A data breach notice means your information may have been exposed; it does not mean identity theft has already happened. Check what data was involved, ignore unexpected links asking you to update account or payment details, and use official recovery steps if you see signs of misuse.
How to tell a real breach notice from phishing
A scammer may exploit concern about a breach by impersonating a company you recognize. Treat an unexpected email or text that urges you to click a link, open an attachment, or update payment or account details as suspicious. A familiar logo, name, or tone does not prove a message is genuine.
The FTC says, “Legitimate companies won’t email or text with a link to update your payment information.” Do not use the message’s link or contact details to verify it. Instead, visit the company through a saved bookmark or an address you already know is genuine, or call a number from a trusted source. If a person contacts you unexpectedly, verify the request through a separate, known channel.
If the message is unrelated to an account or person you recognize, it could be phishing: report it and delete it. Links and attachments can lead to requests for sensitive information or install malware. For an apparent message from a company you use, contact the company independently. Warning signs that information may be misused
These clues merit investigation, but none alone proves that a breach recipient is a victim. The FTC’s IdentityTheft.gov warning signs include:
- Bank withdrawals you cannot explain, unfamiliar charges, or accounts you did not open.
- Bills or other mail that stop arriving, checks refused by merchants, or debt collectors seeking debts you do not recognize.
- Medical bills for care you did not receive, health coverage problems linked to unfamiliar records, or IRS notices about duplicate tax returns or income from an unknown employer.
- A breach notice indicating that information may be at risk.
For email or social accounts, watch for a changed recovery email address or phone number, a password reset you did not request, an unfamiliar login alert, or an inability to sign in. If you still have access, change the password, sign out other devices, enable two-factor authentication, verify recovery details, and check for email-forwarding rules you did not create. If locked out, follow the provider’s recovery instructions. The FTC explains these steps in its guidance on hacked email and social accounts.

What to do after a data breach
- Find out what was exposed. Read the breach notice and use the data-breach path at IdentityTheft.gov for steps tailored to the information involved. If your Social Security number was exposed, FTC breach guidance says to order free credit reports and check for accounts you do not recognize.
- Secure affected accounts. Change the exposed password and any other account password where you reused it. Turn on multi-factor authentication (MFA) where available. A security key is one possible second factor, but you can use other available MFA methods and do not need to buy a device to follow these steps. Keep devices and security software updated, and back up your data.
- Respond to evidence of financial fraud. Contact the affected bank, card issuer, or other company’s fraud department. Ask it to close or freeze affected accounts, then change relevant logins, passwords, and PINs. IdentityTheft.gov says you can place a free one-year fraud alert through one of the three credit bureaus; that bureau must notify the other two. A credit freeze is another protective option. Check current FTC and credit-bureau instructions for the steps that apply to you. The FTC’s data-breach checklist explains breach response, credit reports, freezes, alerts, and offered services.
- Use breach services offered by the affected company. If it offers free credit monitoring or identity theft insurance, FTC guidance says to take advantage of it. This advice concerns services offered in connection with the breach; it is not a reason to assume you need an unrelated paid subscription.
- Report suspected fraud and phishing. Report identity theft at IdentityTheft.gov to get a personalized recovery plan. Report phishing emails to reportphishing@apwg.org, forward phishing texts to SPAM (7726), and report scams to ReportFraud.ftc.gov. Follow the service provider’s recovery instructions if an account or device was compromised.
What a breach notice does—and does not—tell you
A notice is a prompt to check which information was exposed and take the steps relevant to it. It is not evidence that someone has already used your identity. Use the notice alongside the FTC’s breach-specific guidance rather than responding to an unsolicited message that claims to fix the problem.
