On 6 October 2026, the Bank of Russia said five digital depositories and four organizations that exchange digital currencies had entered its registers under Russia’s new digital-currency law. Interfax identified the organizations, including Sberbank and VTB. Registration clears a regulatory milestone; it does not confirm that each organization has opened a service for customers.
Which organizations were registered?
Interfax reported that the five digital-depository registrants are Sberbank, VTB, JSC Voltari, LLC Cloud Infrastructure, and Atomyze. The four organizations in the digital-currency exchange register are VTB, LLC Zefir, LLC Sistema Crypto, and T-Invest Lab. VTB appears in both lists. The Bank of Russia’s announcement confirmed the totals and the categories’ functions; Interfax supplied the names.
The admissions used transitional provisions of the law “On Digital Currencies and Digital Rights,” which took effect on 1 September 2026. The Bank of Russia said participants must follow rules for conducting and recording transactions and operations from registration, and have until 1 September 2027 to bring their operations into compliance with the law. What can a depository do, and how is that different from an exchanger?
The two registers cover different functions. The Bank of Russia describes the registered categories as follows:

Does registration mean customers can trade now?
No. The 6 October announcement confirms admission to the registers, not that all nine organizations have launched customer services. Interfax reported VTB’s expectations that access for a wider range of investors through VTB My Investments could open in November 2026, with access directly through the bank’s crypto exchange expected in December. The registration procedure covers digital depositories, cryptocurrency exchanges, and operators of information systems that issue digital financial rights. The Bank of Russia said the regulations governing the procedure were registered with the Ministry of Justice and took effect on 5 October 2026. What investor-access rules did the Bank of Russia describe?
In a 21 July 2026 overview, the Bank of Russia said non-qualified investors would be able to buy the most liquid cryptocurrencies after passing a test, subject to a ₽300,000 annual limit through one intermediary. Qualified investors would also have to pass the test, but the overview described no amount limit for them. The overview followed the law’s adoption in second and third readings and described the framework before the law took effect; it should not be read as resolving every implementation detail. What is known about capital requirements?
On 27 July 2026, the Bank of Russia published draft regulations for assessment that proposed minimum equity of ₽50 million to ₽250 million for digital depositories, depending on planned activities such as open-ledger work or post-trade settlement. Because the regulator identified these as drafts at that time, that range should not be treated as a confirmed final requirement. Bank of Russia: draft infrastructure regulations, 27 July 2026.

Not by itself. The EU’s consolidated Council Decision 2014/512/CFSP, dated 27 June 2026, includes a prohibition on transactions with entities established in Russia that provide crypto-asset services or platforms enabling crypto-asset exchange or transfer, with stated exceptions and derogations. This is a separate jurisdictional constraint: Russian registration does not override it or establish that a service is available to EU persons. The effect depends on the parties and transaction.
