It is not a dedicated retro-gaming kit: Developer Mode is for app development and testing, retail games and apps cannot run while it is active, and emulator compatibility depends on the build and core.
What Developer Mode does—and what it does not do
Microsoft provides Developer Mode on retail Xbox One and Xbox Series X|S consoles as an environment for developing and testing software. It is a separate console mode, not a jailbreak or a Microsoft-supported emulator package. In Developer Mode, retail games and apps do not run; to use them again, switch back to Retail Mode. The retail-console activation instructions are for Xbox consoles bought through retail channels. Microsoft cautions developers not to use the consumer Dev Mode app on development hardware managed through a developer program. Microsoft’s activation agreement states a purpose of testing and demonstrating Xbox One applications; the agreement page, last updated 2021-12-23, limits use to three Xbox One consoles per individual or company at a time and says development updates may temporarily reduce or remove console functionality. Check the current terms rather than treating that dated agreement as a guarantee of zero risk: Xbox One Developer Mode Activation Program.

Activate Developer Mode on a retail Xbox
- On the console, install and launch the Xbox Dev Mode app from Microsoft Store. Note the activation code displayed in the app.
- Register an app developer account and sign in to Partner Center.
- Enter the code on the Xbox device management page, accept the activation terms, and wait for activation to complete.
- Open the Xbox Dev Mode app and select Switch and restart. The console restarts into Developer Mode.
- To return to ordinary console use, open Dev Home and select Leave Dev Mode. To enter it again, open Xbox Dev Mode and select Switch and restart.
Microsoft’s current activation instructions are at Xbox Developer Mode activation. Keep in mind that switching modes is part of the workflow: you cannot leave retail games running in the background while using Developer Mode.

For retro-game experimentation: follow the community RetroArch guide
Microsoft does not endorse or guarantee RetroArch or any emulator core. The XboxEmulationHub RetroArch Setup Guide (Mesa/Angle for Xbox) is a community-maintained set of steps for installing a RetroArch UWP build through Xbox Device Portal while the console is in Developer Mode. It describes a Series X|S build called “Mesa” and an Xbox One build called “Angle,” recommends choosing the app type Game for performance, and explains updating core information files before downloading cores. The guide’s metadata says it was tested on 2025-03-25; builds, cores, storage paths, and instructions can change, so follow its current version-specific directions and do not assume a particular console/core combination is guaranteed to work.
Its storage instructions treat external USB storage as optional. The guide recommends NTFS formatting and full read/write permissions for UWP apps when using an external drive for game files, BIOS files, saves, and states. It also describes keeping files in the app’s internal LocalState folder. It establishes neither a minimum storage capacity nor a preferred drive model. Use only files you are entitled to use: the sources cited here do not settle whether copying or downloading ROMs, BIOS files, firmware, or game backups is lawful in your jurisdiction, and emulation does not automatically make an image lawful.

For building and deploying your own UWP app: use Visual Studio
Microsoft’s UWP getting-started workflow pairs a development PC with the console: install Visual Studio and the Windows SDK, enable developer features on the PC, sign in on the console, set the console as a remote machine in Visual Studio, choose x64 and Universal (Unencrypted Protocol), pair using the PIN shown in Dev Home, then deploy with F5. Microsoft recommends a wired network for deployment performance and requires a signed-in console user for deployment. The detailed page was last updated 2017-10-12, so treat it as workflow context, not current purchasing advice for Visual Studio or Windows versions: Getting started with UWP app development on Xbox One.
For manual app installation, Microsoft’s general UWP documentation says signed APPX packages can be sideloaded through Xbox Device Portal. This is not RetroArch-specific endorsement: Xbox Media App Development Options (last updated 2022-10-24).

Know the platform limits before you invest time
Microsoft’s resource page, last updated 2017-02-08, says UWP apps on Xbox One and Xbox Series X|S share resources with the system and other apps. Its documented maxima are 1 GB of foreground memory for an app, 5 GB for a game, and 128 MB for a background app. It also says games are suspended and terminated in the background and lists x64 as the required architecture. These are dated platform figures, not emulator performance benchmarks; check current platform documentation for production development. Source: System resources for UWP apps and games on Xbox One.
The same legacy Microsoft page says Xbox One UWP apps have lower/shared CPU and GPU access than UWP games and lists DirectX 11 Hardware Feature Level 10.1 for Xbox One apps. Treat these as historical platform guidance rather than a promise about how a current emulator build performs. A cited older setup article also specified at least five gigabytes of free space, but that was a historical UWP development prerequisite—not a current RetroArch storage requirement.

There is also a distribution constraint if your aim is to publish a game: Microsoft’s FAQ says UWP-based games are no longer accepted in the Xbox Store and points developers to ID@Xbox; it also says x86 app development and submissions are no longer supported. Practical setup checklist
- Confirm your console is a retail Xbox One or Xbox Series X|S and that you are comfortable switching out of Retail Mode when experimenting.
- Complete activation through the Xbox Dev Mode app and Partner Center before attempting the community installation steps.
- Use the RetroArch guide’s build and instructions for your console generation; its steps are community guidance, not Microsoft support.
- Decide whether to keep files in LocalState or use external USB storage. If using USB, follow the guide’s NTFS and UWP read/write permission directions.
- Use only game and firmware files whose use is lawful where you are; these sources do not determine that legal question.
