For a smooth rollout, assign devices to the chosen MDM service before activation, set enrollment and setup policies, and test the deployment before handing iPads to students.
Apple School Manager vs. MDM: what each one does
Think of ASM as the school’s enrollment and licensing control point, and MDM as the operational service that manages each iPad. ASM links eligible organization devices to the school’s chosen management service and supports volume app and book purchases. MDM sends device configurations, restrictions, enrollment behavior, and managed content to iPads. Apple’s overview of Apple School Manager and its setup guidance describe these complementary roles.
ASM does not, by itself, configure every iPad setting. Nor should a school assume that any iPad it buys will automatically appear in its ASM account. Automated enrollment depends on the device’s eligibility and acquisition channel, and the device must be assigned to the school’s selected MDM service.
Set up a school iPad deployment in the right order
- Choose a compatible MDM service. Confirm that it supports the enrollment and classroom management features the school needs. ASM links to this service; it is not a replacement for it.
- Set up Apple School Manager. Establish the organization’s ASM environment and connect eligible device purchase channels. Apple documents adding eligible organization purchases through Apple or participating resellers and carriers; some devices can also be added manually using Apple Configurator. Check Apple’s Apple School Manager setup guide for the applicable process.
- Assign devices to the MDM service. Make the assignment in ASM before activation so the selected service can configure enrollment. A device that is not assigned should not be expected to follow the school’s intended automated setup.
- Choose enrollment and Setup Assistant policies. Decide whether enrollment is required, whether users must authenticate, and whether the supervised device’s MDM profile should be nonremovable. Configure which Setup Assistant panes to skip, where useful.
- Acquire and assign apps and books. Use ASM for volume licensing and MDM for distribution. Decide whether apps should be assigned to devices or users, and plan separately for books, which have different rules.
- Test before handout. Verify activation, enrollment, restrictions, Wi-Fi access, and the availability of first-day content on a small number of devices. Then prepare infrastructure and staff for the wider deployment.
Choose between one-to-one and shared iPads
The main distinction is whether each student or staff member has an assigned iPad, or whether several people use the same devices. Apple treats these as separate deployment scenarios; the right choice depends on how the school organizes access, support, and classroom use rather than on a universal rule. What Shared iPad requires
Apple requires each iPad used with Shared iPad to be supervised in ASM. After Shared iPad is enabled through MDM, the device switches to the shared environment after its next activation and MDM enrollment. To remove a device from Shared iPad, erase and reactivate it. These are important lifecycle considerations when choosing a shared model; consult Apple’s device enrollment configuration guidance.
Control enrollment and the first-run experience
Enrollment settings determine how firmly management remains attached to a school device. Organizations can require MDM enrollment, and MDM can request a username and password during Setup Assistant. For supervised devices, the enrollment profile can be configured as nonremovable. These are distinct choices: requiring enrollment governs whether the user must enroll, authentication associates a person with enrollment, and a nonremovable profile prevents removal of management from a supervised device.

MDM can suppress selected Setup Assistant panes to make a deployment quicker. ASM cannot skip the first three iPad panes: language, country or region, and Wi-Fi selection. When a pane is skipped, the related feature uses its default setting; skipping the pane does not itself permanently prohibit later use of that feature. Review Apple’s enrollment configuration options before settling on a setup flow.
Assign apps and books with their different rules in mind
ASM and MDM work together for volume content: the school purchases licenses, assigns them to devices or users where supported, and MDM installs or updates managed content wirelessly. App distribution can work even when the App Store is disabled. Apple recommends device assignment for apps when practical because it avoids an invitation step and does not require an account on the device.

- Apps: App licenses can be revoked and reassigned. However, in-app purchases are incompatible with apps assigned to a device. Apps assigned through MDM may be removed if a user unenrolls the device.
- Books: Books cannot be assigned to devices. Book licenses purchased through ASM cannot be revoked and reassigned, unlike app licenses.
For a large rollout, stage only the apps students need on the first day, then make additional apps available over time. Apple advises this approach to reduce the risk of saturating network bandwidth during initial deployment. The full rules are in Apple’s app and book purchasing guidance.

A successful school rollout includes network readiness, staff preparation, classroom needs, and support after handout—not just enrollment configuration. Apple frames education deployment as a planned sequence: define the project and its success criteria, prepare the environment, enable IT and faculty, deploy devices and content, and support teaching and learning tools. Its deployment guide focuses on K–12 and higher education in the United States, and Apple notes that not every feature or service is available in every region. - Check that Wi-Fi and network capacity can support activation, enrollment, and app delivery.
- Prepare IT staff and faculty for the selected device model and the support responsibilities it creates.
- Decide how devices and content will be handled at the end of a term or school year.
- Review applicable privacy and regional requirements before choosing identity, enrollment, or classroom workflows.
ASM also supports connections to student information systems through direct integration or SFTP, and integration with identity providers. The exact setup depends on the systems and features available to the organization, so use Apple’s current documentation for the specific integration rather than assuming a single workflow applies everywhere.
