Yes. An MCP server’s advertised tools describe the interface it presents; they do not, by themselves, limit what its server process can access or guarantee what its handlers will do. The practical boundary comes from enforced authorization and the permissions, credentials, filesystem, network access, and downstream services available in that particular deployment.

What does an advertised tool list actually tell you?

The MCP tools/list method tells a client which tools a server advertises. It is a discovery mechanism, not proof that unlisted capabilities are inaccessible. A server’s tool descriptions and annotations also describe intended behavior; they do not independently enforce it.

This distinction is explicit in the MCP Java SDK documentation, “MCP Server — Filtering the Tool Listing per Request,” accessed October 7, 2026: filtering controls advertisement only, and a hidden tool called by name still executes. In that implementation, the call handler must enforce the authorization check. Do not treat a tool’s absence from a listing as a security barrier.

Can an MCP server reach data or perform actions beyond its tools?

Potentially, if the server’s code can reach that data or action through its runtime permissions, credentials, network, or connected services. The protocol’s advertised list does not determine those permissions. Conversely, a server cannot access a resource merely because the protocol exists: what it can actually do depends on its implementation and deployment, including controls outside the MCP tool description.

That means the answer for a specific server cannot be inferred from its tool names alone. A tool labeled “read-only,” for example, is not a guarantee that the handler or server process is technically unable to make changes. To establish a boundary, check the enforced controls and the server’s actual runtime configuration.

Which signals are hints, and which controls enforce a boundary?

Tool annotations Hints such as readOnlyHint, destructiveHint, idempotentHint, and openWorldHint that may help a client make decisions. That the server behaves as described or that a client can safely trust the annotation.
Authorization checks and handler logic Whether a particular request is permitted before the protected operation runs. Protection from access paths or permissions that the checks do not cover.
Runtime and operating-system restrictions Which files, credentials, network destinations, and services the process can actually reach. That the restrictions are correctly configured without inspecting the deployment.

The Model Context Protocol Blog’s March 16, 2026 article, “Tool Annotations as Risk Vocabulary: What Hints Can and Can’t Do,” cautions that annotations may not accurately describe behavior and should be treated as untrusted for untrusted servers. It summarizes the distinction this way: “Hints inform decisions; contracts enforce them.” The article also notes that annotations cannot make a model resist prompt injection; protections such as authorization, sandboxing, and network controls must be enforced separately.

Does hiding a tool from the list stop someone from calling it?

Not necessarily. The MCP Java SDK documentation specifically warns that its request-dependent tool-list filter changes what is advertised, not whether a hidden tool can execute when called by name. The server must reject unauthorized calls in its handler or another enforcement layer; hiding the name is not a substitute.

How do authorization and filesystem controls help?

Protect requests at the HTTP boundary

MCP Apps authorization guidance describes two patterns. With per-server authorization, every request to /mcp requires a valid bearer token. With per-tool authorization, public tools may remain available while protected tool calls require authentication. For a protected request without valid authorization, the guidance describes returning HTTP 401 at the HTTP boundary before the request reaches the MCP server. Implementations should be checked against the current authorization requirements and the server’s actual configuration.

Keep filesystem access inside an allowed root

The MCP Python SDK’s “path_security — Filesystem path safety primitives” documentation describes safe_join, which resolves a requested path through the operating system and verifies that the result remains within the served root. The documentation identifies symlink escapes and absolute-path injection as cases this approach catches. A simple string-level path check is weaker because it does not model every platform’s filesystem normalization behavior.

Keep host permissions separate from server-provided instructions

The MCP Skills Extension’s security considerations apply specifically to MCP-served skills and host behavior. They say skill content should be treated as untrusted input, require explicit approval for host-side code execution prompted by that content, and say remote skill metadata must not implicitly widen host tool or filesystem permissions. They also scope resource reads to the skill’s originating server. These requirements should not be misread as evidence that every MCP server can directly execute code on a client.

Why can a combination of tools create risk?

Risk can emerge from a session’s combined capabilities rather than from one tool in isolation. The Model Context Protocol Blog’s March 16, 2026 analysis describes a possible chain involving private-data access, untrusted content, and a way to communicate externally. That is a security scenario, not a claim that every MCP session has those capabilities. It is a reason to assess what connected tools and server permissions can do together, and to treat server-provided content and metadata according to the trustworthiness of their origin.

How should you assess a particular MCP server?

  1. Inspect the deployment boundary. Determine which operating-system permissions, files, credentials, network destinations, and downstream services are available to the server process.
  2. Check enforcement, not just discovery. Review the actual call handler and authorization layer, including whether protected requests are rejected before an operation runs.
  3. Verify scope. Confirm that filesystem access is contained under its intended root, credentials are limited to their required purpose, and outbound network access follows the intended policy.
  4. Test the deployed versions and configuration. SDK documentation describes implementation patterns; it does not establish the behavior of every server, client, transport, or deployment.
  5. Treat descriptions and instructions as untrusted evidence. Use them to understand intended behavior, but do not use them as proof of a hard security boundary.
