Responsibility is usually shared, but the exact duties depend on your country and building. Your mobile operator is the right first contact for a coverage complaint; the owner or manager may need to approve access or space for equipment. Report the problem to both so they can identify what is preventing a fix.

Who should you contact first?

Contact your mobile operator and your building manager or landlord. The operator can investigate whether the problem is network-related, while the building representative can address access to shared areas and coordinate any work on the property. Either side may need the other to make an improvement possible.

  1. Report the issue to your mobile operator. Give the exact apartment or common-area location, your carrier, when the problem occurs, and whether calls, texts, or mobile data are affected. Ask for a coverage investigation and a reference number.
  2. Notify the building manager or landlord. Describe the affected locations and share the carrier’s case number. Ask whether other residents have reported the same problem and whether equipment access or installation has been discussed.
  3. Ask both parties what happens next. Clarify who will investigate, whether a building visit or equipment is being considered, and who is coordinating approvals.
  4. If the issue remains unresolved, check your local regulator’s complaint process. Coverage standards and escalation routes are set locally, so identify the rules for your country before treating a particular outcome as legally required.

What is each party responsible for?

Mobile operator

A carrier may have regulatory duties to meet coverage standards or investigate reported weak coverage. The applicable standard, if any, varies by jurisdiction; it does not follow that every operator must provide a strong signal in every room of every apartment.

Building owner, landlord, or manager

The building representative may control access to common areas, approve work, or coordinate space and pathways for network equipment. That role can be essential even where the operator is responsible for investigating or improving its service. The sources cited here do not establish a universal duty for landlords to pay for an indoor network system.

Resident or tenant

Residents can document where and when service fails, report it to the carrier and building management, and ask what investigation or deployment is underway. There is no universal rule in the cited material requiring tenants to buy equipment or fund a building-wide system.

Regulator

A telecom regulator may set service standards, handle complaints, or require operators to address shortcomings. Its powers and complaint procedures depend on the country.

Why can an apartment have poor reception?

Signal may be weak indoors even when service is available outside. Building construction and crowding can contribute to indoor coverage problems; Egypt’s telecom regulator identifies both as challenges in some buildings. If a dead zone affects multiple apartments or shared areas, resolving it may require infrastructure designed for the building rather than a change to one resident’s phone.

What do local rules show?

Singapore and Hong Kong illustrate how responsibilities can be allocated, but their rules are local examples, not worldwide requirements.

Singapore: operator standards and investigation

Singapore’s Infocomm Media Development Authority (IMDA) 4G Service Quality of Service standard, as described by the Ministry of Digital Development and Information in 2025, requires at least 99% outdoor coverage and at least 85% coverage within buildings. The ministry said operators must enhance gaps within six months if they fall short or receive feedback about weak coverage at specific locations. In a 5 April 2021 written parliamentary response, Singapore’s Ministry of Communications and Information said: “Where there are complaints of poor coverage in specific areas, IMDA requires the MNOs to investigate each complaint and make all reasonable efforts to improve coverage in a timely manner.” That describes Singapore’s framework. In 2025, the ministry reported that about half of the complaints received that year had been resolved by deploying more telecommunications equipment. It said operators were still addressing the remaining complaints and seeking approvals from agencies and building owners. Hong Kong: access in specified buildings

Hong Kong rules for specified buildings provide authorized mobile network operators access to reserved space and pathways to install and maintain facilities. Under those arrangements, operators are responsible for their own installation, operation, and maintenance. When might a building-level network solution be needed?

If multiple residents experience persistent indoor dead zones, the operator or building manager may need to consider infrastructure that serves more of the property. Options discussed in official sources include distributed antenna systems (DAS), small cells, and shared indoor infrastructure operated by a neutral host. Egypt’s regulator describes neutral hosts as providers that deploy, operate, and lease shared indoor wireless infrastructure to mobile operators. India’s property connectivity assessment framework lists DAS and small cells among in-building infrastructure considerations. Availability, approvals, ownership, and cost depend on the location and building; these examples do not establish that a landlord must fund a system or that a service is available everywhere. What should you establish before seeking a fix?

  • Local coverage rules: Is there a published indoor coverage standard, and does it apply to your carrier and building?
  • Complaint handling: Who receives the report, investigates it, and handles escalation?
  • Equipment responsibility: Who would own, operate, and maintain any installed system?
  • Building access: Who can approve access to common or reserved areas and installation pathways?
  • Costs: Who would pay for installation, power, and ongoing maintenance?
  • Building category: Does a special rule apply to this property?

Because the country and building category determine the applicable rules and available remedies, get those details before relying on legal advice or buying equipment.
