First determine whether this is a routine account or screen lock, an administrative change that blocks access, or a possible security incident. If several systems are affected or unauthorized changes are plausible, activate your incident-response plan, contain the risk without destroying evidence, and coordinate technical steps with management, HR, and legal counsel. Do not assume intent from the lockout alone.

Identify what is locked before taking action

“Locks devices” can describe different events with different responses. A user may have locked a screen before stepping away, an account may be locked after unsuccessful sign-ins, an administrator may have changed a password or permissions, or someone may have deliberately disrupted access. NIST distinguishes temporary device locking and configured unsuccessful-logon lockouts from employee sabotage examples such as changing administrative passwords to prevent access. See NIST SP 800-12 Rev. 1.

  • One screen or account, with no other changes: Treat it as a likely routine lockout unless evidence suggests otherwise. Use the approved identity or endpoint recovery process.
  • Administrative access or configuration changed: Verify the change through authorized administrators and audit records. Review whether other privileged accounts, remote access, or services were affected.
  • Multiple devices or services affected, suspicious activity present, or scope unclear: Handle it as a potential security incident while you investigate. A lockout by itself does not establish sabotage or ransomware.

Establish what is locked, who can still access it, when it began, what changed, and whether other accounts or systems are affected. Record the answers and the source of each observation in a time-stamped incident log.

Choose a response based on scope and risk

Situation Indicators to check Response

Consider the number of systems affected, evidence of unauthorized changes, the possibility of continued access to other systems, and whether isolation or shutdown could disrupt essential services or destroy evidence.

Contain a possible incident without destroying evidence

  1. Activate the response plan. Designate an incident lead and notify the appropriate IT/security, management, HR, legal, and business-continuity contacts. CISA recommends predefined crisis-response roles that cover technology, communications, legal, and business continuity. See CISA’s #StopRansomware Guide.
  2. Map the scope. List affected devices, accounts, services, network segments, users, and observed configuration or access changes. Keep a time-stamped log of findings and who performed each action.
  3. Isolate affected systems if compromise or destructive activity is plausible. CISA advises: “Determine which systems were impacted, and immediately isolate them.” If multiple systems or subnets appear affected, network-level isolation at a switch may be appropriate. Coordinate this with the response lead, account for essential services, and use out-of-band communications if normal channels may be affected.
  4. Preserve evidence. Protect relevant logs from alteration or deletion. Qualified responders may capture system images and memory. Avoid powering down as a reflex: CISA warns that it can lose infection artifacts and volatile-memory evidence. Power down only when systems cannot be disconnected or the network cannot be temporarily shut down.
  5. Review and restrict access through authorized channels. Examine privileged accounts, remote access, identity services, recent administrative activity, and password or permission changes. Apply access restrictions using established incident and personnel procedures.
  6. Coordinate any employee-access decision. If employee involvement is suspected, work with HR, management, physical security, and counsel. Disabling infrastructure access can be part of termination mitigation, but the appropriate action depends on the facts, organizational policy, and applicable law. CISA advises planning suspension or termination actions for a safe outcome while accounting for physical and logistical access and legal constraints.

CISA’s guidance is useful for containment, but its ransomware checklist does not establish that an employee lockout is ransomware. Likewise, NIST’s sabotage examples are examples, not a finding about a particular employee.

Investigate how the lockout happened

Build a timeline around the first observed lockout and compare records across systems. CISA recommends enabling and centralizing logs and protecting them against unauthorized access or deletion. Review, as relevant:

  • Identity-provider and directory sign-in and account events.
  • Endpoint and network alerts, including events on systems connected to those affected.
  • Administrator actions, account privileges, password changes, and permission changes.
  • Remote-access and identity-service activity.
  • Physical-access records, when relevant to the incident.

Correlate the records to determine whether this is a normal lockout, a configuration or administrative error, account compromise, ransomware, or intentional sabotage. Preserve evidence and use qualified incident-response or forensic assistance if the organization lacks the capacity to investigate or handle it safely.

Restore access and services safely

  1. Triage before reconnecting. Regaining a password or screen does not establish that a device is safe to return to production. Assess affected systems and the scope of any compromise first.
  2. Prioritize critical services. Plan restoration according to business criticality and coordinate dependencies, rather than restoring every system at once.
  3. Use a clean, known-good recovery process. CISA recommends restoring from offline backup copies. Confirm the recovery source and process are appropriate for the incident before putting systems back into service.
  4. Keep the record intact. Maintain the incident timeline, actions taken, and preserved evidence through recovery and any follow-up investigation.

For preparation, CISA identifies physically separate storage as one possible location for backup copies. An external hard drive for offline backups is not an active-incident fix or a substitute for an organization’s backup design, encryption, access controls, recovery testing, and any required immutable or offsite copies.

When to get outside help

Bring in qualified incident-response or digital-forensics support when the incident affects multiple systems, evidence may be at risk, the organization cannot determine scope, or internal responders lack the tools or expertise to investigate safely. CISA recommends engaging relevant internal and external stakeholders during response. For organizations subject to specific regulatory, contractual, or employment rules, involve counsel and the appropriate compliance contacts; obligations vary by jurisdiction and situation.
