Then use the manufacturer’s instructions to factory-reset a supported device, install firmware for its exact model and hardware revision, and set new non-default credentials before reconnecting your devices. A reboot alone is not a cleanup, and a reset without changing the default administrator password can leave the router exposed again.
Suspicious settings, connectivity problems, or overheating can be warning signs, but none proves a botnet infection by itself. The FBI describes these indicators in its May 7, 2025 alert about TheMoon malware and end-of-life routers.
What to do first if you suspect a botnet infection
- Use a trusted connection for sensitive activity. Avoid signing in to banking, email, or other sensitive accounts through a router you suspect is manipulating traffic. Use mobile data or another trusted network for account recovery.
- Disconnect the router’s WAN or internet connection if it is actively redirecting traffic or showing unauthorized changes. This limits its connection to the internet while you plan the next steps. The isolate-first sequence is a cautious approach, not a universal procedure specified by every agency.
- Record useful details before resetting, if practical. Note the router model, hardware revision, firmware version, unexplained changes, and approximate times. This can help the manufacturer or an incident responder assess the issue. A reset may erase settings that would otherwise help explain what happened.
- Do not treat a power cycle as removal. In its EdgeRouter advisory, the FBI says rebooting does not remove the malware of concern. An older FBI notice on VPNFilter described rebooting as a temporary disruption measure, not lasting remediation. See the February 27, 2024 EdgeRouter advisory and the May 25, 2018 VPNFilter notice.
Reset the router or replace it?
For a supported router, use the manufacturer’s current hardware factory-reset instructions for the exact model and hardware revision. Do not assume that holding a reset button for a particular number of seconds works across brands or models.
The FBI and DOJ remediation guidance for compromised EdgeRouters calls for a hardware factory reset, followed by firmware updates and credential changes. A reset is one step in that sequence, not a guarantee that every compromise has been removed. The DOJ’s February 6, 2025 release also warns that a reset without changing the default administrator password can restore default credentials and leave a router open to reinfection or similar compromise.

Replace the router with a supported device when the manufacturer no longer provides security updates. The FBI explains that end-of-life products stop receiving patches and software updates; a reset cannot restore that support. Before deciding, check whether security firmware exists for your precise hardware revision, whether remote management can be disabled or restricted, and whether you can follow the vendor’s reset and setup instructions. The FBI’s end-of-life router alert recommends replacement when possible.
Update firmware before normal use
- Find the router’s exact model and hardware revision on its label or in its administration interface, if accessible over a trusted local connection.
- Use the manufacturer’s official support channel to check for current firmware intended for that exact hardware. Do not install a file for a similar-looking model or a different revision.
- Follow the manufacturer’s update instructions. The advisories cited here recommend current firmware or available security patches but do not establish one offline update method that applies to every router.
- Do not use third-party firmware downloads unless you have deliberately chosen that route and understand its compatibility and support implications.
Reconfigure the router before reconnecting devices
After the reset and firmware update, configure security settings while ordinary household or office devices remain disconnected. Menu names and available controls vary by manufacturer, so consult the manual or current support pages for your model.

- Set a new administrator password. Use a strong, unique password that is not reused for email, banking, or other accounts. Do not leave the reset router on its default administrator credentials. The FBI recommends strong, unique passwords, and the DOJ explains why changing defaults after a reset matters.
- Disable internet-facing remote administration unless you need it. If remote access is necessary, restrict it using controls supported by the router. The FBI recommends disabling remote management; the DOJ also recommends firewall rules that prevent unwanted exposure of remote-management services.
- Disable services you do not use. Consider turning off UPnP and other unused services or ports if your router offers those controls and your network does not rely on them. FBI and partner guidance recommends disabling unused services and segmenting IoT devices where the network supports it. See the 2024 advisory on botnet operations using compromised routers and IoT devices.
- Secure Wi-Fi. Enable the strongest encryption mode supported by both the router and your devices. FTC small-business guidance says to ensure WPA2 or WPA3 is offered and enabled. Change the Wi-Fi password if you think it may have been exposed.
- Review settings you cannot explain. Check DNS servers, port forwarding, administrator accounts, and connected-device lists. An unexpected entry is a reason to investigate, not proof on its own that a botnet infected the router.
Reconnect the WAN and normal devices only after the router has current firmware and non-default credentials. If unexplained changes recur or the device remains suspect, contact the manufacturer or a qualified incident responder rather than repeatedly resetting it. This sequence combines official remediation recommendations with a cautious reconnection order; it is not a single model-independent procedure prescribed by every authority.
Protect accounts and respond to possible exposure
Some router campaigns have involved collection of information passing through a device. The FBI’s VPNFilter notice describes that risk, but it does not mean every suspected router compromise exposed account data. If you have a concrete reason to believe credentials or personal information were exposed, use a trusted connection to contact the affected account providers, regain control, change passwords, and enable alerts for suspicious logins or transactions.

For people in the United States, the FBI’s end-of-life router alert directs suspected victims to the Internet Crime Complaint Center (IC3) and suggests including incident and equipment details. Follow the alert’s instructions at fbi.gov.

Unexpected router settings, connectivity trouble, and overheating warrant attention, but they do not establish that a botnet is present. The cited official notices cover specific malware campaigns and security controls; they do not provide a general, current estimate of how many home routers are infected. Use symptoms as a reason to secure and assess the device, not as a diagnosis.
