Start with the task’s smallest necessary action set, then add task-scoped permissions, independent checks at the action boundary, approvals for high-impact changes, and monitoring to detect or limit misuse.
What should a guardrail protect?
A guardrail should prevent an agent from taking an unauthorized action even if its instructions are ignored, its output is mistaken, or it is manipulated by external input. The key design question is therefore not just “What should the model do?” but “What can this agent actually cause to happen, through which identity, and what independently blocks an action that should not proceed?”
OWASP’s AI Agent Security Cheat Sheet puts the division of responsibility plainly: “The agent can propose an action, but a policy service or execution component should independently validate scope, privilege, and approval state before execution.” Treat the model as a proposer, not the authority that grants permission.
How do you choose the guardrails?
- Define the task and allowed actions. List the tools, operations, target resources, data, and external connections the task needs. Remove unused tools and functionality. If an agent only needs to update a named configuration file, expose that operation rather than a general shell with broad filesystem access.
- Bind the task to a limited identity. Grant only the permissions needed for that job. Separate read and write access where practical; use task-scoped, short-lived credentials when available, and expire them when the task ends. Bind actions to the user or service identity the agent is serving so its authority is not broader than the request.
- Check authorization where actions execute. Put an independent policy check in the backend, downstream service, gateway, service mesh, or tool execution proxy that protects the resource. The check should evaluate the requested operation, target, identity, and relevant policy before the operation is allowed. Do not use a prompt or the model’s own judgment as the authorization mechanism.
- Set approval gates by impact. Allow lower-risk, reversible work to proceed automatically when it meets policy. Require a human decision for high-impact actions, such as a production deletion or a security-policy change. Bind the approval to the specific operation and target; a general approval should not authorize a different action.
- Bound execution and observe it. Validate external inputs and agent outputs, apply rate limits appropriate to the task, and monitor both agent activity and downstream changes. Logs, monitoring, and rate limits support detection and response; they do not replace the authorization check that must happen before execution.
How should you compare guardrail designs?
There is no single guardrail product or architecture that fits every agent. Compare the design choices against the operation and the infrastructure surface it can affect.

What should happen when an action needs approval?
Approval should be a verifiable authorization decision, not a conversational “yes” that the agent can reinterpret. OWASP’s AI Agent Security Cheat Sheet recommends short-lived authorization artifacts, replay protection, step-up authentication for critical operations, idempotency where possible, and failing closed if approval or policy validation fails.
- Make the request reviewable: show the operation and target clearly enough for a reviewer to understand what will change.
- Bind the decision: associate approval with that operation and target, rather than with a broad task or session.
- Limit reuse: use short-lived authorization and replay protection so an approval cannot be casually reused later or for another action.
- Reduce repeat-impact risk: make operations idempotent where possible, so retries do not unintentionally multiply the effect.
- Stop on uncertainty: if the approval or policy decision cannot be confirmed, do not execute the action.
How do cloud service models change the design?
Map the agent’s actions to the components it can reach, then apply access controls suited to those components. NIST Special Publication 800-210, General Access Control Guidance for Cloud Systems, published July 31, 2020, covers IaaS, PaaS, and SaaS. It explains that different service models require managing different types of access on the components they offer. An agent operating on infrastructure resources, a managed platform, or a SaaS control plane should therefore not be assumed to present the same access-control problem.

What standards guidance is available?
OWASP agent-security guidance
OWASP’s AI Agent Security Cheat Sheet and its LLM06:2025 excessive-agency guidance support limiting an agent’s capabilities and independently checking authorization before actions reach protected resources. OWASP AI Exchange also provides least-model-privilege guidance. These are security references, not a claim that one standardized implementation is mandatory.
NIST cloud access-control guidance
NIST SP 800-210 is a final publication dated July 31, 2020, covering access-control characteristics across IaaS, PaaS, and SaaS.

NIST AI and agent-identity work
NIST’s NCCoE Agentic AI Identity and Authorization project describes an iterative effort to produce practical implementation resources, with an SP 1800-series practice guide identified as its intended ultimate deliverable. As of October 7, 2026, treat that guide as planned work, not as an already published standard. NIST describes AI RMF 1.0 as voluntary, released January 26, 2023, and under revision; its page reports an April 7, 2026 concept note for a trustworthy AI in critical infrastructure profile. The AI Agent Standards Initiative describes ongoing work on voluntary guidance, interoperability, and agent authentication and identity infrastructure. That initiative is not a settled, agent-specific standard.

For each proposed agent task, write down the action, target, identity, authorization check, approval threshold, and failure behavior before enabling execution. For example, a configuration agent might be allowed to read a defined set of resources but submit a narrowly scoped change through a backend policy check; a production-impacting change could require a human approval tied to the exact change and target. The controls should fit the task and environment rather than assume every agent needs an identical product or architecture.

When reviewing the design, ask whether the task can reach anything it does not need, whether a downstream system can independently reject an unauthorized operation, and whether a missing approval or failed policy check stops execution. If not, tighten the available actions or enforcement path before expanding autonomy.
