To sideload an app on an Xbox, you put the console in Developer Mode, build an appx package signed with a certificate the console trusts, and install that package, along with its dependencies, from the Home tab of Xbox Device Portal. That is the manual route Microsoft documents. It is meant for developers installing apps they built or are authorized to deploy. It does not make arbitrary retail games or unauthorized content installable.
This guide covers the workflow, the points where it commonly fails, and how to get back to Retail Mode. It stays within what Microsoft’s public documentation states. Microsoft’s pages mostly say “Xbox One” and UWP, so check current Xbox-specific guidance before assuming a newer console or package type behaves the same way.
What you need before you start
- An app package you are entitled to install. Typically a UWP app you built, packaged as a signed appx.
- A console in Developer Mode. Activation is a separate procedure from sideloading; see the next section.
- A signed-in user on the console. Microsoft’s UWP FAQ says a user must be signed in to deploy an app.
- A PC that can reach the console’s IP address. Microsoft recommends a wired connection for the best deployment performance.
- A compatible build. Microsoft states Xbox no longer supports x86 app development or x86 app submissions to the store. Build for a supported architecture rather than x86.
Retail console vs. development kit
Do not mix the two. The public Microsoft material on UWP apps and manual sideloading applies to retail consoles switched into Developer Mode. Development kits use the GDK, whose documentation is access-restricted, and their procedures are different. If a guide mentions kit-only tools, it does not apply to a retail console.
Step 1: Put the console in Developer Mode
Developer Mode is a distinct mode from Retail Mode. Microsoft’s FAQ gives an easy way to tell which you are in: the Home button leads to Dev Home in Developer Mode and to the normal retail Home in Retail Mode.

Activation is covered in Microsoft’s “Xbox One Developer Mode Activation” instructions, which the UWP FAQ points to. Follow that page rather than a third-party tutorial, because eligibility, account requirements and screens can change, and Microsoft’s public pages do not document which newer Xbox Series consoles are covered. If you are unsure whether your hardware is supported, confirm it there before you begin.
Step 2: Build and sign the package
Create an appx (or MSIX-style) package from your project. Microsoft’s Visual Studio packaging guide, “Package a desktop or UWP app in Visual Studio,” walks through this, though some of its interface instructions refer to Visual Studio 2019 version 16.3, so menu labels in newer versions may differ.

The important rule is about signing. A package must be signed with a certificate the target device trusts. Microsoft’s general sideloading guidance, written for Windows 10 and 11, says the same: sideloading means deploying a signed app package, and the device needs to trust the certificate. That article does not describe Xbox security behavior, so use it only as background and follow the Xbox Device Portal documentation for how the console handles certificates. An unsigned or untrusted package is the most likely reason an install fails.
Collect the app’s dependency packages too. The manual route installs the app and its dependencies together.

Step 3: Install through Xbox Device Portal
Microsoft’s “Xbox Media App Development Options” page (last updated 2022-10-24) describes the process in one sentence: create a signed appx package, then use the Home tab of Xbox Device Portal to side-load your app and its dependencies.
- Confirm the console is in Developer Mode and a user is signed in.
- Open Xbox Device Portal from your PC, following Microsoft’s current Xbox instructions for connecting to the console. The console’s IP address must be reachable from the PC.
- Go to the Home tab.
- Add your signed appx package and its dependency packages, then start the install.
- When it finishes, launch the app from the console.
The portal’s exact address, sign-in prompts and button labels are not reproduced here because Microsoft’s public pages do not give them in a form that can be verified as current. Use the on-screen prompts and the official documentation.

Device Portal vs. deploying from Visual Studio

Microsoft’s public pages do not give a head-to-head comparison of speed or limitations, so choose based on whether you have a finished package or are actively developing.
Troubleshooting a failed deployment
- Check the mode. If the Home button opens the retail dashboard rather than Dev Home, the console is in Retail Mode.
- Check sign-in. Deployment requires a signed-in user.
- Check connectivity. Make sure the PC can reach the console’s IP address; try a wired connection.
- Check your development environment configuration if deploying from Visual Studio.
- Check the certificate. The package must be signed with a certificate the console trusts.
- Check the architecture. x86 builds are no longer supported.
- Check dependencies. A missing dependency package can stop the app from installing.
Returning to Retail Mode
To play retail games and use the normal dashboard, open Dev Home and choose Leave developer mode. Per Microsoft’s UWP FAQ (updated 2026-01-14), the console restarts into Retail Mode.

Security and legitimate use
Microsoft’s Windows sideloading guidance warns that allowing installs from outside the Microsoft Store can increase security risk. Install only packages you built or whose source you trust and are authorized to deploy, and do not disable protections to get an unsigned package to run. Developer Mode is not a route to pirated games or unlicensed software.
