Use a provider calculator or migration assessment to model that design, check its assumptions and exclusions, and validate the result with a test deployment or measured workload. The output is a planning estimate—not a guaranteed invoice.
Start with the workload, not the current bill
A monthly invoice total tells you what you paid, but not which resources drove the cost, how they were used, or what the target design will need. Before entering numbers in a calculator, define the scope of the estimate and gather evidence about the SaaS workload.
Define the migration being priced
- Identify which application components are moving: for example, web and application tiers, databases, queues, caches, object storage, and supporting services.
- Specify the current environment and the destination provider and region.
- State whether the plan is to rehost existing components, replatform them, or redesign the architecture. The approach affects which target services and pricing models are relevant; Microsoft’s Azure migration guidance distinguishes among these strategies.
- Set the comparison period and operating profile, including expected uptime, availability needs, retention, and any pricing commitments or discounts you intend to assume.
Collect usage and performance evidence
Use available bills and usage history alongside workload discovery and performance measurements. Gather CPU and memory use, disk I/O, latency, network throughput, traffic patterns, and storage growth where relevant. Azure Migrate assessments can use CPU, memory, disk I/O, latency, and network throughput to assess and size workloads. Google Cloud Migration Center’s Quick TCO Estimator accepts manually entered infrastructure totals or RVTools exports.
Do not treat infrastructure totals or invoice amounts as a complete workload description. A SaaS application’s traffic patterns, database requirements, and performance targets affect the services and tiers that need to be priced.

Build a target architecture and cost inventory
Translate each workload component into a proposed destination service and tier. Select sizes based on requirements and measured performance rather than assuming that the current server shape transfers unchanged. Microsoft cautions that service tiers can differ in performance, scaling, availability, and features.
Include the full service footprint
- Compute: application and worker instances, their sizes, and expected running hours.
- Databases and data services: database services, queues, caches, and any other managed components in the design.
- Storage: capacity, storage tier, growth, and applicable operations or I/O.
- Networking: expected inbound and outbound traffic, inter-service transfer, and CDN outbound transfer where used.
- Resilience and operations: backup and retention, security, management, monitoring, and support services required by the design.
- People and process: operational skills, training, and process changes the new environment requires. These may not appear as cloud-service line items, but can matter to the migration’s overall cost.
Some calculator estimates omit meaningful categories. AWS says its Modernization Calculator for Microsoft workloads excludes data-transfer charges and additional service configurations from its monthly estimate. Azure business-case calculations describe management-service and backup-related costs. Check the chosen tool’s scope rather than assuming that a headline total covers every item above.

Use provider tools for the questions they can answer
Calculators are useful for pricing a defined design; migration assessments can help discover workloads, assess readiness, or develop a business case. Their inputs and coverage differ, so a fast infrastructure estimate may not represent a complete SaaS design.

For a detailed estimate, use the provider’s pricing calculator to price the proposed services and configuration. Use an assessment tool when workload discovery, readiness, or a migration business case is part of the question. AWS also lists third-party migration business-case tools, including Cloudamize, CloudHealth by VMware, and Flexera; their mention does not establish equivalent scope or endorsement.

Enter usage, geography, and service assumptions carefully
In the calculator, match the design’s target region, service tiers, expected uptime, quantities, storage volumes, and data transfer. Use the same workload profile when comparing providers or architecture options. A mismatch in traffic, availability, retention, or service level can make the resulting totals incomparable.
Check how the tool interprets monthly hours and operating time. Azure Migrate documentation describes monthly VM cost calculations using a 744-hour uptime assumption. That is a calculator convention to verify against the intended operating profile, not a general statistic about cloud costs. Inspect pricing settings as well as quantities, including any discounts or commitments used in the estimate.

Compare scenarios on the same basis
For a useful comparison, hold the workload and requirements constant while changing the provider or architecture choice. Record the assumptions next to each result so a lower total cannot hide a difference in coverage.
- Workload size, traffic and usage profile, region rationale, and uptime.
- Availability and performance requirements, service tier, and database and storage design.
- Included data transfer, backup and retention, security, monitoring, management, and support.
- Pricing commitments or discounts, estimate period, and any excluded services or configurations.
- Input data used by the assessment, line-item transparency, and whether the tool can represent all relevant SaaS components.
Compare both monthly and annual run rates when the tools and assumptions support them. Keep estimate exclusions visible rather than silently treating an incomplete total as the cost of the whole target environment.

Validate the estimate and revise it as the workload changes
Calculator outputs are hypotheses based on inputs and pricing assumptions. Where feasible, deploy a representative test environment or proof of concept, measure usage, and update the model. AWS cloud financial management guidance recommends small-scale proof-of-concept work and distributed load tests when forecasting usage-based workloads.
- Test the important assumptions. Measure performance and resource use under representative load, including relevant peak patterns.
- Compare actual usage with the model. Investigate mismatches in sizing, uptime, storage growth, data movement, or omitted services.
- Update the estimate when conditions change. Revisit it when traffic, architecture, service settings, or actual cost diverges from the modeled profile.
Azure Migrate documentation explicitly characterizes its assessments as point-in-time snapshots of data. Treat assessment results accordingly and refresh the inputs when the workload or intended design changes.
