But the claim that every exchange will have to adopt them is a forecast—not an established industry requirement—and the exact “every single exchange” wording is not verified in the sources available.
What does public blockchain infrastructure mean for an exchange?
A public blockchain is a shared transaction ledger that people can inspect and, depending on the network and application, use without obtaining permission from a central operator. In this debate, the idea is that some exchange functions—such as recording or settling trading activity—could run on that infrastructure rather than solely on proprietary systems.
Hyperliquid Policy Center (HPC) describes Hyperliquid as a public, permissionless blockchain and decentralized exchange designed for trading. “Permissionless” describes access to the network; it does not by itself establish that every product or user has regulatory permission to participate. HPC’s materials present the organization’s own account of the platform and its policy aims.
Why does Chervinsky see a competitive case?
HPC argues that public transaction records can make orders and other activity visible and independently verifiable. It also presents continuous markets as a way to support ongoing price discovery. These are the policy center’s arguments, not independent findings proving that public-chain markets consistently outperform conventional exchanges.

In its February 18, 2026 launch announcement, Chervinsky said: “Financial markets are migrating onto public blockchains because they offer efficiency, transparency, and resilience that legacy systems cannot match.” That is his statement of HPC’s position, rather than a demonstrated comparison establishing that every legacy system is less efficient, transparent or resilient.
How do perpetual futures fit into the argument?
Perpetual futures, or “perpetuals,” are derivatives without a fixed expiration date. HPC explains that periodic funding payments help keep a perpetual contract’s price anchored to the referenced spot asset. The contract’s lack of an expiry can make it suitable for continuous trading, but does not make it equivalent to owning the underlying asset.

A September 17, 2026 interview description frames the conversation around Hyperliquid as possible infrastructure for exchanges, perpetual futures expanding beyond crypto, 24/7 price discovery, oil markets and the conditions for regulated U.S. markets. It also notes that not every market necessarily needs to trade around the clock. The description indicates the range of topics, but it does not verify the headline’s exact “every single exchange” wording. The interview listing should be consulted for the recording and its precise context.
HPC reported more than $6.5 trillion in notional volume for perpetuals protocols in 2025, citing CoinGecko, in an article published April 22, 2026. This is a figure reported by HPC and attributed there to CoinGecko; it is not, in the cited material, a primary CoinGecko report. Notional volume also measures the face value of trading activity, not the amount of cash invested or a guarantee of liquidity.

What would exchanges need to weigh?
Whether public blockchain infrastructure is useful depends on the market, its users and the rules it must follow. These are analytical dimensions for evaluating the proposal, not outcomes that the sources establish across exchanges.

Does the evidence show every exchange must adopt it?
No. The available sources support that Chervinsky and HPC advocate public blockchain infrastructure and that the interview discussed its potential uses. They do not establish a universal competitive requirement, provide a neutral comparison across exchanges, or independently verify the headline’s “every single exchange” phrase as a direct quote. The prediction should therefore be read as an argument about where market infrastructure could go, not a settled fact.

Regulatory treatment, U.S. access and product availability depend on the specific service and jurisdiction. HPC’s policy materials express the organization’s view; they are not jurisdiction-by-jurisdiction legal guidance. Exchanges considering the model would need to evaluate those questions alongside technology and market structure.
