For a Counter-Strike Major, a team’s region is generally the region represented by most players on its roster—not simply the country where the event is held. Eligibility also depends on the roster’s recent Valve Regional Standings (VRS) history and whether the lineup registered for the Major matches the invited roster. Other tournaments can use different rules, so the first step is to identify the event’s governing rulebook and applicable version.
Which tournament rules apply?
Counter-Strike does not have one universal region-eligibility rule for every event. Valve distinguishes ranked and unranked tournaments in its Tournament Operating Requirements, while organizers may add their own eligibility tests. Major-specific requirements supplement the organizer’s full event rulebook.
The applicable version matters: Valve says, “The version of the Tournament Operation Requirements that apply to a Tournament is the version that was current as of the Tournament’s Additional Information deadline.” Check the event’s stated deadline and the rulebook version in force then, rather than assuming a rule published later applies.
How a team gets its region for a Major
Majority of players represented
Valve’s CS Major Supplemental Rulebook states: “A roster’s Regional Assignment is the region represented by the majority of its players.” This is a roster-based assignment; the host city itself does not determine the team’s region.

Ties and regional priority
If no region has a majority because the roster is tied, the Major’s regional representation priority resolves the assignment: Europe first, then Americas, then Asia. Use this stated priority rather than treating a tie as a team choice.
Recent VRS listing
A roster is eligible for a regional assignment only if it has not appeared on another region’s VRS list during the preceding three calendar months. Valve’s Tournament Operating Requirements describe VRS publication as monthly, so the relevant listing history and timing should be checked against the event’s applicable rules and invitation process.

Invitations, roster changes, and substitutes
Regional assignment affects which regional invitation opportunities a team can pursue. The Major allocates invitations by region based on teams’ performance at the preceding Major. Region-specific standings determine invitations; global standings are used for stage seeding after invitations are accepted.
Valve’s current Major rulebook lists 32 invitations: 16 for Stage 1, 8 for Stage 2, and 8 for Stage 3. Its Winter 2025 allocation was Europe 6/5/5, America 6/2/2, and Asia 4/1/1 for Stages 1, 2, and 3 respectively. That is a dated example, not a standing allocation for future Majors.

The invited roster matters as well as its region. The roster registered for a Major must match the invited roster. A substitute is permitted only if replacing a core player would not change the core lineup’s regional assignment. A team considering a roster change should therefore check both the event’s roster requirements and whether the change alters the region calculation.
How organizer rules can differ
Third-party events can define regional eligibility differently from a Valve Major. ESL’s published 2025 Pro Tour rules, for example, use home-country citizenship and home-region residence criteria and require VRS invitees to follow their VRS regional classification. These are ESL-specific requirements, not a universal Counter-Strike standard. Read the rules for the exact tournament rather than applying ESL’s tests to a Valve event or another organizer’s competition.

How to assess a team’s eligibility
- Identify the event and rulebook. Determine whether it is a Valve Major, another Valve-ranked tournament, an unranked tournament, or an organizer-run league or qualifier. Locate the complete rules for that event.
- Confirm the applicable version. For Valve requirements, use the version current at the event’s Additional Information deadline. Check the organizer’s stated version and deadlines too.
- Determine the region under that event’s test. For a Major, assess the region represented by the majority of roster players and apply the Europe–Americas–Asia priority if there is a tie. For an organizer-run event, also check any citizenship, residence, or country criteria.
- Check VRS history. For a Major regional assignment, verify whether the roster appeared on a different region’s VRS list in the preceding three calendar months.
- Compare the invited and registered lineups. Confirm that the registered Major roster matches the invitation and that any substitute preserves the core lineup’s regional assignment.
- Check the event’s current invitation and roster provisions. Region, standings, seeding, and roster rules work together; an answer about citizenship or region alone does not establish eligibility.
Why older region guidance may conflict
Valve’s 2022–23 CS:GO Regional Major Rankings FAQ described a historical system in which region depended on the citizenship of most players, with the team choosing in a tie. That is not the current Counter-Strike 2 Major test described in the supplemental rulebook: the current rule is based on the region represented by players, uses a fixed tie priority, and includes the three-month VRS-list condition. Do not use the older FAQ to decide eligibility under a current Major rulebook.
These rules explain the framework, but they do not establish whether a particular team qualifies for a particular event. That determination depends on the tournament’s current complete rules, the applicable invitation date and VRS snapshot, and the roster submitted for that event.
