Use several controls rather than relying on a single token limit: application-side budgets to govern individual agents or customers, provider alerts to give operators warning, and provider hard spend limits as a financial backstop. These controls cannot guarantee uninterrupted service: a hard cap may reject or block work, and provider enforcement can lag behind recorded usage. Design for that failure mode with isolated workloads, bounded retries, monitoring, and a clear recovery path.
Start by separating token usage from spending
Tokens measure model input and output; provider spend limits are generally monetary controls. Cost can vary with the model and workload, including context and generated output, so a token count alone is not a reliable substitute for a budget. Track both token use and estimated cost, then reconcile application estimates against provider usage and billing data.
Also distinguish a warning from a cap. An alert tells someone that usage has crossed a threshold; it does not enforce a budget. A hard spend limit can stop or reject requests. OpenAI explicitly warns that “Hard spend limits can interrupt production traffic.” OpenAI’s spend-limit documentation describes this behavior.
Choose a control scope that contains the blast radius
A limit protects only the work covered by its scope. An organization-wide limit can affect many projects; a project or service limit contains usage more narrowly; an application budget can distinguish individual agents or customers. Before configuring a provider control, identify which workflows share that billing or usage scope.

Provider features and eligibility can change. For example, Anthropic’s member spend-limit API is specific to Claude Enterprise with usage credits enabled, while Google’s spend cap applies only to an eligible service within its project scope. Do not assume that a provider-level limit creates a separate budget for every agent.
Use application budgets for per-agent or per-customer control
If the provider does not expose the scope you need, enforce it around model calls in your application. This is the practical way to set a distinct budget for each agent or customer while retaining a provider limit as a broader backstop.

- Attribute each call. Attach a stable workload identifier—such as project, agent, tenant, or customer—to each model request before it is sent.
- Track usage and estimated cost. Maintain counters for tokens and cost at the same scope as the budget. Reconcile estimates with provider usage reports, since application estimates and provider records may not update at the same time.
- Set a soft threshold below the hard backstop. At the application threshold, alert an operator, pause nonessential work, or route the task for review. Set the threshold low enough to leave time to act; there is no universally safe amount because cost depends on the model, workload, context, output, and account configuration.
- Define what happens at the application cap. Stop new work, defer it, or request approval rather than silently continuing. If a task is urgent, give an authorized operator a way to review usage and approve a temporary increase.
- Limit execution paths that multiply usage. Set bounds on tool loops, model-call counts, retry counts, and total execution time. Require operator review when repeated tool failures would otherwise keep an agent running.
- Assign ownership for recovery. Specify who reviews a limit event, which usage evidence they inspect, when a cap may be raised, and when any temporary change must be rolled back.
For a team without application-level accounting, separate workloads into provider projects or billing scopes where practical. That can reduce the number of unrelated workflows affected by a project-level cap, but it does not create per-agent enforcement inside a shared project.
Keep rate-limit recovery separate from spend-limit recovery
A rate limit controls how quickly requests or tokens can be used; a spend limit controls expenditure. A temporary request- or token-rate limit may call for a bounded retry. A reached spend cap, exhausted credits, or an approved usage limit calls for the relevant billing or administrator action—not repeated retries.

For OpenAI rate-limit errors, check Retry-After and wait at least that long when the value is valid. If it is missing or invalid, use exponential backoff with jitter. Set both a maximum retry count and a maximum total retry time. OpenAI’s official SDKs already retry eligible rate-limit errors and honor Retry-After, so account for those retries before adding another retry loop. Unsuccessful requests can contribute to per-minute limits, and repeatedly resending the same request can prolong the problem. See OpenAI’s rate-limit troubleshooting guidance.
- Rate-limit error: classify the error, respect the reset information when available, then retry only within configured bounds.
- Spend-limit error: stop retries and route the event to the owner who can review usage or change the cap. OpenAI documents spend-limit errors separately from rate limits.
- Unclear or repeated failure: stop the agent’s loop and surface the request and error details for review rather than consuming more calls blindly.
Anthropic’s rate-limit response headers can report the limit, remaining capacity, and reset timing for the most restrictive limit currently applying, including workspace limits where applicable. Use those live values rather than assuming every account or model has the same allowance. See Anthropic’s rate-limit documentation.

Operate the controls without assuming work will never pause
Place alerts early enough for a person or automated policy to respond before a hard cap is reached. Treat them as warnings, not as enforcement. Keep provider hard limits for financial containment, and choose the narrowest practical project or service scope so one workload is less likely to consume the allowance needed by unrelated work.
Monitor application counters and provider usage reports together. Provider enforcement and reporting can have timing differences; OpenAI documents that recorded spend may slightly exceed its configured hard limit because enforcement is not immediate. For Google Cloud’s documented Gemini API spend cap, crossing the cap blocks the project’s usage across platforms. In both cases, a budget control is a safeguard, not a promise that an agent’s workflow will continue uninterrupted.
