In practice, control comes from layers: shaping behavior, setting instructions, limiting tools and permissions, adding human review where needed, and testing the deployed system over time. The right combination depends on what the system can do and the consequences of a failure.
What does it mean to control an AI model?
“Control” is not one switch. It can mean influencing the answers a model produces, defining the tasks it should handle, limiting what it can access or change, or placing a person between the model and a consequential action. These controls operate at different points in a system and address different risks.
- Behavior: Training and behavioral principles influence how a model responds. Anthropic describes its intended principles in Claude’s Constitution, while OpenAI discusses oversight and architecture in its Preparedness Framework.
- Instructions: System instructions and application policies define the task, boundaries, and expected responses.
- Permissions: The surrounding application can restrict access to tools, data, networks, or actions. A model cannot use a capability that the deployment does not make available.
- Human workflow: A person can review, approve, halt, or correct selected actions.
- Evaluation and monitoring: Testing and feedback can expose failures and inform revisions after deployment.
NIST’s Generative AI Profile treats these issues as part of broader risk management, rather than as a single technical fix. Its guidance is voluntary; following it is not a certification that a model or deployment is controllable.
Can an AI model ignore its instructions?
Instructions can fail to produce the intended behavior in some conditions. This does not require the model to have human intentions: it may make a mistake, misunderstand context, or produce behavior that conflicts with its developer’s aims. Anthropic’s Constitution acknowledges that current models can make mistakes or behave harmfully because of mistaken beliefs, flaws in their values, or limited understanding of context.

Agent systems face an additional risk when they read external content. OpenAI’s Operator System Card identifies malicious instructions on third-party websites as a way an agent could be misled away from a user’s intended actions. This is commonly called prompt injection. A rule in the system prompt may help shape behavior, but it is not equivalent to an enforced permission boundary.
What safeguards can developers and organizations use?
A practical approach is defense in depth: combine behavioral guidance with limits on what the application can do and a plan for detecting and responding to failures. NIST recommends practices such as acceptable-use policies, defined oversight responsibilities, threat modeling, user feedback mechanisms, and independent evaluations proportionate to risk in its Generative AI Profile.

- Define intended use: Specify permitted and prohibited tasks, intended users, and the situations in which the system should defer or refuse.
- Limit access and actions: Give the system only the tools, data, and permissions needed for its role; restrict or separate high-impact action channels.
- Set approval gates: Require confirmation before selected consequential actions rather than relying only on an instruction not to perform them.
- Plan for failure: Make it possible to pause or halt actions, report problems, and provide recourse when the system causes harm.
- Test and revise: Evaluate the actual deployment, monitor feedback, and update controls when testing or real use reveals weaknesses.
OpenAI’s Operator card describes confirmation and oversight for certain consequential actions, including transactions and sending communications. That is an account of one product’s design, not evidence that all AI agents use the same safeguards or that those safeguards eliminate risk.
When does human oversight matter?
There is no universal rule that a person must approve every AI output. NIST says human-AI arrangements can range from fully autonomous to fully manual, with oversight needs varying by system. Its human-AI interaction appendix also emphasizes that oversight roles and responsibilities should be considered in context.

As a risk-management choice, stronger review is appropriate when an action could cause serious harm, is difficult to reverse, or affects safety-sensitive decisions. The person reviewing it should have clear authority and a practical way to intervene; a nominal approval step is not useful if the action cannot be understood or stopped in time. This is a risk-based recommendation, not a universal legal requirement.
How can you tell whether safeguards work?
Look for evidence from testing the deployed system in conditions relevant to its intended use—not just a policy document or the model’s own description of its safeguards. NIST’s ARIA program describes three distinct evaluation levels:

- Model testing: Assess the model’s behavior under defined tests.
- Red-teaming: Probe for weaknesses and failure modes using adversarial or challenging scenarios.
- Field testing: Evaluate the system in real-use conditions.
NIST’s Generative AI Profile recommends standardized risk measurement, independent evaluation proportionate to identified risk, feedback, and iterative improvement. A test provides evidence about the conditions it covered; it cannot prove that every future failure is impossible. NIST’s guidance does not establish a universal success rate for safeguards across AI models.

- Where does it act? On model behavior, instructions, application permissions, or the human workflow?
- What does it constrain? Generated content, access to tools or data, or real-world actions?
- What happens when it fails? Can a person review, halt, reverse, or report the action?
- What evidence exists? Has the safeguard been evaluated in relevant tests and real-use conditions?
- Who is accountable? Are responsibilities, acceptable-use rules, and ways to raise concerns defined?
NIST’s AI Risk Management Framework and Generative AI Profile are voluntary guidance, not a guarantee or certification. NIST notes that trustworthiness characteristics can involve tradeoffs and that their importance varies by setting in its AI RMF FAQs. Vendor materials such as OpenAI’s Operator card and Anthropic’s Constitution describe those organizations’ systems and aims; they should not be treated as independent proof of effectiveness across vendors. NIST’s framework is being revised, so the current official framework page is the place to check its status.
