Keep a dated record, save the original calls and messages, and report threats promptly. You do not need a complete evidence file before contacting police. Your carrier may offer blocking or other options; police handle safety concerns and possible offenses, while a regulator complaint may inform enforcement without resolving your individual case. The right reporting route depends on where you live.
Start with safety, not paperwork
If you are in immediate danger or have received a serious threat, use your local emergency route. Do not delay a police report while trying to build a perfect record. Police.uk says, “You don’t need to collect ‘evidence’ before you report stalking or harassment to us.” Report what happened and share whatever information you already have.
If there is no immediate emergency, contact local police through the non-emergency or online route available in your area. Whether conduct meets the legal definition of harassment or another offense depends on local law and the circumstances.
Make a useful incident log
Write down each incident as soon as practicable. A concise, consistent record can help show a pattern and make it easier to explain what has happened.

- Date and time: Include the time zone if relevant, especially if you travel or the events span locations.
- Type of contact: Note whether it was a call, voicemail, text, or another form of contact.
- Number or sender: Record the displayed number, account, or sender details, even if you do not recognize them.
- What happened: Summarize the interaction; preserve exact wording when it matters, such as a threat.
- Witnesses and context: Note anyone who heard or saw the incident and related events that may help explain it.
Include indirect contact when it is relevant. Department of Justice Canada guidance for police investigating criminal harassment recommends logging contact with its date, time, nature, and a summary. Police.uk likewise advises recording incidents promptly and noting witnesses.
A notebook is one option, not a requirement. Use a secure digital or paper record only if it is safe in your circumstances.
Preserve messages, voicemails, and phone records
Keep the original texts, voicemails, and other messages where possible, along with the displayed phone numbers and relevant call records. Avoid editing the original content. If you make a separate summary or screenshot for easier reference, keep the original too.

Provider records may not be retained indefinitely. Department of Justice Canada guidance notes that retention periods for phone and text records can be limited, so records may need to be requested promptly. Availability, retention, and disclosure rules vary by provider and jurisdiction; do not assume your carrier will keep or release a particular record.

In the UK, Home Office statutory guidance for police advises victims to keep stored messages and telephone numbers, and to consult the investigating officer before tampering with or disposing of a mobile phone or SIM. That is UK guidance, not a universal rule. If police are investigating, ask the officer how to preserve and provide material before changing devices or accounts.
Keep records in a way that does not increase risk
Evidence can be useful, but a person causing harm might discover a log or stored messages. UK Home Office guidance on coercive control tells agencies to consider this risk and help victims find safe ways to keep records. Think about who can access your phone, accounts, backups, or paper belongings. A secure account or a trusted person may help only if that choice is safe for you. Do not put yourself at risk to collect or store evidence.

Ask your carrier what it can do
Contact your provider through its official customer-support channel. Give the dates, times, displayed numbers, and relevant message or voicemail details. Explain whether the contact is repeated or threatening, then ask what options are available for your account and location.
- Can the provider block calls or messages from the number or sender?
- Does it have a way to report abusive contact or request preservation of relevant records?
- Are any tracing or investigation options available, and what information or steps do they require?
Features and procedures vary. Do not assume a carrier can identify an anonymous caller or trace every call. Caller ID can be spoofed, according to the US Federal Trade Commission, so a displayed number may not establish who actually contacted you. The FTC also advises consumers to ask their carrier about call and message blocking.
For anonymous calls in the UK, the Ask the Police FAQ describes contacting the telephone company; it may be able to place a trace and may ask you to keep a diary. This is a UK-specific example, not a guarantee that every provider offers tracing.

Choose the reporting route by purpose

These routes can serve different purposes; contacting a carrier or regulator does not replace an emergency call or police report when you are in danger.
United States: FCC and FTC complaints
For unwanted calls or texts in the US, you can submit a complaint to the FCC as an additional step. The FCC says it does not resolve individual unwanted-call or text complaints; it uses complaints to inform policy and as a basis for potential enforcement against rule violations. Do not treat an FCC complaint as a substitute for contacting police about threats or immediate danger.
If the contact appears to be a scam, the FTC recommends reporting suspected scams to it. Scam reporting serves a different purpose from seeking help with harassment or a threat.

United Kingdom: police and provider routes
Police.uk identifies immediate danger to life or a threat of violence as emergency situations. For other cases, use the local police non-emergency or online reporting route. Its guidance says not to wait to gather evidence before reporting stalking or harassment. The UK examples of carrier tracing and preserving a phone or SIM depend on the cited UK guidance and should not be assumed to apply elsewhere.
Canada and other locations
Department of Justice Canada guidance for police supports keeping an incident log and preserving messages and phone records, while warning that provider retention periods may be limited. Reporting channels and legal definitions differ by location. Contact local police for safety concerns and ask your carrier about its procedures; check your local regulator’s complaint guidance if you want to report a broader communications issue.
What to have ready when you report
You can report even if some details are missing. If readily available, share your incident log, original messages or voicemails, displayed numbers, relevant records, and witness details. Explain what you want help with—safety, stopping contact, preserving information, or reporting a scam—so the carrier or authority can direct you to the appropriate process.
