Protecting a confidential source starts before the first sensitive message: assess who could identify the source, learn the newsroom’s rules, and agree on a communication method that fits the risk. End-to-end encrypted messaging can protect message content, but it cannot erase every trace or secure a compromised device. For high-risk submissions, a newsroom may offer SecureDrop and a carefully managed review process. No method guarantees anonymity.
Before contacting a journalist, understand what confidentiality means
A source’s identity can be exposed through more than a message. A shared device, account, contact list, backup, network record, or meeting location may connect a person to a journalist. Start by considering who might seek the information, what technical or legal access they could have, and what could happen if the source is identified. Also consider whether the source and journalist share devices or accounts, and whether the act or timing of contact could itself attract attention.
Ask about newsroom policy before making a promise
Newsrooms differ in who may need to know a source’s identity. Some require journalists to disclose it to editors or counsel. CPJ’s 2012 guidance, Assessing and Responding to Risk, warns that journalists should weigh possible consequences before promising confidentiality; a promise, once made, carries an important ethical obligation. Before sharing identifying details, ask the journalist what “confidential” means in their newsroom, who may learn the identity, and what limits apply. Do not assume that “off the record,” anonymity in publication, and keeping a source’s identity from newsroom colleagues are the same arrangement.
Keep the circle small
Share the source’s identity only with people who need it. Where appropriate, use a pseudonym in notes and avoid putting the source’s real name or corroborating details in contact lists, filenames, or routine records. A pseudonym is useful only if the remaining details do not readily identify the person.

Choose a communication method for the threat, not just convenience
End-to-end encryption is useful because it is designed to protect message contents between participants. It does not conceal every account, network, timing, location, or contact record, and it does not protect an unlocked or compromised device. CPJ’s 2021 guidance, Digital and Physical Safety: Protecting Confidential Sources, recommends using end-to-end encrypted messaging where possible and names Signal, WhatsApp, and Wire as examples. Check current provider practices and consider whether the source can use the service without creating a suspicious or unsafe trail.

If using a messaging app
CPJ’s 2021 guidance recommends enabling disappearing messages in Signal and WhatsApp. Treat that setting as a way to reduce some retained copies, not as a guarantee of erasure: a recipient may take a screenshot, a message may exist in a backup, or traces may remain on a device or elsewhere. The services also differ, so do not assume that one app’s settings or provider practices apply to another.

If the first message arrived through an unencrypted channel
Move the conversation to a safer channel where possible, rather than sending sensitive details in the original thread. Deleting the original message from an account may reduce exposure there, but CPJ cautions that a server copy may remain. Avoid treating deletion as proof that the message has disappeared everywhere.
Secure devices, accounts, and records
Communication security depends on the devices and accounts at both ends. A strong app cannot protect a conversation from someone who can open an unlocked phone, access a shared account, or compromise a device. Keep source-related work separate from personal activity where feasible, and use device encryption and long, unique passwords. These steps reduce some risks but do not resolve spyware, physical access, account compromise, or legal demands.

Consider a separate device only when it fits the risk
CPJ advises considering a dedicated device for sensitive communication. A separate phone can help keep work apart from personal data, but buying one does not remove carrier records, location exposure, or the possibility of compromise. Include how the device will be carried, charged, stored, and connected in the risk assessment; otherwise, the separation may offer less protection than expected.
Plan file storage, backups, and deletion
For documents and recordings, decide where each copy will live, who can access it, whether it is backed up, and when it should be deleted. CPJ recommends encrypting documents and external drives where possible and considering an air-gapped computer for very sensitive documents. Deleted data may remain recoverable, and copies can persist in backups or other systems. If the stakes are high, get specialist advice on handling the specific files and devices rather than relying on a general cleanup step.

When SecureDrop is an option
SecureDrop is a submission system used by news organizations and NGOs; it is not a general-purpose messaging app or a guarantee of anonymity. Its documentation describes encrypted communication in transit and on the server, limited metadata retention, and a journalist workflow in which the network-connected interface is separated from an air-gapped environment for reviewing decrypted submissions. A transfer device, such as a thumb drive or DVD, is part of the documented process.
Use SecureDrop only through a newsroom that operates it, and follow that organization’s source instructions. The newsroom needs a secure setup, trained staff, and careful operating and retention practices. SecureDrop’s documentation explicitly says no organization or product can guarantee complete security; the goal is to create a more secure submission environment than ordinary digital channels.

Decide whether to meet in person
An in-person conversation may be safer than online communication in some situations, but it is not universally safer. Consider whether travel, surveillance, a recognizable meeting place, or the source’s circumstances could make a meeting more exposing. CPJ notes that phones can reveal location and advises considering whether both people should leave their phones behind when meeting, if that is appropriate to the specific risk. Treat that as a risk-specific decision, not a blanket rule.
When to get expert help
Seek confidential guidance from an established press-freedom or digital-security organization if there is a credible risk of arrest, surveillance, or physical harm, or if the people involved are unsure how to assess the threat. CPJ recommends a digital risk assessment and consulting an expert when uncertain. Legal protections for journalists and sources, encryption rules, border searches, and the consequences of a legal demand vary by jurisdiction; general security guidance cannot determine how those rules apply to a particular person.
