Evaluate AI agent platforms against the work your organization needs done—not just the models they offer. A sound selection process tests workflow fit, system access, permissions, governance, observability, interoperability, and workload-specific operating cost using the same representative tasks and evidence for every candidate.

Start with the workflow, not the platform

An enterprise agent platform is a workflow and control-plane decision as well as a model decision. It must support the steps an agent takes, the business systems and data it can reach, and the controls that govern those interactions. AWS enterprise architecture guidance describes layers for applications and agents, model access, secure tool execution, and agent-to-agent communication and orchestration, with security, observability, and discoverability spanning those layers. Microsoft and Google document related governance controls in their own platform contexts.

Before comparing products, choose one representative workflow or a small set that reflects the intended deployment. Define the task, expected inputs and outputs, permitted actions, required approvals, and what counts as a successful completion. Include ordinary cases as well as exceptions that expose risk: missing information, conflicting records, unavailable tools, or a request the agent should refuse or hand off. These definitions become the common test for each candidate.

Evaluate candidates against the same evidence

For each criterion, record the requirement, the evidence observed in the pilot, and any unresolved gap. The following 0–3 scale is a practical way to keep notes consistent; it is not a published industry benchmark.

  • 1 — Partial: It works only with significant constraints, manual workarounds, or unresolved risk.
  • 2 — Meets the pilot need: It works for the tested workflow, with documented boundaries or dependencies.
  • 3 — Strong fit: It meets the need and provides evidence that the organization can operate and govern it at the intended scope.

Keep the evidence beside the score. If multiple platforms pass minimum requirements, compare their separate strengths and trade-offs rather than hiding them in an unexplained single total. If you do calculate a weighted score, publish the weights and supporting evidence alongside it.

Workflow and orchestration fit

Check whether the platform can express the required sequence, branching, retries, state, handoffs, and approval points. For high-impact actions, determine whether critical logic can follow a deterministic path rather than relying on an agent to improvise. Microsoft’s build guidance describes orchestration trade-offs: sequential processing can make debugging and accountability simpler but increase latency; parallel processing can improve response time while demanding stronger coordination and error handling. Test the approach against your own workflow and failure cases.

System and data integration

Verify that the candidate can reach the specific records and perform the specific business actions the workflow requires, through supported connectors or APIs. In your environment, test permissions, data freshness, data boundaries, and behavior when a connection fails or returns incomplete information. Microsoft describes business-system connections and MCP extension on its Foundry product page; treat breadth and availability claims as vendor statements to validate for your configuration, region, and use case.

Identity and authorization

Trace identity and authorization at the moment an agent or tool accesses a system. Ask whether each agent and invocation can be identified, scoped to least privilege, audited, and revoked—and whether the organization can see which agent used which tool. Google’s governance documentation describes unique agent IDs, a registry of approved agents and tools, and Agent Gateway checks. Confirm the scope and enforcement of those controls in the deployment you intend to use.

Security, governance, and ownership

Assess how the platform supports sensitive-data handling, policy enforcement, prompt and content risk management, security monitoring, incident response, and lifecycle ownership. Determine who can approve an agent, change its tools or permissions, review its activity, and retire it. Microsoft recommends an enforceable baseline aligned with existing identity, data-governance, and security practices in its governance guidance. AWS frames security and observability as concerns that cut across the agent architecture, rather than as a single isolated feature.

Evaluation and observability

Require task-level tests that can be repeated, traces that show model and tool interactions, and records reviewers can use to understand failures. For workflows grounded in organizational material, test whether outputs are supported by the relevant evidence, not merely plausible. Microsoft describes tracing and built-in evaluators on its Foundry product page. NIST’s evaluation-probe project explores adversarial testing, evidence checks against a human-curated corpus, and machine-readable audit trails. NIST presents this as a research direction, not a universal evaluation standard already adopted across platforms.

Interoperability and portability

List the interfaces, data formats, protocols, model options, and migration paths your organization actually needs, then verify them through a working integration or documented implementation evidence. Protocol support and connector claims are requirements to test, not proof of portability. In February 2026, NIST announced an AI Agent Standards Initiative focused on standards, open protocols, security, and identity. That signals active standards work; it does not establish that a particular platform is portable today. NIST’s announcement cautions that without confidence in agent reliability and interoperability, the ecosystem may fragment.

Run a controlled pilot before choosing

A pilot should produce evidence about your workflow and your operating controls, not a polished demonstration of a vendor’s easiest scenario. Use the same task definitions, test cases, success criteria, and review process for every candidate.

  1. Select the workflow and define success. Specify the intended users, inputs, required outputs, allowed actions, unacceptable outcomes, and criteria for completion. Include realistic exceptions and cases requiring a refusal or human handoff.
  2. Set permissions before testing. Give the agent only the access needed for the pilot. Define which actions are read-only, which can change business records, and where an approval is required. Use controlled data and an approved environment consistent with organizational policy.
  3. Test normal and failure paths. Run the same representative tasks on each candidate. Include missing or contradictory information, tool errors, and requests outside the workflow’s scope. Check that errors are handled safely and that approval or handoff behavior works as intended.
  4. Capture traces and review outcomes. Inspect tool calls, relevant evidence, decisions, errors, and human interventions. NIST describes the aim of moving beyond “the AI said so” to understanding what the AI found, where it found it, and how evidence supports its conclusions. This is a project goal, not an adopted cross-industry standard.
  5. Record operational effort and unresolved gaps. Track integration work, configuration, evaluation, security review, human review, and ongoing operational tasks. Document missing controls or features rather than assuming they will be available in a later configuration.
  6. Make a decision against minimum requirements. Reject candidates that fail non-negotiable security, workflow, or governance needs. For those that pass, compare outcomes, integration effort, control coverage, deployment constraints, interoperability, operational burden, and estimated cost using the same workload assumptions.

What official platform documentation can—and cannot—tell you

Vendor documentation helps identify capabilities to test, but it is not a controlled comparison of platform quality. The examples below describe the emphasis in the cited official materials; they do not establish equivalent scope, availability, performance, or suitability across providers.

Confirm which controls apply to the intended deployment and demonstrate their scope and enforcement in your environment.

Product names, features, integrations, pricing, and geographic availability can change. Check current vendor terms during procurement; feature lists alone cannot establish comparative success rates, security outcomes, latency, or total cost. No controlled cross-vendor results for those measures are established by the cited materials.

Calculate operating cost for your workload

There is no comparable vendor-neutral total-cost figure established by the cited materials. Build your estimate from a shared workload model for every candidate, and distinguish cost per attempted task from cost per successful completion. Include the costs and effort surrounding model use, orchestration, integration, evaluation, security, human review, and ongoing platform operations. Use your organization’s expected task volume, exception rate, and review requirements; do not infer a general cost winner from product feature pages.
