Use identical dates, guests, room type and cancellation terms on each site, then check required charges, payment timing and the final amount due before you book. A fee payable at the hotel still counts toward the cost of the stay.
Compare equivalent hotel offers
A price comparison is meaningful only when each quote covers the same trip and booking conditions. Enter the same check-in and check-out dates and guest count on every site. Check that the room category and bed configuration match, and compare rates with equivalent cancellation and payment terms.
- Room: Confirm the room type, occupancy and bed arrangement—not just the hotel name.
- Cancellation: Compare the deadline, refund conditions and any restrictions. A refundable rate is not equivalent to a nonrefundable one.
- Payment: Note whether the booking site or hotel collects each amount, and when any remaining balance is due.
- Eligibility: Count a member or promotional rate only if you qualify and understand its conditions. Google’s Price Accuracy Policy says member-rate sign-up conditions should be clearly marked.
Include the hotel’s own booking page as another quote, but compare identical terms. Direct booking is not automatically cheaper.
Compare the whole-stay total, including required charges
Multiply the nightly rate by the number of nights only as a starting point. Then inspect the fee breakdown and the amount payable for the entire stay. Include mandatory charges even if they are collected at the property rather than during online checkout.

Depending on the stay, check for resort or destination fees, service fees, tourism or occupancy taxes, cleaning charges and required transfers. Google’s Taxes and Fees Policy says mandatory charges collected by either the booking partner or hotel should be included in the total price, regardless of when they are due. It specifically identifies resort and service fees as charges that need to be represented.
Do not assume that a combined “taxes and fees” line tells you what each amount is for. If a charge is unclear, look for a breakdown or ask the booking site or hotel what it covers. Compare the final payable amount—not a prominent nightly figure or a subtotal that excludes charges due later.
Why can the price rise at checkout?
A checkout total can change when the selected offer differs from the initial search result, or when the booking flow adds or reveals charges. Check whether you changed the room, dates, guest count, rate conditions or an optional feature. If a feature is optional, make sure the displayed price can actually be booked without it; if you select it, update your comparison using the revised total.

In the United States, the Federal Trade Commission says a business may initially advertise a total that excludes genuinely optional goods or services, but it must disclose their nature, purpose and amount before asking for payment. The total should update when you choose an optional feature. See the FTC’s Rule on Unfair or Deceptive Fees FAQ.
Before paying, verify that the final page still shows the room and terms you selected, and review every remaining charge. Google’s price accuracy requirements call for a partner-site price to match the selected itinerary and be bookable at that price. A platform policy is not proof that every live listing is error-free, so check the actual booking page.
What U.S. hotel-fee rules require
The FTC Rule on Unfair or Deceptive Fees took effect on May 12, 2025. It applies to advertised prices for short-term lodging, including hotel rooms and vacation rentals. Covered businesses must prominently show a total price that includes mandatory fees known and calculable upfront. A mandatory resort fee belongs in that total.

Government charges and optional goods or services may be excluded from the initial advertised total. Before requesting payment, however, the business must clearly disclose excluded charges—including their amount and nature—and show the final amount. The rule governs how prices and fees are presented; it does not prohibit fees or set their amounts. The FTC explains the requirements in its FAQ and consumer summary.
This is U.S. federal guidance, not a statement of law worldwide. Google describes different price displays by region: its taxes and fees guidance says it prominently displays the base rate plus mandatory nongovernmental fees for users in the United States and Canada; elsewhere, it says the more prominent total includes taxes and other fees, with a noted exception for cross-border searches in Israel. For travel outside the United States, check the rules that apply to your destination and residence.

A practical comparison checklist
- Search the same itinerary: Enter the same dates and number of guests on every site.
- Match the offer: Confirm room type, bed arrangement, cancellation deadline and payment timing.
- Record the whole-stay amount: Capture the total for all nights, not just the nightly rate.
- Inspect charges: Identify taxes, mandatory hotel fees and any amounts collected onsite. Clarify unclear fee descriptions.
- Check eligibility and extras: Apply member prices only if you qualify; separate optional features from required charges.
- Verify before paying: Recheck the room, terms, fee breakdown and final amount on the payment page.
For refundable rates, also confirm the cancellation deadline and what the refund covers. Google’s policy says cancellation and refund information should be available on landing and final booking pages.

What the available evidence does—and does not—show
Platform rules describe how prices should be presented, but they are not an independent audit of current offers across Expedia, Booking.com, hotel sites or other channels. Booking.com’s FTC compliance documentation describes upfront U.S. total prices for its Demand API and is intended for API and frontend integrators; it does not establish that every customer journey or listing has been audited.
The FTC estimated that its rule could save consumers up to 53 million hours of searching for true total prices per year and more than $11 billion in the value of that time over the next decade. These were projections announced with the rule, not measured savings after implementation. The agency’s Economic Analysis of Hotel Resort Fees concluded that separating mandatory resort fees from posted room rates without first disclosing the total is likely to harm consumers by increasing search and cognitive costs.
