Jira and Confluence Data Center control files differently. In Jira, attachment access depends on project permissions and, where configured, issue-level security; in Confluence, a user generally needs access to the page containing an attachment. Neither product’s file controls replace protection for the database, filesystem, or other infrastructure. This guide explains how to check viewing, uploading, and deletion access in each product.

How Jira and Confluence file access works

Start by identifying the product and the operation you need to control: viewing, uploading, changing, deleting, or administering a restriction. Similar labels do not mean the same thing in Jira and Confluence.

Control Jira Data Center Confluence Data Center
Can the user sign in? Application access and global permissions govern access to Jira features. The global Can Use permission determines whether a user can use Confluence.
Can the user reach the containing content? Project permissions establish project access; issue security can further narrow visibility for individual issues. Space View permission grants space access, but a page restriction can still block a particular page.
Can the user upload? Create attachments in the project permission scheme is required to attach files to issues. Add Attachment is a space permission required to upload a new attachment.
Can the user delete? Delete own attachments lets users delete their own issue attachments. Delete Attachment is a space permission for removing attachments.
Can the user download? Access to the issue and any applicable issue security determine whether the issue and its attachment are visible. There is no separate attachment-download permission in the cited Files guide; access to the page containing the file is the practical visibility control.

Jira project permissions are assigned through permission schemes. Atlassian describes a permission scheme as “a set of assignments between project permission and a user, group, or role” in its Jira Data Center 11.3 project permissions documentation. Issue security narrows visibility within the bounds of project access; it does not replace project permissions. Jira also distinguishes comment and work-log visibility from the basic project and issue controls. For sensitive Jira data, protect the storage environment as well: restrict operating-system access to the index and attachment locations and limit database access, while ensuring the Jira process account retains the access it requires. How to control issue attachments in Jira Data Center

Allow or deny uploads and deletion

To let a user attach a file to an issue, grant Create attachments in the permission scheme associated with the relevant project. To let users delete their own issue attachments, grant Delete own attachments as well. Consult the Jira Data Center attachment configuration guide for these controls and the global settings.

If an upload fails while someone is creating a new issue, check the issue type’s field configuration: the Attachment field may be hidden. A permission grant alone will not make a hidden field available in the create-issue screen.

Check global attachment settings and limits

Jira’s global attachment settings are under Jira System → Advanced → Attachments. Atlassian’s Jira Data Center 10.5 guide documents a default limit of 10 MB per file and a maximum of 2 GB per file. These figures describe the documented 10.5 settings; administrators should verify the deployed release and any customized configuration rather than assume the same values everywhere.

Use extension restrictions for future uploads

Starting with Jira 9.15, Atlassian documents file-extension allowlists and blocklists. An allowlist accepts only the listed formats; a blocklist rejects the listed formats and permits others. The setting can also include files without extensions. The restriction applies to files uploaded after configuration and does not validate attachments already stored. Treat it as a control on future uploads, not a scan or cleanup of the existing attachment collection.

Understand the deployment boundary for S3

Jira Data Center 10.5 documentation describes optional Amazon S3 attachment storage for customers running Jira in AWS. Atlassian says that feature is not supported for on-premises deployments or customers not running Jira in AWS. It is therefore not a general replacement for local attachment storage across all Jira deployments.

How to control file access in Confluence Data Center

Check access in the right order

  1. Confirm the user has the global Can Use permission to use Confluence.
  2. Check whether the user has View permission for the space.
  3. Check the individual page for view restrictions and whether restrictions are inherited from a parent page.
  4. Determine whether anonymous or public access is enabled and relevant to the user’s route to the content.
  5. Review the user’s individual and group grants together. Confluence space permissions combine these grants, so inspecting one group in isolation may not reveal the user’s effective access.

Atlassian’s space permissions guide and page access troubleshooting article describe these checks. A page restriction cannot be overridden by granting View permission for the space.

Grant upload and deletion separately

Confluence files are attachments to pages or blog posts. The space-level Add Attachment permission allows uploading; Delete Attachment allows removal. A user who can add a page or blog post but lacks Add Attachment may be able to insert an attachment that already exists, but cannot upload a new file. The space permissions overview also distinguishes deleting one’s own content from deleting content created by others.

Restrict pages, not downloads

The cited Confluence Files guide says there is no permission specifically for controlling attachment downloads. That does not mean every attachment is public: the access guide says the attachment link is not rendered for a visitor who cannot view the page containing it. In practice, protect the page and space rather than looking for a separate download-permission switch. The no-download-specific-permission detail comes from an older files guide, last modified March 1, 2017, presented within the Data Center 10.2 documentation set; verify the behavior against the documentation for the specific release you run.

Page restrictions can control who may view or edit an individual page, and may apply to users or groups. Child pages can inherit restrictions. To add or remove restrictions, a user needs page edit rights plus Restrict or Admin permission in the space. Space administrators and system administrators can remove page restrictions even when those restrictions prevent them from viewing the page. How to troubleshoot unclear Confluence permissions

When the apparent grants do not explain what a user can do, use Inspect permissions in Confluence Data Center. Atlassian identifies this feature as useful for troubleshooting and auditing effective permissions; see the Inspect permissions guide.

Permission changes may not appear immediately across a cluster. An Atlassian Support article updated May 21, 2026 reports that cached permission changes can take up to five minutes to propagate across Confluence Data Center cluster nodes. It also notes that removing a user from a group may leave permissions in that user’s session until the next login or a session-cache refresh. Treat these as reported behaviors, not a guaranteed service-level limit, and verify them against your deployed version and authentication setup. Administrator checklist

  • For Jira: verify attachments are enabled, the project permission scheme grants the needed attachment permissions, and the Attachment field is visible when creating issues.
  • For Jira: check the configured file-size and extension restrictions, and remember that extension rules do not validate files already attached.
  • For Confluence: check Can Use, space View, page restrictions and inheritance, and anonymous or public access; assess individual and group grants together.
  • For Confluence attachments: confirm the user can view the containing page; check Add Attachment for uploads and Delete Attachment for removal.
  • For sensitive Jira deployments: review OS permissions for the index and attachment storage and access to the database, without removing the Jira service account’s required access.
