 2025 report describes a scenario in which SMR construction costs reach USD 2,500 per kilowatt in China and USD 4,500 per kilowatt in the United States and Europe by 2040. These are scenario values for a future trajectory, not current observed costs or a like-for-like comparison with large reactors. Large reactors also have cost and schedule exposure. The IEA notes that permitting and construction can push breakeven for a new large reactor 20–30 years after project start. That is a potential period discussed in its report, not a universal timeline for every project. Recent large-scale projects in the United States and France have experienced delays and cost overruns, illustrating delivery risk rather than proving that every large reactor will overrun. Consequently, neither “SMRs are cheaper” nor “large reactors are cheaper” follows from comparing one headline number for each category. The outcome depends on unit count, design maturity, financing terms, supply-chain readiness, site work and the value of producing power at the required scale.

Are SMRs safer than large reactors?

There is no categorical answer supported by the cited evidence. The sources do not provide a like-for-like quantitative safety comparison or common probabilistic risk results for an SMR and a large reactor. Smaller electrical output alone does not establish lower overall risk.

The Department of Energy describes potential safety and security features considered in some SMR designs, including below-grade siting and security-by-design. These are design possibilities, not guarantees shared by every reactor in the category. A serious comparison needs the safety case for the particular design and site, including its operating conditions, passive and active safety systems, external-hazard assumptions, emergency planning, security arrangements, fuel cycle and waste handling. How long does it take to build an SMR?

A reliable, general SMR construction duration has not been established by the cited sources. Factory fabrication and less on-site assembly are central to the proposition, but do not yet demonstrate an across-the-board schedule advantage for a commercial fleet. Large plants also use factory-fabricated components; they still require substantial field assembly. Schedule claims need a defined starting and ending point. Time from a licensing application to operation is not interchangeable with time from first concrete, module fabrication or project start. A target operating date is also not a completed-project record.

The IEA’s 2025 outlook says “the first commercial SMR projects are set to start operation around 2030.” This is a forecast published in 2025, not a measured construction duration or confirmation that those projects have entered commercial operation. IEA (2025)

What determines whether a nuclear project succeeds?

Construction performance is not determined by reactor size alone. The OECD/NEA’s practical guide identifies project governance, learning, risk allocation, standards and licensing harmonisation as ways to improve nuclear construction performance. It also recognises delays and cost overruns in some first-of-a-kind Generation III projects. Those experiences are evidence of execution risk, not a prediction for every project or reactor type. Before comparing a proposed SMR with a large reactor, check the following factors:

  • Capacity and output profile: how much electricity the project must supply, and whether multiple smaller units fit the system’s demand.
  • Cost basis: total project cost as well as cost per kilowatt; estimate date; financing assumptions; and whether the number is an estimate, contract price or realized expenditure.
  • Build maturity: whether the design and supply chain are first-of-a-kind or supported by repeat builds.
  • Schedule milestones: what starts the clock, what counts as completion, and whether a date is a target or an achieved result.
  • Factory and site readiness: whether manufacturing capacity, qualified suppliers, site work and local capabilities are available when needed.
  • Licensing and safety case: the design-specific regulatory review, emergency planning, security and relevant site hazards.
  • Use and location: whether the project is intended for a large grid, a smaller system, industrial heat or another use, and how the plant’s size and operating profile match that need.

The broader deployment question remains conditional: the OECD/NEA says, “Large-scale deployment of SMRs faces several technical, economic, regulatory and supply chain challenges and will need considerable governmental efforts and efficient international collaborative frameworks to be realised in the next decade.” OECD/NEA (2021)
