Teams moving off Atlassian Data Center have two broad paths: migrate affected workloads to Atlassian Cloud, or evaluate other products for each function they need to replace. OpenProject is a self-hosted project-management candidate, and XWiki is a documentation and knowledge-management candidate; neither should be treated as a proven drop-in replacement. First identify which products and dependencies your organization actually runs, then test the workflows and migration scope that matter.
What Atlassian’s 2029 deadline covers
Atlassian says affected Data Center subscriptions and associated Marketplace apps expire on March 28, 2029 at 23:59 PST. After expiration, the products and apps become read-only. Atlassian lists technical support, critical security fixes, and connectors to Atlassian Cloud through that date; extended maintenance afterward may be available to certain customers by exception. Atlassian says existing customers are to receive a Bitbucket Hybrid License covering Bitbucket Data Center, Bamboo Data Center, and Bitbucket Cloud. Check the current FAQ for the applicable licensing details. The announced deadline is therefore not a blanket end date for every product in an Atlassian-hosted or self-hosted stack.
The sales deadlines come earlier: Atlassian says new customers could no longer buy new Data Center subscriptions or new Marketplace Data Center apps beginning March 30, 2026. Existing customers can buy new subscriptions, Marketplace apps, and expansions through March 30, 2028, according to the same FAQ. These dates make procurement and expansion plans part of the transition decision, not just the final cutover date.

Choose a path for each workload, not for the whole stack
Jira-style project tracking, Jira Service Management workflows, Confluence knowledge bases, Crowd identity dependencies, and source-control or CI/CD systems solve different problems. A replacement for one does not automatically replace the others. Bitbucket and Bamboo are also outside the stated end-of-life scope, so teams should assess their source-control and build pipelines separately rather than assume they must migrate with Jira or Confluence.
- Stay with Atlassian for affected workloads: Atlassian presents Cloud as the path for continued use of affected products and describes migration assistants, app assessment, test migrations, solution partners, and scaled support programs. This may preserve more familiar product workflows, but each app, integration, and customization still needs an assessment. Atlassian migration page
- Replace project management: Evaluate a project-management platform against your Jira issue types, workflows, fields, reporting, automation, and integrations. OpenProject is one self-hosted candidate with Jira migration documentation, but the available documentation does not establish complete migration of every Jira configuration.
- Replace documentation and knowledge management: Evaluate a wiki separately against Confluence spaces, page structure, permissions, macros, attachments, diagrams, and links to issues. OpenProject presents XWiki as the documentation and knowledge-management component of an open-source alternative stack; that is vendor positioning, not evidence of complete Confluence parity.
- Keep other products where they are: For products excluded from this announcement, or workloads that do not need to move, confirm licensing and operational terms directly instead of adding them to a migration project by default.

These candidates are not a neutral, independently verified feature-parity ranking. The available sources establish product positioning and the existence of some migration resources, not that a particular team can move without workflow changes or data loss.

Inventory the environment before comparing vendors
Start with the running systems and the reasons they are self-hosted. Build an inventory for each instance before asking whether another product has a similar feature list.
- Record products, instances, user populations, business owners, and the teams that depend on each workflow.
- List Marketplace apps, app data, customizations, scripts, automation, integrations, APIs, and connections to other systems.
- Map identity and access dependencies, including authentication, users, groups, permissions, and audit requirements.
- Document data residency, sovereignty, regulatory, classified-data, security, and operational constraints that shaped the self-hosted decision.
- Identify the content and context users rely on: records, attachments, history, links, comments, reports, and cross-product references.
- Assign operational ownership for infrastructure, upgrades, administration, support, and incident response in both the current and proposed models.
Atlassian’s migration checklist emphasizes assessing apps early, researching each app’s migration path, planning for data and app data, users and groups, attachments, customizations, connections, integrations, scripts, and settings, and identifying manual work. It recommends a runbook and user-acceptance cases, as well as test migrations. The checklist is labeled 2024, so treat it as planning guidance rather than a guarantee of current product behavior. Compare candidates on migration risk and operating fit
Use the same evaluation criteria for Cloud and alternative platforms. For every critical workflow, document the current behavior, the target behavior, the transfer method, and the person responsible for accepting the result.
- Define the workload: Separate project and issue tracking, service management, documentation, identity, source code, and CI/CD. Decide which are in scope and whether one or several products are needed.
- Test the workflow and extension fit: Recreate representative custom fields, workflows, automation, APIs, integrations, permissions, and audit needs in a proof of concept. Test the Marketplace apps that matter rather than assuming a similarly named feature is equivalent.
- Measure migration completeness: In a test migration, check records and attachments, app data, users and groups, links, history, settings, and customizations. Mark what transfers, what is unsupported, and what requires manual reconstruction.
- Validate control requirements: Compare self-hosted and vendor-hosted options against geographic hosting, data control, sovereignty, compliance, and security requirements. Ask vendors for details applicable to your edition and deployment.
- Estimate the operating model: Include infrastructure, upgrades, administration skills, support, licensing, training, migration labor, and the cost of running multiple products. The cited material does not provide a neutral cross-vendor total-cost benchmark, so build one from your own requirements and vendor quotes.
- Run user acceptance and plan cutover: Use a written runbook and representative acceptance cases. Resolve ownership for failed or incomplete transfers, user training, rollback decisions, and post-cutover support before scheduling production migration.
Atlassian’s 2024 checklist says organizations with three or fewer instances, six or fewer apps, and fewer than 750 users can likely expect a more straightforward migration. It says many instances, apps, customizations, or more than 750 users point to more upfront planning. These are Atlassian’s heuristics, not a prediction or guarantee for any particular environment; a smaller deployment with complex integrations can still require substantial work. How to read Atlassian’s migration-success figure
Atlassian’s migration page reports a 95% migration plan success rate for Jira and Confluence, but the retrieved page does not state the date, sample size, calculation method, or independent verification for that figure. Treat it as an Atlassian-reported statistic, not as an independent estimate of the odds that your own migration will succeed. Your environment’s apps, customizations, data requirements, and test results are more useful for judging project risk. Atlassian migration page
