Build a technology-vendor scorecard by defining the purchase and its risks first, separating minimum requirements from scored preferences, then agreeing on criteria, evidence, rating anchors, and weights before reviewers assess vendors. Use the results to compare suppliers—not as an automatic award: the final decision should account for critical risks, mitigations, and your organization’s risk tolerance.
Start with the decision and the supplier’s risk
Write down what you are buying and what the evaluation must decide: for example, selecting a new cloud platform, renewing a support contract, or choosing an implementation partner. The scorecard should reflect the consequences of this particular relationship rather than reuse a generic weighting scheme.
Before soliciting or scoring proposals, identify the service scope, business owner, technical owner, security and privacy reviewers, likely contract term, implementation context, and the supplier’s importance to the organization. Note what data, systems, users, and business processes the supplier may affect. A higher-impact or more critical supplier generally calls for more rigorous due diligence.
NIST’s SP 1326, published July 8, 2026, describes due diligence as investigating pertinent information about a supplier or product to inform decisions about new acquisitions and existing systems. Its assessment components include foreign ownership, control, or influence (FOCI), provenance, resilience, foundational cybersecurity practices, and supply-chain tiers. These are useful risk considerations, not a prescribed commercial scorecard or fixed set of weights.

Separate minimum requirements from scored criteria
Use pass/fail gates for requirements that a supplier must meet to be eligible. Examples might include a required integration, acceptable data-protection terms, or security evidence necessary for the relationship. Apply the same gates to each vendor. Decide in advance whether an exception is possible, who can approve it, and how the exception and mitigation will be recorded.
Score the eligible vendors on preferences and comparative strengths. A practical set of categories for a technology purchase is:
- Business and functional fit: whether the product or service meets stated use cases and requirements.
- Technical fit and integration: architecture, interoperability, compatibility, and the work needed to connect the supplier to existing systems.
- Security, privacy, and access: safeguards, access controls, data handling, and the quality of relevant evidence.
- Implementation: migration and deployment effort, dependencies, proposed timeline, and expected time to value.
- Support and service: support coverage, service commitments, escalation, and incident communication.
- Resilience and supply-chain visibility: supplier stability, provenance, dependencies, and ability to maintain the service.
- Total cost of ownership: costs of implementation, operation, renewal, and exit—not just the initial price.
This is a practical structure to tailor, not a universal taxonomy mandated by NIST or CISA. NIST’s SP 800-161 Rev. 1 and CISA’s Vendor Supply Chain Risk Management (SCRM) Template offer guidance for adapting supply-chain-risk questions to the relationship. CISA describes its template as a non-prescriptive way to standardize vendor assessment questions, not as a required certification.

Define evidence and scoring anchors before reviewing bids
For every criterion, state what evidence reviewers should use and what a rating means. Evidence might include product documentation, contract language, test results, audit material, reference checks, architecture review, or a vendor response. Keep a record of the document name or evidence reference beside each score so another reviewer can understand its basis.

For example, describe what insufficient, partial, adequate, strong, and exceptional evidence or capability means for the specific criterion. Apply the same definitions to every bidder. A commercial MapTrack scorecard template is one example that recommends a calibrated 1-to-5 scale, evidence references, and moderation; that is template guidance, not an industry standard.
Also define how the team will treat missing evidence, conflicting claims, and criteria that do not apply. Do not silently turn an unanswered question into a positive score. CISA’s SMB Vendor SCRM guide and spreadsheet provide a voluntary starting point for security and supply-chain-risk questions; the spreadsheet allows yes, no, and partial responses.

Set weights and calculate scores consistently
Agree on the relative importance of criteria before seeing vendor results. Weighting after reviewing proposals can make the model appear to favor a preferred supplier. The weights should follow the purchase’s priorities: security and resilience may carry more weight for a critical service handling sensitive data, while integration or implementation may be more consequential for a tightly constrained deployment.
If weights are percentages totaling 100%, calculate each criterion’s weighted points as:
Weighted points = criterion rating × criterion weight

Sum those points for an overall comparison score. Make the calculation method, rounding, treatment of not-applicable criteria, and handling of missing evidence explicit. This is a transparent scorecard design choice, not a formula prescribed by NIST or CISA.

Have the relevant reviewers assess the same evidence using the same anchors. Depending on the purchase, that may include business, technical, security, privacy, procurement, legal, and operational stakeholders. Independent scoring helps reveal where people interpret evidence differently; the moderation meeting should resolve misunderstandings, discuss material score gaps, and document the reasoning behind final ratings.
Keep category scores visible alongside the total. A high functional-fit score should not obscure a serious security shortfall, weak evidence, or a failed gate. CISA’s standardized-question approach is intended to make vendor risk communication more consistent and actionable, but the organization still needs to interpret the answers in context.

Make and document the decision
Use the total as one comparison aid, then review the results that could change the decision. Record why the selected supplier meets the need and whether remaining risks are acceptable. A concise decision record should include:
- Gate results and any formally approved exceptions.
- Category scores, evidence references, and material differences between reviewers.
- Critical risks, planned mitigations, owners, and residual risk.
- Relevant contract protections and practical exit options.
- The rationale for accepting the remaining risk in light of organizational risk appetite and tolerance.
NIST SP 800-161 Rev. 1 advises weighing procurement decisions against enterprise risk appetite and tolerance and the mitigation strategy. A top-ranked score does not by itself establish that the supplier’s residual risk is acceptable.
Revisit the scorecard after selection
Keep the completed scorecard as a baseline for contract and supplier management. Reassess on a schedule appropriate to the supplier’s criticality and when a material change could affect the original evaluation—for example, a change to the service, ownership, subcontractors, data handling, or risk profile. NIST SP 1326 addresses due diligence for both new acquisitions and existing systems.
Use a starting template carefully
CISA’s SMB Vendor SCRM resource includes a guide and downloadable Excel spreadsheet. It can help structure the security and supply-chain-risk portion of an assessment, particularly for a small or medium-sized business. It is voluntary guidance, not a required certification, and it does not replace purchase-specific requirements or a complete commercial scorecard.
