For a new Google Ads Demand Gen campaign, you can choose a campaign total budget to cap the amount billed across the campaign’s scheduled flight. It is a cap on the overall campaign spend—not a maximum for each day. Google’s documentation does not identify “demand-led budgeting” as a setting name; the relevant documented option is Demand Gen’s campaign total budget.
Which budget setting puts a ceiling on total spend?
Choose campaign total budget when you know the amount you want to spend across a defined campaign period. Set the total and the campaign’s start and end dates. Google says Demand Gen uses standard pacing to try to distribute that amount over the flight, and that it will not bill more than the total entered. Google’s Campaign total budgets help page states: “No, an advertiser may be billed only up to the amount they entered for the campaign.”
This protects the planned total, but it does not guarantee an equal daily spend. Total-budget campaigns do not have a daily budget limit: after spending less than planned on earlier days, a campaign may spend more than twice its equivalent daily average on a later day while still aiming to stay within the total.

How to choose the right option for Demand Gen
- Choose a total budget if your priority is keeping the campaign’s billed spend within a known amount for the whole flight and you can set its dates.
- Choose an average daily budget if you want to manage spending around a daily average and accept that delivery can fluctuate by day, subject to Google’s stated daily and monthly limits for most campaigns.
- Check for an account-level daily spending limit if you need to understand all applicable constraints. When Google applies one, it overrides campaign-level budgets; ads stop when the account limit is reached and automatically resume the following day.
Google may apply an account-level daily spending limit to new or recently changed accounts. If one is active, it can constrain delivery even when a campaign has budget remaining. Google explains this in About your account spending limit.
What to know before creating a total-budget campaign
- Set the flight dates. Demand Gen total budgets require both a start and end date; dates are optional when using a daily budget.
- Choose the budget type at creation. Google’s general total-budget guidance says the option is available only for new campaigns and that the budget type cannot be changed after campaign creation.
- Respect the supported duration. Google’s help says Demand Gen total-budget flights can run for up to one year and recommends a minimum duration of seven days.
- Confirm bidding availability in your account. The Demand Gen setup page lists Maximize conversion value, Target ROAS, Maximize Conversions, Target CPA, and Maximize Clicks. Google’s separate total-budget guidance also lists Manual CPC for Demand Gen, so the documented lists differ in scope. Check the current campaign UI for the strategies available to your account.

What happens if you adjust the budget during the flight?
Google says automated rules can adjust campaigns using either a daily or total budget. If you change a total budget during the flight, Google calculates overdelivery credits against the original budget for the delivery that occurred under it, then against the new budget going forward.
