GPS satellites need ground stations because precise clocks can provide timing signals, but clocks alone cannot confirm satellite health, keep orbit and timing estimates accurate, or update the navigation data satellites broadcast. Ground monitoring and control keep the constellation operating; GPS receivers then use the satellites’ signals to calculate position and time.
What GPS satellites’ clocks do—and do not do
Atomic clocks aboard GPS satellites are essential: they help the satellites transmit signals with precise timing information. A receiver uses the timing of signals from multiple satellites to work out its position and time. The clocks are part of that system, not a substitute for monitoring and operating it. GPS.gov explains GPS and telling time.
A clock does not independently verify that its satellite is healthy, determine whether its estimated orbit and timing data remain accurate, or prepare updated navigation information. Those tasks require observations and operational support from the ground.
How the GPS control segment works
GPS is organized into three segments: satellites in space, a control segment on the ground, and user equipment. Satellites transmit signals; the control segment monitors and maintains the system; receivers use the signals to calculate position and time. GPS.gov’s overview of GPS describes these roles.

- Monitor stations observe satellites. They collect satellite signals and measurements, providing observations for the control system.
- The master control station analyzes those observations. It estimates satellite positions, assesses timing and system integrity, and identifies maintenance needs or anomalies.
- Operators prepare information or commands. When needed, they generate updated navigation messages or commands based on the system’s analysis.
- Ground antennas exchange data with satellites. They upload commands and navigation data and collect telemetry from the spacecraft.
- Receivers use the broadcast information. A user device receives satellite signals and calculates position and time from them.
These are distinct functions of the control segment: monitor stations supply observations, the master control station processes and acts on them, and ground antennas provide the link for uploads and telemetry. GPS.gov describes the control segment and its components.
Why the ground link matters if GPS signals are one-way
A GPS receiver can receive satellite signals without sending its own position or other information back to the GPS constellation. That one-way reception does not mean the satellites operate without ground support. The control segment has its own link for monitoring spacecraft, collecting telemetry, uploading navigation information, and sending commands when required.

Ground stations do not continuously steer every satellite. Their role is to monitor and maintain the system, support operations such as navigation-data uploads and clock adjustments, and help resolve anomalies. That operational link is separate from the signals that a receiver uses to navigate.
