Restricting files in Atlassian Data Center takes more than changing an application permission. In Jira Data Center, set access at the instance, project, and issue levels, then protect attachment and index files—and the database—at the infrastructure layer. In Bitbucket Data Center, review inherited project permissions and repository-admin authority. The exact controls depend on the product and version you run.
Start with the product, version, and storage location
Atlassian Data Center is a product family, not one shared permission system. The procedures below cover Jira Data Center and Bitbucket Data Center; Jira permission names and paths do not automatically apply to Confluence. Before changing controls, identify the product and deployed version, the projects or repositories in scope, and whether attachments are on local or shared storage or in a supported object-storage configuration.
Application permissions control actions through the product. They do not by themselves protect files from someone who can access the host, shared storage, or database directly. Plan both layers, and preserve the access the application service account requires.
Restrict access in Jira Data Center
Jira access is layered. Set broad permissions first, then narrow visibility where needed. Atlassian’s Jira Data Center 11.0 guidance describes both permissions within Jira and security in the external environment as areas to address: Configuring permissions.

Check that broader access rules do not undermine a narrower restriction. Issue security limits visibility within project permissions; it is not a substitute for controlling who can browse the project. Comment and work-log visibility apply to those entries rather than hiding the entire issue.
Control who can upload or delete attachments
Attachment permissions are configured through the project permission scheme. Review every scheme used by the projects in scope, because different projects may use different schemes. Jira Data Center 10.5 documents the attachment controls in Configuring file attachments.

- Grant Create attachments only to the users, groups, or project roles that should upload files.
- Grant Delete own attachments separately if users should be allowed to remove their own uploads. Do not assume permission to upload also grants this ability.
- If users need to attach files while creating issues, check that the Attachment field is not hidden.
Limit allowed file extensions where supported
The cited Jira documentation describes allowlist and blocklist restrictions starting with Jira 9.15. An allowlist accepts only listed extensions; a blocklist rejects listed extensions. Confirm the feature and its configuration in the documentation for your deployed release before relying on it. Extension filtering can help reject unwanted file types, but it is not a malware-scanning control.
Protect Jira files and data at the infrastructure layer
Application permissions do not protect attachment files from direct access to the server or storage. Restrict operating-system access to Jira’s index and attachments directories to administrators and the Jira service account. Atlassian’s guidance says the Jira process user needs full access to those directories for normal operation. See Jira’s permissions guidance before changing filesystem access.

- Index and attachments: limit access to administrators and the Jira service account; retain the service account’s required full access.
- External database: restrict access in production to the application and authorized administrators, following the database platform’s security practices.
- Bundled H2 database: restrict access to the Jira installation directory and retain full access for the Jira runtime user.
- Shared storage: apply equivalent access controls at the storage layer and verify that nodes and service accounts that need the files retain access.
Include attachments in backup planning
Jira attachments are not stored in the Jira database, so database backups alone do not protect them. Back up the attachment storage separately and ensure the backup can be restored alongside the Jira data. Jira Data Center 10.3 documents an Amazon S3 attachment-storage option for Jira provisioned in AWS and states that it is unsupported for on-premises deployments or customers not running Jira in AWS. Treat this as version- and deployment-specific; verify current support and configuration requirements before changing storage. See Jira 10.3 attachment configuration.
Review Bitbucket Data Center permissions separately
Bitbucket uses a different permission model from Jira. By default, project permissions are inherited by repositories, and repository administrators can manage repository permissions. Atlassian Support explains the model in Using project permissions.

Starting with Bitbucket 8.8, administrators can restrict repository administrators from managing repository permissions. That restriction does not automatically change existing repository-level permissions. After enabling it, audit repository grants and remove any that should no longer apply; do not assume inheritance or the new restriction has cleaned them up.

Validate the controls without breaking service
- Inventory the product, version, projects or repositories, and attachment-storage location.
- For Jira, inspect the global permissions, each relevant project permission scheme, issue security levels, and any comment or work-log visibility requirements.
- Test upload and deletion using representative user accounts, including accounts that should be denied those actions.
- Check host and storage permissions to confirm unauthorized accounts cannot read files directly, while the Jira service account retains the access the application needs.
- Confirm attachment backups are separate from database backups and that your storage configuration is supported for the deployed version and hosting model.
- For Bitbucket, review inherited project permissions and existing repository-level grants, especially after restricting repository administrators.
Atlassian’s broader Operational security best practices can help place these controls within a wider Data Center security review. No single application setting should be treated as proof that a file cannot be obtained through direct infrastructure access or other permitted routes.
