Assess a smaller cloud provider against each workload’s security, reliability, technical, operational, contractual, and exit requirements—not its size alone. Before committing production systems, establish what each workload needs, verify the provider’s evidence against those needs, and rehearse migration, recovery, and exit plans.

Does a smaller provider automatically mean more risk?

No. Provider size by itself does not establish whether a service is secure, reliable, or suitable. The practical question is whether the provider can meet the requirements of a specific workload—and whether your organization can run, recover, and, if necessary, move that workload.

Set the assurance bar according to the impact of a data leak, corruption, or prolonged outage. The UK National Cyber Security Centre (NCSC) describes a range of assurance, from supplier claims to independently assured and tested evidence, and offers both full principles-based guidance and a lighter approach for smaller organizations or less sensitive use cases. Its advice is UK cybersecurity guidance, not a universal regulatory standard. The NCSC’s core principle is: “You should not be using a service operated by a provider you have good reason to distrust.” Read the NCSC’s guidance on choosing a cloud provider.

What should you establish about each workload first?

Do not compare providers against a generic list of features. Start with the production workload and the consequences of moving it. Microsoft’s workload-assessment guidance recommends documenting the current environment and its requirements before planning a migration; use that as a practical inventory framework, not as an independent comparison of providers.

Classify impact and set non-negotiable requirements

Record the business owner, criticality, data sensitivity, expected demand, availability needs, legal or regulatory obligations, and the consequences of degraded service. Specify the required service level and acceptable recovery point objective (RPO)—how much data loss is tolerable—and recovery time objective (RTO)—how long restoration may take. These targets affect backup, replication, and failover design.

Separate requirements that apply to every workload from those tied to a particular system, dataset, or jurisdiction. A hard residency, security, compatibility, or recovery requirement should be treated as a pass/fail condition, not traded away because a provider scores well elsewhere.

Build a verified technical baseline

Collect actual operating conditions, including CPU and memory use, disk I/O, network throughput, concurrency, response times, job throughput, storage, scaling behavior, and peak periods. Record operating systems, middleware, application and database versions, hardware needs, and software licences. Averages alone may conceal peak demand or batch windows that determine whether the destination can perform acceptably.

Inventory identities and service accounts, credential handling, encryption methods, firewall rules, access controls, and network topology. Map internal and external dependencies: APIs, queues, databases, SaaS services, identity systems, batch jobs, data pipelines, observability, and security controls. Validate automated discovery with application and operations owners; undocumented dependencies can break a migration sequence.

Microsoft’s workload assessment guidance covers compatibility, dependencies, configuration, licences, and requirements such as SLAs, RPO, and RTO.

What evidence should you request from the provider?

Ask for evidence that maps directly to the workload’s risks and requirements. A certificate or marketing statement is not, by itself, proof that the service configuration, operating practices, and contract meet your needs.

  • Operations and incident response: incident handling and notification processes, support escalation paths, maintenance and change controls, service-status history, and defined support coverage.
  • Continuity and recovery: backup and disaster-recovery arrangements, restore procedures, failover capabilities, and evidence that the proposed design can meet the workload’s RPO and RTO.
  • Data and supply chain: data-location and residency details, subcontractors, and any dependencies on other providers.

Check who is accountable for each control and what evidence supports the answer. If the candidate sells a service built on an underlying hosting platform, assess the contracted service’s own configuration as well as the underlying provider’s security features; the NCSC specifically highlights this layered arrangement.

Can the provider and your team operate the workload successfully?

Confirm technical compatibility and operational readiness before treating a successful demonstration or migration as proof of production fit. Test the system against representative peak demand and real dependencies, not only a basic launch scenario.

  • Verify operating-system, middleware, database, and hardware support, including application and independent software vendor (ISV) compatibility.
  • Check identity integration, network design, observability, security controls, backup and restore, scaling behavior, and maintenance windows.
  • Measure performance under peak loads and check whether the service can handle the workload’s expected growth and operating patterns.
  • Assign ownership for provisioning, patching, monitoring, incident response, backups, recovery, and escalation. Confirm your organization has the skills and staffing to carry out its responsibilities.

Microsoft’s assessment guidance calls for compatibility and dependency analysis, including validation of ISV software. AWS exit-planning guidance also identifies staffing and operating skills as considerations for a destination environment. These are planning resources from vendors, not neutral ratings of competing providers.

What should you check in the contract and the full cost?

Compare equivalent service scope and operating assumptions, not just the headline compute price. Estimate the cost to migrate, test, run both environments during transition, reconfigure integrations, and eventually leave. Include compute, storage, network, backup, support, managed services, taxes, licences, expected growth, and the staff time required to operate the service.

Review the contract and service terms for:

  • Minimum commitments, price-change rights, service-credit rules, and how support response times are defined.
  • Maintenance terms, breach notification, subcontracting, audit access, and applicable governing law.
  • Data-egress and extraction charges, termination and notice periods, transition support, and the provider’s obligations to return and delete data.
  • Whether exported data, metadata, logs, configuration, and records are available in usable formats, and whether integrations or service-specific features must be rebuilt.

For each cost or obligation, record the relevant contract clause or pricing basis rather than relying on verbal assurances. The Australian Government Architecture portability and exit checklist asks government agencies to consider migration and exit costs, transition terms, audit rights, and data-return obligations. Its policy context is Australian government; organizations elsewhere should verify their own legal and contractual requirements.

How do migration, rollback, and exit plans differ?

A migration plan gets a workload into the new environment; rollback provides a controlled response if cutover fails; an exit plan describes how to leave the provider later. They are related but not interchangeable. Microsoft’s migration-planning guidance covers sequencing, data migration, and rollback. AWS’s exit-strategy guidance recommends identifying and testing the assumptions behind an exit plan.

Plan Purpose What to define
Migration Move the workload to the target environment in a controlled sequence. Workload scope and dependencies, migration waves, data-transfer constraints, team readiness, test cases, owners, success criteria, and cutover steps.
Rollback Return to a safe operating state if a cutover does not meet its go/no-go conditions. Measurable decision criteria, decision-maker, rollback steps, communications, data-consistency approach, and a time limit for deciding whether to revert.
Provider exit Move off the provider if a defined trigger occurs or the relationship ends. Exit triggers, workload and data scope, destination environment, technical and staffing needs, contractual steps, residency concerns, assumptions, owners, and a test schedule.

Rehearse before production cutover

Group related components deliberately so dependencies move in a workable order. Test functionality, performance, security, restore, and recovery; document success criteria and go/no-go authority; and define the cutover, communications, and rollback procedure before the production change. Account for data-transfer constraints and the organization’s readiness to operate the target.

For the longer-term exit, identify the destination and resources needed, contractual notice and transition obligations, data-return approach, and any residency constraints. Test the plan and challenge its assumptions, for example through a tabletop exercise or gameday. AWS’s exit-strategy guidance discusses scope, triggers, destination, resources, contractual issues, and testing.

How should you compare two or more candidate providers?

Apply the same workload profile and evidence standard to every candidate. Use the following dimensions as a comparison worksheet; record evidence and unresolved gaps rather than assigning weight based on provider size.

Security and assurance Evidence quality, responsibility boundaries, incident handling, identity controls, vulnerability management, and audit rights.
Resilience Availability commitments, support coverage, restore and failover capability, fit with RPO/RTO, maintenance, and incident communications.
Technical fit Compatibility, peak-load performance, scaling, network and dependency support, observability, and operational tooling.
Compliance and data governance Eligible services and regions, data location and processing, subcontractors, auditability, deletion and retention, and applicable obligations.
Portability and exit Exportable data and metadata, usable formats, APIs, egress and offboarding costs, transition rights, destination, and tested assumptions.
Total cost and risk Service and labour costs, licences, migration and dual-running expense, support, financial and operational sustainability, and concentration risk.
Customer operating fit Required skills and staffing, escalation access, documentation, and your organization’s ability to maintain and recover the environment.

What changes for a regulated financial firm?

Financial firms should assess the applicable jurisdiction’s rules and the criticality of the outsourced function rather than assume one checklist applies everywhere. ESMA’s 2025 report discusses due-diligence considerations including provider resources and reputation, security, support, continuity, interoperability, portability, location and subcontracting risks, and concentration. Its relevance depends on the entity, activity, and regulatory setting; confirm the applicable requirements with legal and compliance owners. When is the move a reasonable decision?

Decide workload by workload. A smaller provider may be a fit when it supplies evidence and contractual commitments that meet the workload’s requirements, and your organization has a credible operating, recovery, and exit plan. Keep a workload where a hard requirement—such as security, residency, compliance, continuity, compatibility, or exit capability—cannot be satisfied. The cited guidance provides no universal size threshold or comparative evidence that provider size predicts service quality.
