The key difference is what the system can do after it receives a request. A help desk chatbot may answer or route a question; robotic process automation (RPA) follows explicit rules to complete repeatable steps; an autonomous IT agent can interpret a goal, choose among connected tools and workflows, and carry out multiple actions. These capabilities can coexist: a chatbot can front an agent, and an agent can hand predictable work to a workflow or RPA bot.

These are functional tendencies, not rigid product categories. ServiceNow describes virtual agents as conversational assistance and AI agents as digital workers that use tools and workflows; its glossary also defines RPA as software that emulates human actions in digital systems. Why a chat interface does not tell you whether it is an agent
“Chatbot” describes an interaction style, not necessarily the system’s full capability. One bot may retrieve an answer or create a handoff; another may use the same chat window to invoke an agent that reads a ticket, checks an account, and initiates an approved action. To distinguish them, inspect the connected tools, permissions, and ability to change systems of record—not the presence of a chat box.

How RPA differs from an agent
RPA follows specified steps
RPA is a strong fit when the input is structured, the rules are clear, and the process is stable—for example, transferring known fields through a routine administrative sequence. UiPath characterizes traditional RPA as suited to structured, rules-based tasks with clear instructions. An agent interprets and selects actions
An agent is useful when a request requires interpreting incomplete or unstructured context, choosing among available tools, and coordinating several steps toward a goal. ServiceNow’s Zurich glossary describes AI agents as autonomous digital workers using large language models, tools, and workflows; it describes an orchestrator as a specialized agent that plans and coordinates work across multiple agents. That flexibility does not make agents inherently safer, more accurate, or better for every task. Stable high-volume work can be easier to specify and verify with deterministic steps. Agent autonomy also depends on the access and boundaries its designers configure.
How to choose the right approach
- Input structure: Stable fields and known rules favor deterministic workflows or RPA. Ambiguous requests or unstructured information may call for an agent.
- Action scope: Determine whether the system answers, routes, reads records, or can change them. Check the APIs, connectors, and tools it can use and whether it can complete the request end to end.
- Variability: Stable steps are often straightforward to encode as rules; frequent exceptions or shifting context may benefit from an agent’s ability to interpret and select actions.
- Control: Use least-privilege access, define which actions require approval, and draw a clear boundary between autonomous resolution and human handoff.
- Failure handling: Test uncertainty, missing permissions, unavailable services, and unexpected states. Escalation should preserve the context already collected.
- Evaluation: Agree on service-level targets and track completion, accuracy, escalation quality, resolution time, and user satisfaction. Validate before deployment and regression-test changes.
Microsoft recommends defining what an agent can resolve alone versus what it should escalate, integrating relevant systems of record, and monitoring resolution, accuracy, and satisfaction against an SLA. A combined service-desk pattern
- Accept the request: A chatbot or virtual agent gives employees a familiar entry point and gathers the initial details.
- Interpret the goal: An agent handles ambiguity, checks relevant context, and selects the appropriate next action.
- Execute predictable work: A deterministic workflow or RPA bot performs stable provisioning or ticket steps.
- Pause for sensitive actions: Require a person’s approval where the change has meaningful security or business impact.
- Escalate exceptions: Hand off cases the system cannot safely resolve, along with the request details and actions already taken.
