Evaluate identity governance tools by testing how they handle the people and applications your business actually has: granting the right access, changing it when someone changes roles, and removing it when a person leaves. Before choosing a product, inventory your accounts and apps, set requirements around your highest-risk systems, and run a small pilot that measures integrations, approval and review workflows, revocation, administration effort, and full cost.
What should a small business evaluate first?
Start with an inventory, not a vendor feature list. List employees, contractors, other users, business applications, local accounts, and privileged accounts. Include cloud services and applications that do not use your main identity provider. CISA’s administrator guidance calls for an asset inventory and identification of local identities as part of assessing existing controls and gaps (CISA’s IAM best practices for administrators).
Then write down which systems matter most if access is misused or left active too long. NIST’s digital identity risk-management guidance considers risks to users, service providers, and business partners, and frames control selection as a risk-based process (NIST Digital Identity Risk Management). That lets a small team focus stronger controls and review effort on consequential systems rather than adding the same friction to every account.
NIST’s small-business recommendations also emphasize limiting access to people who need it for a specified task and time, changing it when role needs change, and revoking it when employment or a third-party relationship ends. The cited document is an initial public draft, not a final standard (NIST IR 7621 Revision 2 initial public draft).

How do you compare tools consistently?
Use the same critical applications, test accounts, and lifecycle scenarios with each candidate. Ask for a demonstration of the exact feature scope for each application; a product-family list does not prove that a specific connector supports the provisioning, review, or removal functions you need.

Does it handle access changes from hire to departure?
Test the complete lifecycle rather than relying on a polished sign-in demonstration. Single sign-on (SSO) can simplify authentication, but it does not by itself establish that accounts or permissions are provisioned and deprovisioned automatically.

- New hire: Create a test identity and confirm which accounts and entitlements are granted, whether approval is required, and what evidence is retained.
- Role change: Change the person’s role and check that newly needed access is granted while access no longer needed is removed—not simply added on top.
- Contractor: Assign time-limited access and verify what happens at expiry, including whether a human must approve an extension.
- Departure: Disable or remove the test identity and confirm when access is revoked in every important application, including local accounts outside the central sign-in system.
For each scenario, record elapsed time, manual steps, approval points, failure alerts, and any exceptions. A workflow that appears automatic may still leave an administrator with app-specific cleanup.
Are authentication and monitoring adequate for your risks?
Check that the tool works with the identity provider and MFA methods you intend to use, and test ordinary users as well as administrators. Include account recovery in the test: a control that users cannot recover from reliably can create operational pressure to weaken it. NIST SP 800-63-4 addresses authenticator management and federation within digital identity services (NIST SP 800-63-4).

CISA recommends assessing SSO connections for internal and cloud applications, selecting MFA suited to the organization’s operating environment, maintaining an inventory of deployed authenticators, and monitoring privileged-user activity. Its guidance also cautions against reacting to suspicious signals automatically without checking context (CISA’s IAM best practices for administrators). During a pilot, inspect what events are recorded and whether an administrator can investigate and respond without a blind automatic lockout.
Will access reviews be understandable and actionable?
A review is useful only if the reviewer can understand what access they are certifying, knows why they are being asked, and has a recorded way to approve or remove it. Test a review with the manager or application owner who would actually do the work. Confirm that a removal decision reaches the application and that the audit record shows the decision and result.

Microsoft’s Entra deployment guidance recommends piloting access reviews with a small group and noncritical resources, discusses delegated reviews, and notes that certain review functions require an Entra ID Governance license (Microsoft Learn: Plan a Microsoft Entra access reviews deployment). Treat this as an implementation example: verify equivalent capabilities and licensing for every product you consider. If removal needs to be reversible, document the prior access and the process for restoring it.
How should a small business run a lean pilot?
- Choose one critical cloud application and one representative lower-risk application.
- Create test identities for a new hire, a role change, a contractor, and a departing user.
- Run access-request and approval flows. Record grant and revocation timing, manual steps, failure alerts, and retained evidence.
- Run one access review with the actual manager or application owner. Check whether entitlements are clear and whether a removal decision is recorded and executed.
- Test SSO and MFA compatibility for ordinary users and administrators, including recovery procedures.
- Record setup time, ongoing administration, required licenses, app-specific upgrades, and integration work. Judge the product against written requirements, not the demonstration alone.
What belongs in the true cost?
Request a written breakdown for the features and applications in your pilot. Include licenses for governance functions, application tiers or connectors, implementation, ongoing administration, and manual exception handling. A low headline plan may not include the review or integration features your requirements depend on; Microsoft’s documented licensing dependency for certain Entra review functions illustrates why packaging needs checking rather than assumption (Microsoft Learn: Plan a Microsoft Entra access reviews deployment).

There are no comparable current vendor prices established here, so a price ranking would not be reliable. Compare written quotes against the same requirements and include the staff time needed to operate each option.
How do you make the final decision?
- Reject a candidate that cannot connect to a critical app or reliably remove access when a person’s need ends.
- Prefer workflows whose approvals, failures, reviews, and removals leave evidence your business can retain.
- Match authentication, monitoring, and review effort to the consequences of unauthorized or lingering access.
- Choose only after the pilot’s actual setup, exception workload, licensing, and support needs are clear.
NIST’s small-business IAM material likewise presents risk-based selection and layered defenses as useful organizing ideas, not as a quantified promise that any particular tool will prevent incidents (NIST: Identity and Access Management Fundamentals for Small Business).
