Report the exact page or file to the website owner and the provider responsible for hosting it; if the material appears in search results, file a separate request with that search engine. Choose the route based on what was exposed: copyright infringement, personal information, non-consensual intimate imagery, and technical or domain abuse are different kinds of complaints. No report guarantees removal everywhere.
Start by identifying what kind of content was published
The correct complaint depends on the problem. A copyright notice concerns a work you own or are authorized to represent. A personal-information request concerns eligible information about a person, while intimate imagery and child-safety concerns require special care. A domain or DNS abuse report is not a general route for removing copyrighted material.
- Copied work: use the applicable copyright process, such as a U.S. DMCA notice when the claim and provider fall within that framework.
- Personal information: use the relevant platform policy or legal process. Do not treat someone else’s exposed information as your copyright claim.
- Intimate imagery or child-safety concern: follow the dedicated reporting and safety route rather than attaching sensitive material to a general complaint.
- DNS abuse: contact the registrar or registry only when the issue fits DNS abuse within its remit.
Preserve the details before you report
Record the URL of every specific page, image, or file at issue, not just the site homepage. Also identify the original work’s location, or describe the personal information exposed, and explain what on each reported page is problematic. Keep a dated copy of relevant evidence when doing so is safe and lawful, but avoid circulating sensitive material more widely than necessary.
Use the exact URLs in each form. Google’s legal reporting guidance asks for specific content locations and an explanation of the issue; a homepage-only report does not identify the material for review. Google’s legal reporting guidance also says to submit separate notices for each relevant Google product where the content appears.

Report the source copy to the site and its responsible provider
First look for the site’s contact, legal, or copyright page. If the content is served by a hosting provider, use that provider’s complaint process as well. For U.S. copyright claims, Section 512 provides a framework in which covered hosting and search/linking providers maintain designated DMCA agents and respond expeditiously to valid notices as part of the safe-harbor regime. It does not promise immediate removal or removal from every location. See the U.S. Copyright Office’s Section 512 resources.
A copyright complaint should be accurate and specific. Cloudflare’s published DMCA guidance lists these core details:
- Your signature, or that of an authorized representative.
- Identification of the copyrighted work, or a representative list if multiple works are covered.
- The exact location of the allegedly infringing material, such as each page or file URL.
- Your contact details and the required statements in the provider’s form.
Explain which work you own or are authorized to represent, and why the identified material matches it. Never claim rights you do not hold. Providers may request more information, and forms vary. Refer to Cloudflare’s complaint-type guidance for its process.

Choose the right intermediary instead of guessing
A website may use separate companies for its hosting, security or content-delivery network, domain registration, and search visibility. A provider that routes or protects web traffic may not store the page itself. Cloudflare says its response depends on whether the site uses its pass-through CDN/security services, registrar service, or a service that hosts the content. An IP lookup that points to Cloudflare alone does not establish that Cloudflare hosts the material.
Submit a report to an intermediary when its own service is relevant, but also seek the responsible host when the source copy needs removal. Cloudflare explains its reporting options in its abuse-reporting guidance.
ICANN’s DNS abuse complaint guide is for qualifying DNS abuse. It is not a universal copyright takedown channel, and ICANN’s contractual role covers registrars and registries rather than web hosting. If the issue fits that guide, report to the registrar or registry first and allow reasonable time for investigation; ICANN’s role is limited to contractual compliance. File a separate search-result request when needed
A search engine can restrict access to material in its own products, but delisting does not remove the source copy from the website. Google states: “We can restrict access to content that appears in Google products and services, but that content may still exist elsewhere on the web.” Contact the site or host as well when you want the source material addressed.
For a Google legal request, choose the product and legal reason, give the specific content URL, explain the problem and relevant context, and monitor the confirmation email for follow-up. Where applicable, file separately for each Google product in which the content appears. Google’s legal reporting page explains the process.

Use the personal-information route for eligible exposure
If the issue is personal information rather than ownership of a work, use the relevant personal-content reporting process. Google’s form requests the affected URLs and context, and eligibility and public-interest considerations can affect whether Search removes the result. Removal from Search does not itself remove the source page. Review the form and its criteria at Google’s personal-content removal form.
Do not upload screenshots of child sexual abuse imagery to Google’s general reporting form. Google instructs users to contact police immediately if a child may be in danger and to use the dedicated route for this material. Do not circulate or attach the imagery to a general complaint. Provide enough evidence to identify the page and explain the rights or exposure involved, but disclose no more sensitive material than the relevant process requires. Google says qualifying copyright notices may be shared with the Lumen Database and warns that its process may involve public transparency. Review the form’s privacy disclosures before filing. If a report could expose your home address or other sensitive identity details, consider whether a representative or lawyer should submit it.

If the first report does not resolve the issue
Check that you contacted the provider responsible for the relevant service and included the exact URLs and information its form requests. If the complaint concerns DNS abuse within ICANN’s scope, use the registrar or registry process; copyright and personal-content disputes require their own routes.
Ownership, authorization, fair use, privacy rights, intimate imagery, and applicable law can be disputed. The U.S. Copyright Office notes that photo-removal situations may also involve state privacy or right-of-publicity laws, revenge-porn laws, or a site’s terms, and advises discussing options with a licensed attorney. If the facts or legal basis are contested, avoid categorical claims and consider advice from a lawyer licensed in the relevant jurisdiction. See the Copyright Office’s Section 512 resources.
